Minutes of the Meeting

 

1) Call to order:     The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in attendance for the call to order, except Jamie McCallum and John Smuck,
who were absent.

6) Accounts

7) Municipal Drains                                                                                7:40 pm
Doerr Municipal Drain Report – 2013
Jeremy Taylor – R J Burnside & Associates Limited was in attendance.

1.Presentation of Report- under Section 78 of the Drainage Act.
Jeremy Taylor presented the report.  He has had follow-up meetings with the Landowners prior to the finalization of the report.

Myron Shwadchuck joined the meeting at 7:43 pm.

2. Consideration of By-law:

"That By-Law No. 46 -2013 be adopted as given first and second readings, being a by-law to provisionally adopt the Doerr Municipal Drain Report-2013.”

3.Date of Court of Revision and Instruction to tender:

"That the Court of Revision for the Doerr Municipal Drain be set for August 6, 2013 and the project be tendered for results to be presented on September 3, 2013.”

8) Business:

8.1 Liquor Sales License for the Bluevale Hall                                                                                      
  A report was attached for Council’s review.

“That the Council of the Municipality of Morris-Turnberry take the following action for a proposed Liquor Sales License for the Bluevale Hall:  wait for further info.”

8.2 Building Report:                                                                                 8:30 pm
The May and June Building Reports were reviewed.  Steve Fortier- CBO,   was not in attendance.     
A Confidential Building Report was handed out at the meeting, reviewed and handed back in.

“That the Council of the Municipality of Morris-Turnberry receives the Building Report for May and June, 2013, as submitted July 16, 2013.”

8.3 Sale of Belgrave Lot

Motion:  297-2013      Moved by Jamie Heffer                      Seconded by Jason Breckenridge
“That the Council of the Municipality of Morris-Turnberry ,  hereby declare the property  at  39 Queen’s Street, Belgrave,   as surplus to the needs of the Municipality;   and that the     
planning process be initiated; and that appraisals be obtained for potential disposal of the property;    and that  a survey of the property be initiated.”

8.4 Planning
Information was submitted from the County of Huron that the Comprehensive Review and the draft Zoning By-law Consolidation is being drafted.   A copy of the agriculture section of the by-law will be circulated to the Council for review.

8.5 Ministry of Natural Resources
A letter setting out Options for Municipalities to Provide Payment for the Control of Coyotes, Wolves and other Furbearing Mammals was reviewed.    The County plan is to give consideration to a new by-law by September.

8.6  St. Columbian Energy LP
St. Columbian Wind Project – Renewable Energy Approval
A letter was reviewed by the Council advising of the MOE’s approval of the project.

8.7  Ministry of Rural Affairs
A letter was reviewed, being an update of the 2013 Ontario Budget Commitment to provide $100 million to small, rural and northern municipalities.   Mayor Gowing and Nancy Michie
attended a meeting on Monday July 15th, on this matter. The Clerk will prepare a report on questions asked by the Ministry for recommendations of
how to allocate the funds.

10) By-laws:
10.1 Property Standards By-Law

Motion:  298-2013      Moved by Dave Baker                         Seconded by Neil Warwick
"That By-Law No. 45-2013 be adopted as given first, second, third and final readings being a by-law to adopt the Property Standards By-law, in the Municipality of
Morris-Turnberry.”

Cheryl Heath joined the meeting at 8:50 pm.

11)  Council Reports:

Jason Breckenridge:
He said the Mock Disaster, July 11th, 2013, went well.
He will be attending a MVCA on July 17th.

Jamie McCallum:  Absent

Jamie Heffer:
On July 13th he attended the Airport Barbecue.  There were a number of planes there.  The barbecue had a good turnout.  On July 27-28radio control planes will be on site, which will be open to the public.

David Baker:  No report

John Smuck:  Absent

Neil Warwick:
He was on-site at the Mock Disaster.  It was a good day.  Everyone participated well.

Paul Gowing:
He attended the Mock Disaster on July 11th.  He has heard no negative comments on the Mock Disaster. 
He thanked the administration of the event.  It was more realistic than any other exercise that Morris- Turnberry has participated in.
On July 4th he attended an Emergency Planning Meeting.
On July 15th he was at the Knights of Columbus, Goderich for an Infrastructure Funding meeting.

9)  1.  Deputation - Cheryl Heath                                                            8:55 pm
Cheryl Heath was introduced to the Council.

2.  By-law:
Appointing an Economic Development Assistant
Motion:  299-2013      Moved by Neil Warwick         Seconded by Jason Breckenridge
"That By-Law No. 47-2013 be adopted as given first, second, third and final readings being a by-law to appoint Cheryl Heath as the Economic Development Assistant, for a 6 month
contract position, in the Municipality of Morris-Turnberry.”

The next Economic Development meeting will be July 31st at 7:30 pm.

Cheryl Health left the meeting.

14) Additions to the agenda for the next meeting:
1.    There was no other business to add to the agenda for the next or any following meeting.

10)Question Period:   Myron Shwadchuck
1.  Why can’t landowners shoot coyotes in the urban area?.

2.  If the Council is searching for rural money all of the Municipality should be rural not urban.

3.  He asked about the Animal Control By-law.
The Mayor said he can only ask questions on items that are on the agenda.

Myron Shwadchuck thanked the Council and left the meeting.
