1) Call to order:    The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in attendance for the call to order.

Steve Fortier arrived at the meeting.

2) Agenda:
Hurontel Agreement for Lower Town and North and East Wingham to be added to Item # 13- Other Business.

4) Minutes:

“That the minutes of the March 5th and March 12th, 2013 Council Meetings, be adopted as circulated.”

5)   Business from the Minutes
The Council’s comments on the Animal Control By-law should be in by March 22, 2013.
There was no other business from the minutes to be discussed.

6)  Accounts

"That the Accounts dated March 19, 2013 be approved for payment in the amount of  $ 752,046.39.”

Neil Warwick wished to discuss in Closed Session two Road Invoices and a clarification of an Employees Pay.

7)  Bob Wattam                                                                                         7:40 pm

Storm water Management Policy report was reviewed by Council, for information.
Steve Fortier was in attendance for information on the proposal.
Bob Wattam and Donna Wattam were in attendance.

“That the Council of the Municipality of Morris-Turnberry, in accordance with Item 4 of the Schedule A of By-law No. 15-2002, Storm water Management Policy, waive the requirement
for an engineer’s stamp of the drainage plan, for 215 North Street West of the Part of Park Lot 44 Plan 410, in regards to the building permit application submitted and that the plan
must be certified by an Ontario Land Surveyor.”

8) Business:

8.1       Autism Ontario

“That the Council of the Municipality of Morris-Turnberry declare April 2, 2013 World Autism Awareness Day.”

8.2  Change start time of Council Meetings                                                                                          
Councilor Jamie McCallum wished to discuss moving the Council meetings start time to 7:00 pm.  He advised the council that he wished to withdraw his request.

“That the Council of the Municipality of Morris-Turnberry  file the request to change  the start time of the Council Meetings to 7:00 pm.”

8.3  BR+E Report and establish an Economic Development Committee:

“That the Council of the Municipality of Morris-Turnberry hereby establishes an Economic Development Committee, consisting of the following:
Mayor – Paul Gowing
Deputy Mayor – Jason Breckenridge
County Representatives –  Douglas Barill,  Carol Leeming,
Community Representatives-   Henry Van Heesch and Jeff McGavin
Morris-Turnberry Administrator Clerk-Treasurer – Nancy Michie.”

Gary Pipe arrived at the meeting at 8:05 pm.

8.4  Morris Landfill Report/Huron East
The report for the Landfill and cost sharing with Huron East will be presented to the council on April 2, 2013.

8.5  County of Huron Minutes – March 6, 2013

“That the Council of the Municipality of Morris-Turnberry hereby request that the Clerk obtain County Council minutes and agendas for Council’s review for a two month trial
and that the minutes and agenda be sent in a separate email, from the  Morris-Turnberry agenda packages.”

8.6  RJ Burnside Client Night - March 27, 2013
Paul Gowing, Jamie McCallum, Jamie Heffer, Neil Warwick and Dave Baker will be attending from Council.

 

8.7 Huron County Municipal Officers’ Association – April 12th, 2013  Paul Gowing, Jason Breckenridge and Jamie McCallum will be attending.

8.8  2013 Emergency Exercise:
A report was attached for the Council’s review, concerning the 2013 emergency exercise.
An Emergency Planning meeting date will be set.

9)   By-laws:

9.1  Interim Tax Levy for 2013

Motion:  120-2013      Moved by Neil Warwick          Seconded by Jamie McCallum
"That By-Law No. 21 -2013 be adopted as given first, second, third and final readings being a by-law to provide for interim tax levies for the year 2013 for the Municipality of Morris-Turnberry.”

10) Council Reports:

Jason Breckenridge:
He attended the MVCA Annual Meeting on March 6th.

Jamie McCallum:
He attended a CHIP Meeting on March 18th.  The sign request is approved for Morris-Turnberry.

Jamie Heffer:
He attended a Belmore Community Centre meeting on March 18th.  They discussed ways to  generate more usage and keep the arena going.  The usage is going down.
The Maple Syrup Festival will be held soon.

David Baker:
He attended a BMG Community Centre meeting on March 13th.  The BMG are IN discussions with Blyth for ice time.

John Smuck:
John Smuck asked Dave Baker about the 2 year grace period for Minor Hockey in Brussels and Blyth.
Dave Baker said their committee has nothing to do with Minor Hockey.

Neil Warwick:  No report.

Paul Gowing:
He attended a BR+E Public meeting on March 6th.  There were 27 in attendance and he felt it was    a positive night.
Budget discussions are completed.
Dog Bite report and the Health Unit were discussed at County Council.
He submitted the Mayor’s message for the 2013 interim tax notice.

Gary Pipereported to the Council the difference of gravel types and where they    are best to be used.

15.2 2015 AORS Municipal Tradeshow
Huron County has been selected as a candidate to host the 2015 Trade Show.

“That the Municipality of Morris-Turnberry supports the Huron County Road Supervisors Association in its bid to host the 2015 AORS Municipal Tradeshow.”
