1) Call to order: The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in attendance for the call to order.

Carol Leeming - Huron County Planner was delayed coming to the meeting.

10) Business:

10.1 Planning Resources Report:
A report was attached for the Council’s information.
The Zoning By-law should be completed  as soon as possible with a deadline.
The one council member does not feel that Power Point presentations are required for public meetings.

10.2 CHIP 2013 Programs and Projects
A report was presented for the Council’s information.
Jamie McCallum was congratulated on being the Chair of the CHIP Committee.

10.3Huron Plowmens Association
Request for a donation.

10.6 Notice of Application

Township of North Huron was presented to the Council for information.
Paul Gowing and Nancy Michie will be attending.

10.7 Statement of 2012 Council Remuneration and Expenses
A Report to the Council, to concur to Section 284 (1) of the Municipal Act, concerning the 2012 Council  
Remuneration and  Expenses was presented.

10.8 Memorandum of Understanding / Coalition for Huron Injury Prevention

PURPOSE AND EFFECT

The purpose of the application is to change the zoning on the Part of Lot 43, Concession 1,
Turnberry Ward, Municipality of Morris-Turnberry:
         from ‘General Agriculture (AG1)’ to ‘Agricultural Commercial-Industrial-Special (AG3-7).

The AG3-7 zone limits the agricultural commercial uses on the subject property to an ‘agricultural supply establishment’ (including commercial agricultural drainage and excavation) and the storage of grain; the zone also permits an accessory residence and accessory structures.

This is an existing lot of record and is approximately 3 hectares in size and has a frontage of 194 metres.

The subject lands are located on Amberley Road / County Road #86, east of Bluevale. The property is located north of the Maitland River and is currently vacant.

3. County Planning Department – Carol Leeming said that due to the MVCA comments , it is recommended for deferral,  to amend the zoning from  ‘General Agriculture (AG1)’  to ‘Agriculture Commercial-Industrial-Special (AG3-7)’.  It is recommended that MVCA  review the site plan for development to ensure compliance with their requirements.

4. Comments Received – Nancy Michie advised  of the comments from the MVCA and no other comments were received.

5. Applicants comments – Paul Gowing said the applicant was not planning to  attend.

6. Public comments – The public had no comments.

7. Council comments and questions – The council had no comments.

8. Explanation of the Process following the Public Meeting by Mayor Gowing
If the By-law is passed, the Clerk is required to send Notice of Passing of the By-law, to all persons and agencies notified of this Public Meeting.  There is a 20 day objection period from the time Notice of Passing of the by-law has been mailed by  first class mail,  wherein submissions/letters of objections or support in respect to the  passing of the
by-law, will be received by the Clerk.

PURPOSE AND EFFECT:
The purpose of the application is to change the zoning on Part of Lot 1, Concession 5, Turnberry Ward,
Municipality of Morris-Turnberry:
         from ‘General Agriculture (AG1)’ to ‘Agricultural Small Holding - Special Provisions (AG4-19)
         from ‘General Agriculture (AG1)’ to ‘General Agriculture - Special Provisions (AG1-15)’

The rezoning is required as a condition of surplus residential consent application File B49/12.

The severed land to be zoned AG4-19 have an existing residence and shed with a lot size of approximately 2.3 hectares (5.76 acres). The special zone would permit accessory structures
in the front yard and permit a reduced Minimum Distance Separation (MDS) between the existing house and the barn to the south.

On the retained farmlands to be zoned AG1-15, a new residence is prohibited as required by the Provincial Policy Statement.

The subject lands are located at 42510 Orangehill Road.

3. County Planning Department – Carol Leeming recommended that the zoning  by-law amendment application be approved pursuant to the planning report, dated   January 31, 2013.

4. Comments Received – Nancy Michie advised no other comments were received.

5. Applicants comments – The applicant had no comments.

6. Public comments – The public had no comments.

7. Council comments and questions –The Council mentioned the entrance is a condition of the consent.  They should be advised of the costs and process.

8. Explanation of the Process following the Public Meeting by Mayor Gowing

7.5  Guelph to Goderich Rail Trail Initiative                               8:20 pm

Report was reviewed.
Carol Leeming attended a meeting of the Rail Trail.  This is a grass roots group. The trail will be used for biking and walking.  They are an organized trail association and will be approaching the Huron County Council and other Counties for support.  The Province, the owner of the trail, is not subject to a Zoning requirement .

8)  Busines Retension and Expansion Report  -    BR+E Report:                      8:00 pm
The Council reviewed the report,  which was presented by:
Douglas Barrill -  Huron County Economic Development Department.
Kerri Schuettel - Consultant  and editor of the report,   was not in attendance.

BR+E Committee in attendance - Paul Gowing, Jason Breckenridge, Henry VanHeesch and Carol Leeming. 
Absent: Jeff McGavin.

A Notice was mailed to the businesses in Morris-Turnberry, as an invitation to attend.
Bruce Howson, Ron Schefter and Ruth Schefter were in attendance to observe.

Doug Barrill thanked the Committee.
Surveys have been sent to 55 businesses.  A function will be held on March 6, 2013 for businesses. 
The proposal is to work with the County on a business directory and a link on the website.

Gary Pipe – Director of Public Works

1. 2013  Roadside Mowing Report:
A Report was reviewed by the Council.
The first cut is proposed  to be to the fence and the second cut will be two rounds.   
Gary Pipe said some people control the debris in the ditches, themselves.   He feels that the roadside mowing helps to control  the roadside brush.
The tender is proposed to be a 2 year tender with a 3rd year option.

2. Compactor Repairs
The compactor needed repairs, including,   injectors, oil change and there was a  float charge.

Gary Pipe left the meeting at 8:55 pm.

He will attend a MVCA Annual Meeting on February 20th.
An event was planned at the Bluevale Hall, however it has been cancelled .
