Minutes of the Meeting

 

1) Call to order:  The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in attendance for the call to order, except Jason Breckenridge who was absent.

3) Declaration of Pecuniary Interest:
John Smuck declared a pecuniary interest for Item No. 7.3.2 New Drain, since he owns the affected property.
No other member declared a pecuniary interest, at this time.

1.  Grader Tender:
The Tender Listing was reviewed by Council.

“That the tender submitted by Nortrax for the 2013 Deere 872G Articulated Motor Grader complete with Plow equipment, be accepted at the tender price of $ 327,636.72, including trade in and HST.”

2.  Report on the Repair to the Volvo Grader

“That the Council of the Municipality of Morris-Turnberry receive the letter from Strongco in regards to the repairs to the Volvo Grader.”

3.  Drainage:

1.  Henderson Municipal Drain:

“That the Council of the Municipality of Morris-Turnberry accept the request that an engineer to inspect the Henderson Municipal Drainage works at Concession 1 Pts Lot 17
and 18, Morris, under Section 65 (3) of the Drainage Act; and that Dietrich Engineering Limited, be appointed to prepare a report.”

2.  New Municipal Drain:
Motion:  273-2013      Moved by Jamie Heffer                       Seconded by Neil Warwick
“That the Council of the Municipality of Morris-Turnberry accept the petition for a Preliminary Report for a New Municipal Drain at Concession 7 Part Lot 19 , Turnberry, under Section   10  of the Drainage Act; and that Dietrich Engineering Limited,  be appointed to prepare a preliminary report.”

John Smuck returned to the table.

4. Trees on lane Between Adelaide and Alice Streets:
Gary Pipe reported on trees located on a lane in Lower Town which is proposed for closure.   
They were hit by the ice storm and the tops need to be cleaned up with a bucket truck.  Gary
Pipe will review the work required and bring a report back to the council.

5.  Other Business:
The roadside grass cutting has been started.  Some people are complaining that it is being done too late.

Gary Pipe left the meeting at 8:15 pm.

8) Business:

8.1  Property Standards By-law
A draft by-law was given out at a prior meeting,   for review on June 4th and June 18th.

8.2 Liquor Sales License for the Bluevale Hall
A report was presented for Council’s review.

“That the Council of the Municipality of Morris-Turnberry defer a proposal for a  Liquor Sales License for the Bluevale Hall, for further information. ”

8.3 Wild Animal Control
The changes as of July 1, 2013 were reviewed, for information.

8.4  Resolution:

Motion:  276-2013      Moved by Jamie McCallum     Seconded by Jamie Heffer
“THAT the Council for the Municipality of Morris-Turnberry hereby supports and endorses the resolution from the Township of Killaloe-Hagarty-Richards, in regards to Toronto Transit,  and is opposed to any plan by the Provincial government that increases the financial burden on municipal ratepayers in rural Ontario by subsidizing the transit system for the GTA;

AND FURTHER THAT a copy of this resolution be forward to Premier Kathleen Wynne, the Honourable Glen Murray, Minister of Transportation, Huron-Bruce MPP Lisa Thompson, and all municipalities in Ontario.”

Subject:    Not a Willing Host Community for Wind Turbine Development

“That the Council of the Municipality of Morris-Turnberry approve the resolution that the Municipality of Morris-Turnberry is Not a Willing Host Community for Wind Turbine Development and this motion be sent to The Premier of Ontario and all other municipalities.”

8.6   Use of the Soccer Fields at the Turnberry School

“That the Council of the Municipality of Morris-Turnberry approve that the Wingham
Minor Soccer be authorized to use the former Turnberry Public School yard for soccer   
for the completion of the 2013 year;   and that the Morris-Turnberry road department will maintain the grass.”

8.7       North Wingham Lane Closure Report
A report was reviewed for Council’s information.

1.       Declare lands as surplus:

That the Council of the Municipality of Morris-Turnberry hereby declares the following lands as surplus to the needs of the Municipality of Morris-Turnberry:
Being   Peter Street    and Concession 8-9  Turnberry,  in North Wingham,  included in Plan  432,  
Geographic Township of Turnberry, Municipality of Morris-Turnberry.”

2.   To proceed with proposal:

“That the Municipality of Morris-Turnberry proceed with the proposal to stop up and
close Peter Street and Concession 8-9,  Turnberry, Plan 432  and  proceed with the survey,  
preparation of the required by-laws, required notice and advertisements for the required
council meeting when the council will give consideration to stop and close and dispose
of the Parts of the said road  allowances.”

8.8   Huron Economic Development Partnership  (HEDP)

9)         By-laws:
9.1       Purchase of Turnberry School

"That By-Law No. 44 -2013 be adopted as given first, second, third and final readings
being a by-law to authorize the Municipality of Morris-Turnberry to purchase the
Turnberry School from the Avon Maitland District School Board, in the Municipality of
Morris-Turnberry.”

9.2  Adopt ‘Revised’ Health and Safety Policy

He attended a Human Resource meeting on June 27th.

Neil Warwick:  No report

Paul Gowing:
He attended the FE Madill Grade 8 Graduation, June 24th .
On June 25th he attended the Media Release at the Avon Maitland District School Board.
On June 26th he was a Municipal Rep at the Avon Maitland District School Board. 
They are willing to meet with the   Council, if council requests their attendance.
On June 27th he attended a Human Resource meeting.

13)Other Business:
1.   Blyth Theatre – Jamie Heffer will attend with complimentary tickets.
Paul Gowing will pay for 2 tickets and Nancy Michie will pay for 2 tickets.

2.  Emergency Exercise – July 11th    - this letter will be given out at the end of the meeting.

14) Additions to the agenda for the next meeting:
1.  By-law to appoint the Economic Development Assistant.

2.  RFP for the Turnberry School back for July 16th.

3.  There was no other business to add to the agenda for the next or any following meeting.

Break:  The Council took a short break at 9:05 pm and returned at 9:15 pm.

Jackie Riggs and Keith Roulston left the meeting.
