Minutes of the Meeting

 

1) Call to order:  The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in attendance for the call to order.

2) Agenda:
An addendum from the Clerk was added to the agenda for consideration, as the items were of a time sensitive nature.
Dave Baker requested that an item concerning the Turnberry School, be discussed in Open Session.

"That the Accounts dated October 1st, 2013 be approved for payment in the amount of $80,822.87.”

Jeff Musser – JLT Canada made a presentation.

Jeff Musser-JLT Canada left the meeting at 8:05 pm.

Steve Fortier arrived at the meeting at 8:05 pm.

9) Business:

9.1       Final Report on the Turnberry School Demo
Steve Fortier was in attendance and presented the summary of the work plan.

“That the Council of the Municipality of Morris-Turnberry approve the official bid for the Demolition of the former Turnberry Public School,   from Salandria Ltd.,  of  $76,000.00 
plus $9,880.00 HST, totaling $ 85,880.00;    with a Net bid of $77,337.60  with Net HST.”

Gary Pipe arrived at the meeting.

Closed Session:

Session for a matter as follows:

Nancy Michie and Steve Fortier remain for the Closed Session.”
Disposition Carried

Gary Pipe, Jackie Riggs and Denny Scott left the meeting at 8:35pm.

Steve Fortier left the meeting at 8:45 pm.

Gary Pipe, Jackie Riggs and Denny Scott returned to the meeting at 8:45pm.

1.3 Report to the Public from Closed Session.
The Council discussed matters concerning Identifiable individuals – Turnberry School Demolition. 
No action was taken.

9.2  Resolution

9.3  Bancroft & Hastings Highlands Disaster Relief
Request to support fundraising efforts.

“That the Council of the Municipality of Morris-Turnberry file the request of support to Bancroft & Hastings Highlands Disaster Relief.”

9.4 Guelph to Goderich Trail
A Public Meeting will be held on November 21, 2013, at the Blyth Community Centre.
All members of Council are encouraged to attend.
The Council felt a notice should be sent to all the landowners, when the official notice is received.

10) Council Reports:

Jason Breckenridge:  No report

Jamie McCallum:
He attended a Standard of Care workshop.
He went on the tour of the Belgrave Water System.
He attended a CHIP meeting and they have data on Lower Wingham speed rates for Helena Street.

Jamie Heffer:
He was pleased with the Belgrave Water System Tour.

David Baker:  No report.

John Smuck:   No report.

Neil Warwick:
On September 25th he attended the Waste Disposal Master Plan meeting.  There were five people there, one was from the Public.  The plan is to maximize every municipal landfill capacity and optimize capacity. 
North Huron is developing an Eco Centre at their Landfill Site.

Paul Gowing:
He attended a North Huron Public Meeting for the Wingham Creek.  There are 450 residential lots proposed.
He attended an Emergency Planning meeting where there was an exercise debriefing.
He will be attending the Howick Fair on October 4th.

13) Other Business:
1.Joint Servicing Meeting proposed with North Huron for Tuesday November 12th at the Belgrave Community Centre.

2.Animal Control Meeting – October 8th   There are two Deputations booked. Mayor Gowing will chair the meeting.

3.There was no other business to present.

A report was presented on the conversion from propane to natural gas.  No action was required.

“That the Council of the Municipality of Morris-Turnberry approve to share in the costs for  drainage for Deborah and David Himmelman,  to share in the costs of a tile to cross the property at 40768 Jamestown Road,      to provide drainage for the noted property and the Jamestown Road, at the noted location.”

1. The new grader is coming on Thursday, October 3rd at 10:00 am.
If the Council wish, they can be in attendance for the picture.

"That By-law No. 66-2013 be passed as given first, second, third and final readings, being  a by-law to Confirm the actions of the Municipality of Morris-Turnberry for the meeting October 1, 2013."
