The Corporation of the Municipality of Morris-Turnberry By-law  No.  73-   2012

Being a by-law for the Dissolution of the ‘Ward System of the Electoral Representation’ for the Corporation of  the Municipality of Morris-Turnberry,  and Institute an ‘At-Large System’ of Electoral Representation

WHEREAS,  Section  25.2 of the Municipal Act R.S.O.  1990  c.M.45  provided the government of the Province of Ontario with a process to facilitate municipal restructuring over large geographic areas involving local municipalities in counties;

AND WHEREAS the Restructuring Order was signed by the  Minister of Municipal Affairs,  on February 21, 2000,    pursuant to the Municipal Act, R.S.O. 1990, c. M.45, to amalgamate the Corporation of the Township of Turnberry and the Corporation of the Township of Morris, to form the ‘ Corporation of the Municipality of Morris-Turnberry’   and  such amalgamation was to be effective January 1, 2001. 

AND WHEREAS,  pursuant to the Minister’s Order a Ward system was created as follows: 
Ward T – comprised of the former Township of Turnberry
Ward M – comprised of the former Township of Morris

AND WHEREAS,  pursuant to the Minister’s Order, (3)  three members of Council were to be
elected from each of the above-noted Wards, for a total of  (6) six members of Council,   in
addition to the Mayor who was to be elected at large;

AND WHEREAS,  pursuant to Section 222 (1) of the Municipal Act, S.O. 2001 c. 25 as amended,
the Council is permitted to pass a by-law to dissolve  the existing ward boundaries within the
municipality;

AND WHEREAS,   the Council of the Municipality of Morris-Turnberry is holding a public meeting
to give consideration to this by-law on Thursday November 1,2012; 

NOW THEREFORE, THE COUNCIL OF THE CORPORATION OF THE MUNICIPALITY OF
MORRIS-TURNBERRY ENACTS AS FOLLOWS:

1.           Definitions:

In this by-law, 

i)              “At- large System”   means an electoral system in which all eligible  voters within
the municipal boundaries vote on the same list of candidates.

ii)           “Ward System” means an electoral system in which a municipality is broken down into
smaller areas (wards)  and voters living in each ward vote on their own list of candidates
wishing to represent that ward.

2.           That Ward T , the former Turnberry Township and Ward M, the former Morris Township,  
hereby be dissolved in their entirety;

3.           That the ward system in the Municipality of Morris-Turnberry shall be replaced by an ‘at-large’
electoral system for the Municipality;  

4.           That this by-law shall come into effect subject to and in accordance with Section 222 (8)
of the Municipal Act for the 2014 election;

5.           That the Mayor and Clerk are hereby empowered to sign and execute this by-law, 
cited as the ‘By-law for the ‘At-Large’ System of Electoral Representation, 
for  the Corporation of the Municipality of Morris-Turnberry’.
