Minutes of the Meeting

 

1) Call to order:The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in attendance for the call to order, except Neil Warwick who was late.

Myron Shwadchuckmade a presentation to the Council regarding the Animal Control By-law.

Neil Warwick arrived at the meeting at 7:55 pm.

“That the Council of the Municipality of Morris-Turnberry agree to allow the Wingham Free Press to video tape at the June 4th , 2013 meeting.”

“That the Council hold a public meeting to review the Draft Animal Control By-law, at the Bluevale Community Hall, with a tentative date being Thursday September 26, 2013.”

“That the questions and answers be listed in draft and brought to Council in draft on July 2, 2013 and upon answering the questions the answers will be posted on the website.”
Disposition      Carried

The answers will be mailed to the presenters and posted on the website.

5.Last date for Council Comments:
The next draft review of the By-law will be June 18, 2013.  The draft will be available online after that date.

Some of the group for the Animal Control By-law left the meeting at 9:12 pm.

Mike Clarke and his son left the meeting at 9:15 pm.

8) Business:

8.1  Fire Boundary Polygon Changes Date

Motion:  230-2013      Moved by Jason Breckenridge Seconded by Jamie Heffer
“That the Council of the Municipality of Morris-Turnberry implement the Fire Boundary Polygon changes, effective the week of December 16-19th ;  and that Council of the Municipality of Morris-Turnberry approve  the cost of $3,056. plus taxes, for the fire polygon change.”

8.2 Property Standards By-Law
A Draft By-law was handed out for the Council’s review.
The Council will review the by-law at the next Council meeting.

8.3 Municipal Fire Protection Agreement
A Draft Agreement was attached for the Council’s review.

“That the Council of the Municipality of Morris-Turnberry approve the draft agreement and that it be sent to the Municipality of Huron East for review.”

8.4 Bluevale Homecoming Celebration

A report with the Municipality’s involvement in 2004 was attached for the Council’s information.
The Council advised that the Municipality will be interested in involvement of the event,
however it should be headed by and supported by the Community.
Jason Breckenridge will take this information back to the Recreation Committee.

Myron Shwadchuck and Bob Trick rejoined the meeting.

8.5 Liquor Sales Licence for the Bluevale Hall
A report was reviewed for the Council’s information.

“That the Council of the Municipality of Morris-Turnberry take the following action for a proposed Liquor Sales Licence for the Bluevale Hall:  further information will be obtained
and brought back to the June 18, 2013 meeting.”

8.6  Proposed Land and Road Closures in Lower Town
A report was reviewed for the Council’s information.
A copy of the draft survey was handed out at the meeting.

“That the Council of the Municipality of Morris-Turnberry recommend that the Lower Town Road and Lane Closure project proceed with 72.5% in favour to proceed and that the
draft survey be mailed to the landowners and proceed with the final survey and the process to close the roads and lanes be initiated.”

8.7 Resolution

1.  Healthy Lake Huron Partnership – Request for Funding to address water quality issues

Motion:  234-2013      Moved by Jamie Heffer                       Seconded by Dave Baker
“That implementing the Healthy Lake Huron project is critical to the agricultural and tourism economy of our region, and to the environmental protection of the south east shore of Lake Huron;

And that the Council of the Municipality of Morris-Turnberry endorses the implementation of the work identified in the five priority watersheds, Lambton Shores, Main Bayfield, Bayfield North , Glenn Garvey and Pine River;


And that the Province of Ontario and the Environment Canada be invited to support this collaborative rural economic development effort and contribute to a sustainable future for
our communities;


Therefore,   we respectively request the Province of Ontario and the Environment Canada to contribute $3.76 million a year for a period of five years, for a total of $18.8 million dollars,
to implement best management practices in the five priority sub watersheds along the south east shore of Lake Huron.”

9) Council Reports:

Jason Breckenridge:
He attended a BR+E meeting and will advise of the information for the Economic Development Assistant.
He attended the Huron Manufacturers Annual Dinner.  There were about 40 people in attendance. 
It is a Chamber of Commerce type of meeting.
He also attended the Lane Closure meeting.

Jamie McCallum:
He attended the Lane Closure meeting.

Jamie Heffer:
He attended the Lane Closure meeting on May 22nd.   There were a lot of landowners there.  It was a good meeting.
This Saturday is an Airport Breakfast.  It is open to the public.

David Baker:
He attended a Human Resource meeting.  It was a good meeting.

John Smuck:
He attended a Doctor Recruitment meeting on May 29th.   They had a Golf Ball Drop and a Murder Mystery with a $3,700. profit.

Neil Warwick:
He was at the Turnberry School checking it out.

Paul Gowing:
He attended the Road Closure meeting on May 22nd.
He attended a Human Resources meeting on May 27th.
He attended a Huron County Accessible meeting in London on May 29th.
On May 30th he attended an Accessibility Event with Alvin Law speaking at the Reach Centre and  he was the MC.

1.  On Site Sewage Service:
The notice that Steve Fortier has been successful on passing the examination for the On-site sewage service, was reviewed.   In accordance with the County Health Unit agreement section 12, the agreement can be cancelled by either party,  upon three months written notice. Therefore, the council considered the following motion .

“That the Council of the Municipality of Morris-Turnberry hereby notify the County of  Huron that effective September 9, 2013, the agreement dated the 26th day of February, 2001, is hereby revoked and that the Municipality of Morris-Turnberry will be performing all duties for Sewage System Management in the Municipality of Morris-                             
Turnberry;  this motion is concurrent with agreement dated February 26th, 2001, that 3 months notice is required to cancel the agreement.”
