Minutes of the Meeting

 

1) Call to order:     The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in attendance for the call to order, except Neil Warwick who was absent.

6) Accounts

"That the Accounts dated   May 7th, 2013 be approved for payment in the amount of  $193,506.69.”

7)  Douglas Barrill – Economic Development Recommendation                      7:35 pm

“That the Council of the Municipality of Morris-Turnberry support the request of the BR + E Economic Development Committee requesting that the Morris-Turnberry Council apply to the Huron Economic Development Partnership for 50% funding for funds to employ a part time Economic Coordinator for Morris-Turnberry, for 10 hours per week for a 6 month period.”
Disposition      Carried              Unanimous

8)  3rd Draft Animal Control By-law                                                      7:45  pm
1.  The 3rd draft of the Animal Control By-law was reviewed.
Bob Trick- Animal Control Officer was in attendance for the review.

“That the Council of the Municipality of Morris-Turnberry authorize the final by-law be prepared for consideration by Council.”

“That the Council of the Municipality of Morris-Turnberry defers the Animal Control By-law for better ideas by the Council.”
The Motion did not proceed.

There were some minor amendments suggested and the council asked for clarification on vicious dogs.

2.  An email from Mike Clarke in regards to the Animal control By-law was received by the Council, for information.

Bob Trick, Mike Clarke and his son left the meeting at 8:40 pm.

9) Public Works:    Gary Pipe – Director of Public Works                 8:40 pm

1.  Morris Landfill Costs per tonne/Huron East agreement
A draft agreement was reviewed.   It was confirmed that the gate waste from Huron East is
included in the annual tonnage.

“That the Council of the Municipality of Morris-Turnberry hereby recommends that the Municipality of Huron East be advised that the recommended tonnage charge be
$ 93.50 for the agreement to receive the Brussels Ward waste and forward the draft agreement to Huron East for consideration.”

2. Turnberry Landfill – Status report

“That the Council of the Municipality of Morris-Turnberry hereby receives the 2011- 2012 Turnberry Landfill Status Report.”

3. Drainage Improvements:
1.       Armstrong Municipal Drain:

“That the Council of the Municipality of Morris-Turnberry accept the petition for improvement to the Armstrong Municipal Drainage works at Concession 11 Part Lot 9 and 10, Turnberry, under Section 78 of the Drainage Act; and that R J Burnside & Associates Limited,  be appointed to prepare a report.”

2.Douglas Municipal Drain:
Motion:  184-2013      Moved by Jason Breckenridge Seconded by Jamie Heffer
“That the Council of the Municipality of Morris-Turnberry accept the petition for improvement to the Douglas  Municipal Drainage works at Concession 6, South  Part Lot 16,  Morris, under Section 78 of the Drainage Act; and that Dietrich Engineering Limited,   be appointed to prepare a report.”

4. Request for Cleanup of the Bluevale Park:
Information from MVCA on the ownership of items at the park was discussed.
The council discussed moving a building from the back of the park to the front.
Gary Pipe and Jason Breckenridge will discuss this information with the Bluevale Park Committee.

5. Other Business:
Gary Pipe mentioned the following items:
1.  Gravel on the roads
2.  Potholes on Helena Street
3.  Large Item Pick up -   the Council will have a discussion on this service in the future.

Jackie Riggs and Denny Scott left the meeting at 9:05 pm.

6. Closed Session for Public Works issues:

The Council discussed matters concerning Identifiable Individuals - Discussion on Contract for Surface Treatment, Employee issue, Agreement for the Turnberry Landfill  Site.

1.4:   Surface Treatment for road improvement in 2013:

“That the Council of the Municipality of Morris-Turnberry accepts the quotation for Surface Treatment from Norjohn Contracting and Paving Limited for the following prices HF150S
Emulsion for $1.05/ liter and Class one Aggregate for $24.90/tone as per Gary Pipe’s recommendation.”

10.1  Permit Solicitation for the Purpose of Fundraising

"That By-Law No.31-2013 be adopted as given first, second, third and final readings being a by-law to permit Solicitation for the Purpose of Fundraising by Charitable Organization,
Registered under the Income Tax Act and Service Clubs or Not for Profit Organizations, for the Municipality of Morris-Turnberry.”

10.2 Howick and District Lions Club Voluntary Toll Booth

Motion:  189-2013      Moved by Jamie Heffer                       Seconded by Jason Breckenridge
“That the Council of the Municipality of Morris-Turnberry approve the  request from the Howick Lions for a Voluntary Road Toll on Friday May 17, 2013 and  August 30, 2013
from 3:00 pm to 8:00 pm and shall be responsible for all costs, including County related costs, if necessary and responsibilities and liabilities associated with the voluntary road toll, including maintenance and restoration of the detour roads if applicable;  a copy of a Certificate of Insurance is required and the County of Huron letter be signed by the   Municipality and forwarded to the County of Huron.”

11)  Business:

11.1  Health Unit - Animal Exposures
Areport was presented for Council’s information.
Paul Gowing explained the report.

11.2 MVCA and Falls Reserve Update
Jason Breckenridge made a report to the Council on the future of the parks owned and operated by the MVCA.  
The MVCA Board will be voting on the future use of the parks at the next meeting.

11.3 Ministry of Municipal Affairs-Municipal Budgeting Process
Paul Gowing will not attend the consultation session on May 9th in London and make a presentation in regards to the OSWAP funding, as the presentation does not fit the scope of this meeting.The pre budget consultations are in the fall.    A teleconference with the Minister of Infrastructure will
be set up by the MMAH.

11.4  Ontario Unveils Plan for New Infrastructure Fund
The Province of Ontario plans to create a fund of $100 million infrastructure Fund for 2013-2014.   
Further details will follow.

11.5  Road/Lane Closure

1.  Peter Street and Part of Concession 8-9 Turnberry Ward
A Report was reviewed  for Councils information.

Paul Gowing, Jamie McCallum, Jamie Heffer will attend and possibly Jason   Breckenridge.

2.  Lower Town Proposal/Mapping
The mapping is being finalized and should be ready for council final review on May 21st, 2013.

11.6 Central Huron Appeal to the County Official Plan

11.11  County of Huron Plumbing Inspection
Mayor Paul Gowing gave a report on the status of the discussion concerning the Plumbing inspection service.   Further information will follow.

August 18 – 21, 2013 Ottawa
Paul Gowing and Neil Warwick previously stated they wish to attend.
Nancy Michie will proceed with the registration.
