Minutes of the Meeting

 

1) Call to order:     The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in attendance for the call to order, except David Baker who was absent.

8) Building
Steve Fortier – Chief Building Official
Steve Fortier presented the July and August monthly reports.

The Confidential Report was handed out at the meeting for the council’s information.

8.1 Building Report:

7)  7.1  Zoning Amendment:
Susanna Reid – Huron County Planner was not in attendance.

2.  Purpose of the Public Meeting –   Mayor Gowing

PURPOSE AND EFFECT
The purpose of the application is to change the zoning on Part of Lot 26, Concession 1, Morris Ward,
Municipality of Morris-Turnberry from:

   ‘Agricultural Small Holdings (AG4)’ to ‘Agricultural Small Holdings – Special (AG4-40)’

The zoning by-law amendment is required to permit the construction of an accessory shed in the front yard.

3.County Planning Department – Council reviewed the report submitted by   Susanna Reid, Planner

4. Comments Received – Nancy Michie advised that there were no comments.

5.Applicants comments – there were no comments.

6. Public comments – there were no comments.

7. Council comments and questions
The Council inquired about the purpose of the Shed.  The shed will be used as storage. 
Steve Fortier advised the house is at the rear of the lot and it would be difficult to build in the rear yard.

8.Explanation of the Process following the Public Meeting by Mayor Gowing
If the By-law is passed, the Clerk is required to send Notice of Passing of the By-law, to all persons and agencies notified of this Public Meeting.  There is a 20 day objection period from the time Notice of Passing of the by-law has been mailed by  first class mail, wherein submissions/letters of objections or support in respect to the  passing of the
by-law, will be received by the Clerk.

2.  Passage of the By-law:

Small Holdings – Special (AG4-40)’, for Part of Lot 26, Concession 1,  Morris Ward,Municipality of Morris-Turnberry. ”

8)   8.2  Demolition of the Turnberry School RFP
A Listing of the bidder’s was reviewed by council.
A report was presented.

“That the RFP submitted by Salandria Ltdfor the Demolition of the Turnberry School be accepted at the price of  $76,988.00, conditional on the CBO’s approval of  the work plan.”

9.1 2012 Municipal Performance Measurement Program                                                        
Report was reviewed  for Council’s information.

“That the Council of the Municipality of Morris-Turnberry receive the 2012 Municipal Performance Measurement Program Report, as submitted September 17, 2013.”

9.2  8th Annual Huron Manufacturing Association Excellance Awards
Thursday, November 14, 2013, Seaforth Community Centre

Motion:  375-2013      Moved by Jason Breckenridge             Seconded by John Smuck
“That the Council of the Municipality of Morris-Turnberry be a $1,000.00 sponsor at the 8th Annual Huron Manufacturing Association Excellance Awards.”
Disposition     Carried

This sponsorship could go into the BR & E Budget
Council will take turns attending the awards function.
The Council will decide at a later date who will attend.

9.3 Wingham Regional Atom-Midget Silver Stick Hockey Tournament
November 17-24, 2013 & December 1-8, 2013

“That the Council of the Municipality of Morris-Turnberry file the request for a sponsorship  to the Wingham Regional Atom-Midget Silver Stick Hockey Tournament.”

Letter to Huron County was reviewed by  Council.

“That the Council of the Municipality of Morris-Turnberry approve the letter to the County of Huron,  setting out concerns of the Guelph to Goderich Trail.”

10)  By-laws:
10.1     By-Law 63-2013 Agreement to Provide Landfill Services

Motion:  378-2013      Moved by Jason Breckenridge             Seconded by Jamie McCallum
" That By-law No.  63 -2013  be passed as given first, second, third and final readings,  being a by-law to authorize an agreement to provide landfill services to the Brussels Ward of the
Municipality of Huron East, at the Morris Ward Landfill Site, in the Municipality of Morris-Turnberry.”

He attended the Brussels Fall Fair is September 17, 2013.
He has dealt with several County Issues.

16.1     Morris Landfill Inspection Report
Council reviewed the report.
Council discussed the debris to the landfill from the former Turnberry School.

16.2 Drainage Agreements

2.  Concession 1 Spt Lots 13 and 14, Morris – Drainage agreement

This item was deferred to next the Council Meeting.

16.3Water Issues in Bluevale Report:
Gary Pipe presented a report to the council on the private drains in Bluevale.                        
He will proceed with:
Test the drains this fall if a heavy rain.
Gary Pipe  will ask the County of Huron about tiling into the County ditch.
Direction from Council :
A copy of the report will be sent to the landowner with the suggestion of a
Berm on his property.

16.4 Report on the Pager :
Gary Pipe advised the council that other municipalities are still using the pager system.
The ratepayers and emergency personnel have the pager number.

17) Closed Session:
