Minutes of the Meeting

 

1) Call to order:    The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in attendance for the call to order, except Dave Baker and Neil Warwick.

4) Minutes:

“That the minutes of the February 19th, 2013 Council Meeting, be adopted as amended and the Clerk remove the words ‘Two Opposed’ on Page 6 Item # 12.5.”

5) Business from the Minutes

6)  Accounts

"That the Accounts dated March 5, 2013 be approved for payment in the amount of $ 110,063.06.”

9) Urban Design Guide

Motion:  92-2013        Moved by Jason Breckenridge Seconded by Jamie McCallum
“That the Council of the Municipality of Morris-Turnberry receive the Urban Design Guide, as a guideline.”

10) Business:                                                                                             8:45 pm

10.1     Meetings for representation to attend:
1.   BR+E Meeting for Business Entrepreneurs March 6th, 2013
As many of the Council will attend, as possible.

2.  MVCA Annual Meeting rescheduled for March 6th, 2013
Jason Breckenridge will attend.

3.  RJ Burnside Client Night   March 27, 2013
Paul Gowing, Jamie McCallum and Jamie Heffer will attend from Council.

10.2  Huron County Municipal Officers’ Association – April 12th, 2013
Motion:  93-2013        Moved by John Smuck                        Seconded by Jason Breckenridge
“That the Council of the Municipality of Morris-Turnberry authorize the payment to the Huron County Municipal Officers’ Association, of the 2013 membership fee of $50.00  
and registration fee of $25.00 per person, for all three (3) Councillors attending the meeting.”

10.3 FIT Resolution - this item was moved until after Animal Control.

10.4  2012 Fire Reconciliation
Morris-Turnberry will receive a $29,041.08 refund from North Huron for the fire reconciliation of costs for 2012.

10.5  Change start time of Council Meetings
Councilor Jamie McCallum wishes to discuss moving the Council meetings to a start time of 7:00 pm.
This change would require an amendment to the Procedural By-law, where public notice is required prior to consideration of the by-law.

10.6  Comments regarding Voting and Other Matters.                                                                           
Mayor Gowing suggested the Council keep a positive attitude and to be attentive to delegations.  He cautioned the Council when discussing issues with the public, to keep it positive.

10.7  Interim Tax Flyers

Motion:  95-2013        Moved by Jamie McCallum     Seconded by Jamie Heffer
“That the Council of the Municipality of Morris-Turnberry approve the draft interim tax flyer, as submitted, with the Mayors address to be added next week.”

7)  Bob Trick - Animal Control Officer:                                                            8:00 pm
1.  2012 Animal Control Report

“That the 2012 Annual report be accepted, as submitted by Bob Trick- Animal Control Officer.”
Disposition     Carried

Gary Pipe arrived at the meeting at 8:20 pm.

2.  Draft Animal Control By-law
Bob Trick reviewed the draft Animal Control By-law   and explained the definitions to the Council.
The By-law states that any exotic animals be prohibited.
A section will be added that an exception be made for “working dogs” that are used to  protect livestock.
Section 1.6 be added that dogs be exempt if used for the use of agriculture.

Brian Potter arrived at the meeting at 8:50 pm.

The council will submit comments for amendments to the Animal Control By-law.

“That the Council of the Municipality of Morris-Turnberry proceed to finalize the revised Animal  Control By-law  and amend and adjust the by-law, as required.”

10) Business Continued:

10.3     FIT Resolution
Brian Potter- Realtor for First Ontario Energy, was in attendance.

Motion:  98-2013        Moved by Jason Breckenridge              Seconded by John Smuck
“That the Council of the Municipality of Morris-Turnberry supports the FIT project for: Donald John Morrison Sr. and Donald John Morrison Jr.- Lot 27 Concession 12 Turnberry; and
Donald John Morrison and Beverly Ann Morrison-Lot 28 Concession 12 Turnberry; to construct and operate a 10 MW ground mount solar generating facility.”
Disposition      Carried                 Unanimous

8)   Planning Issues                                                                       9:10 pm

1.  Request to Close Peter Street, North Wingham
A report was presented for the Council to review.
Gary Pipe and Steve Fortier were in attendance.

“That the Council of the Municipality of Morris-Turnberry approve the request to close  all of Peter Street and the Clerk be authorized to proceed with the necessary notices and
by-laws for the proposed closure of part of Peter Street.”

2.  Underwood Grains
Request for the Municipality to assume a 1 square foot parcel of land from 1035890 Ontario Inc. to change the shape of the parcel.

“That the Council of the Municipality of Morris-Turnberry  hereby authorize that the documents be drawn to accept a one foot square parcel of land from  1035890 Ontario
Inc. at Part of Lot 9 Concession 8, Turnberry and all fees be paid by the Applicant.”

3.  Wingham Cemetery/  Mitchell Skinn properties
Request for the Municipality to assume a 1 square foot parcel of land from Mitchell Skinn to change the shape of the parcel.

“That the Council of the Municipality of Morris-Turnberry  receive the request from the Township of North Huron  and hereby authorize that the documents be drawn to accept a
one foot square parcel of land from Mitchell Skinn at Part of Lot 27 Concession 10, Turnberry and all fees be paid by the Applicant.”

11)  By-laws:

11.1  Asset Management Plan Contribution Agreement

Motion:  102-2013      Moved by Jamie McCallum     Seconded by Jamie Heffer
"That By-Law No. 18-2013 be adopted as given first, second, third and final readings being a by-law authorize an agreement between the Corporation of the Municipality
of Morris-Turnberry and Her Majesty the Queen-In Right Ontario as represented by the Minister of Agriculture, Food and Rural Affairs, for the Municipality of Morris-
Turnberry, under the Municipal Infrastructure Investment Initiative (MIII) Asset  Management Program.”

11.2  By-law to Adopt the Nichol Municipal Drain Report 2012

"That By-Law No. 5-2013 be adopted as given third and final readings being a by-law to adopt the December, 2012,   Nichol Municipal Drain Report 2012.”

12)  Council Reports:

Jason Breckenridge:
He attended the ROMA/OGRA Conference.  He was disappointed with the number of workshops to attend but the workshops he attended were good.  He attended Bridge, Municipal Succession Planning and Drainage workshops.  All the sessions are available online and should be copied and sent out.

Jamie McCallum:  No report.

Jamie Heffer:
He attended the ROMA/OGRA Conference.  He felt the same way, that there were a limited number of sessions that could be attended.  He attended Ontario 1 Call for Fiber Optic Cables, Succession Planning, and Internships.

David Baker:  Absent.

John Smuck:
He attended the Huron East Landfill meeting on February28th.  They resolved some issues. Morris-Turnberry needs Huron East as a customer to cover some costs.

Neil Warwick:  Absent.

Paul Gowing:
On February 22nd he attended MP & MPP – OFA meeting at the Clinton Legion.  It was a good meeting.  Livestock groups and Animals Activists were there.
He attended the ROMA/OGRA Conference.  It was a good convention.  He hopes to get the session presentations for review.
The attendees at the conference had a meeting with Minister Leal regarding Belgrave Water and OSWAP Programs and explained the effect on a small water system with no grant funding.

Paul Gowing will attend.  This will be brought back to a future meeting.

16) Additions to the agenda for the next meeting:
1.  Jason Breckenridge requested the Huron County Agenda and Minutes be added to the Agenda packages.

2.  A discussion for an Economic Development committee should be held after the BR+E meeting.

3.  There was no other business to add to the agenda for the next or any following meeting.

Break:  The Council took a short 5 minute break at 10:00 pm.

18) By-law 19 - 2013    Confirming by-law

"That By-law No. 19-2013 be passed as given first, second, third and final readings, being    a by-law to Confirm the actions of the Municipality of Morris-Turnberry for the meeting March 5, 2013."
