1) Call to order: The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in attendance for the call to order, except Jamie McCallum who was absent.

A date for an Emergency Planning meeting will be April 18, 2013 at 7:30 pm.

12.8 Economic Development Meeting
A date for an Economic Development meeting will be April 25th or April 29th at 7:30 pm. Nancy Michie will contact Douglas Barill and inform them when a date is set.

7) Fire Chief’s Report: 7:45 pm
1. Huron East- Chief Marty Bedard presented the 2012 Fire Chief report for the Municipality of Huron East.
2 North Huron – Chief Keith Hodgkinson presented the 2012 Fire Chief Report for the Township of North Huron
3. James Marshall presented Howick’s 2012 Fire Chief Report on behalf of Fire Chief Shawn Edwards.

8) 2013 Draft Budget and Belgrave Water System rates- Public Meeting: 8:25 pm

The proposed budget was presented to council and a copy was available at the door, for review.

3. Council comments:
The council discussed the possible change of a grader purchase to a truck, and the possibility of keeping the old grader instead of it being traded.
Gary Pipe is hoping for delivery by fall.

John Graham presented the Compliance and annual reports for the Belgrave Water System.

John Graham discussed the valve replacement and the operation of the system.
The council would like a tour of the facility.

10) Public Works: Gary Pipe – Director of Public Works
1. Letter from Maitland Valley Conservation Authority:

“That the Council of the Municipality of Morris-Turnberry approves the request from the Maitland Valley Conservation Authority, for grass cutting at the Bluevale Park.”

The council would like the costs of cutting the Bluevale Park monitored.
2. Gravel Tenders

“That the gravel tender submitted by Joe Kerr Limited be accepted for the following:
1. Supply, crush, load, haul and spread approximately 34,500 metric tonnes of Granular ‘A’ Gravel for the South Half of the Morris Ward, Municipality of Morris-Turnberry,
at the price of $276, 793.50 with HST;
2. Supply, crush, load, haul & spread approximately 9,000 metric tonnes of Granular ‘A’ Gravel for the North Half of the Turnberry Ward, Municipality of Morris-Turnberry, at
the price of $69,664.50 with HST;
3. Supply, crush, load & haul approximately 500 metric tonnes of Granular ‘A’ Gravel for stockpile at the Morris shop, Municipality of Morris-Turnberry, at the price of
$4,011.50; and
4. Supply, crush, load & haul approximately 500 metric tonnes of Granular ‘A’ Gravel for stockpile at the Turnberry shop, Municipality of Morris-Turnberry, at the price of $3,870.25.”

HuronTel to install Fibre optic connection cable in the Lower Town, North and East Wingham areas.

13) Council Reports:
Jason Breckenridge:
He attended the History Book meeting on March 25, 2013. There are flyers to distribute to promote the sale of the History Book. The flyers have also been inserted into the tax bill envelopes.
He attended the MVCA meeting on March 20, 2013. MVCA is considering options for the Falls Reserve Trailer Park and looking into costs.
There are 4(four) options being considered, it is being deferred for 2(two) months.
Jamie McCallum: Absent
Jamie Heffer:
He attended the Airport meeting on March 20, 2013. They are working with a consultant; the report is close to draft stage. The Jet Rally is July 27 – 28, 20132. They may ask to use the MTO Park for more parking.
David Baker:
He attended the Drainage Course on March 26, 2013. He thought the morning was very good and he learned a lot.
John Smuck:
He attended the Drainage Course on March 26, 2013. He feels a lot more knowledgeable on drainage issues.
He attended the Home and Farm Safety meeting on March 21, 2013. He will be working at the Clean Water Festival on April 11, 2013.
He attended the Health Recruitment Committee Meeting on March 27, 2013. They will be having a few more fund raisers.
Neil Warwick:
He attended the Water Protection meeting in March 28, 2013. They are requesting funds
from the Provincial and Federal governments for projects.
Paul Gowing:
He attended the Medical Dental Board Meeting on March 21, 2013. They are looking at making the building more accessible.
He attended the History Book meeting on March 25, 2013.
He attended the NWMO Open house in Central Huron on March 26, 2013 with the County of Huron.
He attended the R J Burnside Client Appreciation night on March 27, 2013.
He attended the Water Protection Meeting on March 28, 2013 with the County of Huron.
It was a good meeting.

Jason Breckenridge stated that the Howick-Turnberry Fall fair is also requesting a grant for the fair by June 1, 2013.
Nancy Michie advised that she will bring all grant requests back after the budget is approved.
