1) Call to order:  The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in attendance for the call to order.

2) Agenda:
An addendum from the Clerk was added to the agenda for consideration, as the items
were of a time sensitive nature.
John Smuck requested the Jamestown Road Drain be discussed.

7) 2012 Financial Statement                                                                   7:40 pm

“That the Council of the Municipality of Morris-Turnberry receive the 2012 Financial Statement, as submitted September 3, 2013.”

8)  Draft Animal Control By-law                                                                        8:00 pm
Bob Trick – Animal Control Officer, was in attendance.                                                           
The draft animal control by-law was reviewed.

1. Review of Final Draft By-law:

“That the Council of the Municipality of Morris-Turnberry authorize the final by-law be prepared for consideration by council with Option 2 and amendments for Schedule A of the By-law.”

2. Consideration of Public Meeting:

“That the Council of the Municipality of Morris-Turnberry hold a public meeting on October 8, 2013 at the Bluevale Hall, to review the draft animal control by-law with  the public.”
Disposition           Carried

The by-law will be presented to the Council for consideration on October 15, 2013.
Bob Trick left the meeting at 8:30 pm.

Susanna Reid and Steve Fortier arrived at the meeting.

9) Building                                                                                               8:30 pm
Steve Fortier – Chief Building Official , was  in attendance to review the proposed septic permit fees.

9.1   Septic Service Fees:

1. Public  Presentation:  A power point presentation was presented.
There have been no comments received from the public.

 

2. Consideration of  By-law:
Motion:  347-2013      Moved by Jason Breckenridge             Seconded by Neil Warwick
"That By-Law No. 60-2013 be adopted as given first, second, third and final readings being a by-law to authorize the Municipality of Morris-Turnberry,   to include the septic permit fees to the building permit fee listing, for the Municipality of Morris-Turnberry.”

10) D 6 Study Report                                                                                8:45 pm
Susanna Reid – Huron County Planner will make a presentation.

“That the Council of the Municipality of Morris-Turnberry authorize staff to take the following action in regards to the D 6 study-   to obtain  informal  D 6 study quotes for the property part of   121 North Street and the area of Industrial lands in North and Lower Wingham adjacent to North Street West.”

Gary Pipe arrived at the meeting at 9:05 pm.

Kent Thompson – Water Issues in Bluevale
Kent Thompson was not in attendance.
John Smuck discussed the matter that 27 Duncan Street should be authorized to connect into the private drain and outlet in the County ditch.

“That the Council of the Municipality of Morris-Turnberry give direction to the Public Works Director for a report for 27 Duncan Street, Bluevale drainage issues,   for the next meeting,    for an outlet into  private drains and if a connection to a private drain is needed provide assistance to assist with an agreement.”

“That the tender submitted by Lloyd Collins Construction Limited for the Doerr Municipal Drain 2013 be accepted at the tender price of $23,239.50.”

12.2  Bosman Municipal Drain Improvement
Motion:  351-2013      Moved by Jason Breckenridge             Seconded by Dave Baker
“That the Council of the Municipality of Morris-Turnberry accept the petition for  improvement to the Bosman Municipal Drainage works at Concession 2 S 1/2 Lot 16 ,
Morris, under Section 78 of the Drainage Act; and that Gamsby & Mannerow Limited Engineering Firm,   be appointed to prepare a report.”

12.3 Other Business:
1.  Gary Pipe will look into the Jamestown Road Drainage Issue, as requested.
2.  Repair of vehicle-  The water truck backed into the pickup truck and Gary Pipe 
obtained a quote from 2 companies, for repair of the pickup truck.

Gary Pipe left the meeting at 9:25 pm.

13) Business:

13.1 Maitland Valley Conservation Authority
Transforming Conservation Services to Meet the Challenges of a Changing Climate The  Report was for Council’s information.

13.2 Rural Economic Development (RED) Program
A Report was presented for Council’s information.

“That the Council of the Municipality of Morris-Turnberry authorize Nancy Michie to proceed with the application for RED funding for the municipal website and branding.”

13.3 Guelph to Goderich Trail

“That the Council of the Municipality of Morris-Turnberry send a letter of Motion to the County and the Lower Tiers setting out concerns of the Guelph to Goderich Trail, the Council must have their comments to Nancy Michie by September 11, 2013 to compile the letter.”

“That the Council of the Municipality of Morris-Turnberry  receive the Undertaking submitted by Monoway Farms  Limited, as required as part of the Zoning Amendment
for the South Part of Lot 3 Concession 5, Morris.”

13.6 County Strategic Plan
An update of the County Strategic Plan was presented for the Council’s review.

13.7  Township of Baldwin

“That the letter from the Township of Baldwin be supported and endorsed, concerning rising costs.”

13.8  Source Protection Update
Jenna Allain will be meeting with staff  on September 12, 2013 at 9:30 am to review the Source            
Water Protection Plan, with staff.   The Council is welcome to attend.
The Council will receive a report.

13.9  Public Meeting Date for the Road and Lane Closures

“That the Council of the Municipality of Morris-Turnberry hold a public meeting on October 15, 2013 at 7:00 pm to discuss the Road and Lane Closures, at the Bluevale Hall
and that the regular meeting of Council follow, at 7:30 at the Bluevale Hall.”

14.1  By-Law 46-2013 Doerr Municipal Drain

"That By-Law No. 46-2013 be adopted as given third and final readings being a by-law to adopt the Doerr Municipal Drain Report 2013.”

He attended a Doctor Recruitment meeting.  They had nurse practioners who are going to community nursing.   A letter will be sent to the Council to endorse.  They are offering a package for new positions.

Neil Warwick:   No report

Paul Gowing:
He attended on August 15th a County Council Strategic Planning meeting.
He attended the AMO conference August 18th – 21st
On August 23rd he attended a Fire meeting at North Huron.
On August 30th he attended the summer lunch for the students.
