Minutes of the Meeting

 

1) Call to order: The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in attendance for the call to order.

3) Declaration of Pecuniary Interest:
Jason Breckenridge declared a pecuniary interest for Item # 6 – Account for Breckenridge
Municipal Drain, since he is related to a property owner.
No other member declared a pecuniary interest, at this time.

5)  Business from the Minutes
There was no business from the minutes that was discussed.

Colleen Schenk and Mike Ash – Avon Maitland District School Board arrived at the meeting at 7:35 pm.

6)  Accounts

Motion:  83-2012        Moved by Jason Breckenridge             Seconded by Jamie McCallum
"That the Accounts dated February 21st, 2012 be approved for payment in the amount of   $ 107,467.29 less Dietrich Engineering - Breckenridge Drain payment in the amount of $17,515.00.”

Jason Breckenridge declared a pecuniary interest and pushed back from the table for the  next item.

“That the Council of the Municipality of Morris-Turnberry approve the draft proposed Building Fees for 2012, 2013 and 2014.”

7) Deputations:

Avon Maitland District School Board

Colleen Schenk and Mike Ash gave a presentation on the status of the Maitland River Elementary School. Due to delays for the construction caused by the OMB hearing,   the Board developed Plan ‘B’,  moving the students to the Wingham and Turnberry Schools, for September, 2012 until the new school is ready for occupancy. Grades 7 and 8 will be at the F E Madill Secondary School. The timelines for the construction were reviewed.  Construction is anticipated for April 2nd, 2012.

The council questioned the representatives on the following:
         Playground equipment
        Fundraising
        Enrollment projection
         Split of the students to the three schools
         Traffic for the buses
         Avoiding the portable classrooms
         Capacity of the new school
         Area that will be going to the new school
         Cross bordering of students

Colleen Schenk and Mike Ash left the meeting at 8:20 pm.

Barry Golley, Keith Roulston and Jackie Riggs left the meeting for the closed session.

10.6  Huron County Farm and Home Safety
Grant Request

for the Huron County Farm and Home Safety.”

The Huron County Farm and Home Safety Committee will be attending the Clean Water
Festival in 2012, and require funds.

This item was deferred until after Item # 16.

10.8     Drainage Agreement for Jordan Tyler Errington

2012 Priorities, Budget and Levy

“That the Municipality of Morris-Turnberry approve the draft 2012 budget for the Maitland Valley Conservation Authority, with the Morris-Turnberry portion of the budget being $46,129.00,  which has increased $2,484.00.”

10.10    Office Renovation:  The office will be closed to the public on February 23rd and 24th for office renovations.

11) By-Laws:

11.1 By-Law to authorize an agreement for a demolition of a residence

Jason Breckenridge:
He was inaugurated at the MVCA Annual Meeting.
He attended the Bluevale Hall Board Meeting and will step down as chair.

Jamie McCallum:   No report

Jamie Heffer:
He attended the Belmore Community Centre meeting.  They questioned the amount of bills and   the lack of income.  They will try and keep in shape for operating.  The Maple Syrup Festival is coming up.

David Baker:   No report

John Smuck:  No report

Neil Warwick:  No report

Paul Gowing:
The staff was given direction of where they would like the budget to end up.

14) Minutes
The following minutes were available for review:
1.  Maitland Valley Conservation Authority
2.  History Book Neil Warwick wants to see a copy of ‘Concession 1’ layout for the History Book. The publisher called and advised there maybe an increase in cost,   due to paper cost.
3.  Bluevale Community Hall Board
Jason Breckenridge reported the windows are on order.

15) Other Business:
1.   Flyer from the ‘unknown’mailed the week of February 13th  regarding Fire Services was discussed.  Jamie Heffer said there is no credibility if there is no name on the flyer.  Therefore, no action will be taken.

2. Meeting for the Lane Closures:
The meeting scheduled for March 21st has to be postponed, due to additional time required to prepare the material for the meeting. The meeting will be held on April 19th 7:00 pm at the Wingham Legion.

3. Financial Indicator Review
The Report was reviewed, for Council’s information.

 

4. Curling Bonspiel for Physician Recruitment
John Smuck will get 4-$10 prizes from the  Huron Bay Co op.

“That the Council of the Municipality of Morris-Turnberry grant approval for the Township of North Huron to access Helena Street, Royal Road, Arthur Street and North            
Street for the detours as requested by North Huron, during reconstruction of Josephine Street in 2012, with the conditions that North Huron will maintain signs and potholes and if required for the detour, do a 50/50 cost share in paving Royal Road from Arthur Street to Helena Street.  North Huron will maintain McLean Line from County Road 86 to B-Line Road. 
They will grade it on a regular basis, as it is gravel and apply chloride if it is  dusty.”

3. Turnberry Landfill Site:
