Minutes of the Meeting
1) Call to order: The meeting was called to order at 7:00 p.m. by Mayor Paul Gowing. All Council was in attendance, except Jamie McCallum who arrived late.

Purpose of the meeting: This meeting was called to consider the lane and road closures in:
1. North Wingham
2. LowerTown Wingham.
1) North Wingham:
a) Nancy Michie made a presentation of the North Wingham Report.
Doug Culbert made a presentation on the surveying of North Wingham.
Nancy Michie stated there are easements to be dealt with and hope to have this all completed by Spring, 2014.
Joan Krantz made a presentation on the legal comments of North Wingham
b) Comments from the Public:
Jim Taylor – asked if Council has had an onsite meeting.
Paul Gowing – that would have to be the wish of the Council
Jim Taylor – How will the lane be zoned?
Nancy Michie – Has comments from the Planner, lane will assume the zoning of the property.
Jim Taylor – Would like to put a drain in the ground, but it won’t handle the surface water, should be maintained by municipality.
Paul Gowing – this will be looked into.
Harold Schriever – Why is Part 17 being joined to Zarytshansky’s lot?
Terry Hoy – the drainage by the Nursing Home is part of the Gregory drain. He has a copy of the report if Council needs it.
c) Comments from Council:

d) Consideration of the Bylaw:

“That the Council of the Municipality of Morris-Turnberry instruct that the by-law be finalized to stop up and closeand sellthe road allowance, known as ‘Peter Street’ and
part of the ‘Road Allowance between Concession 8 & 9’, Plan 432 , Geographic Township of Turnberry, Municipality of Morris-Turnberry. “

a) Nancy Michie made a presentation of the LowerTown Wingham Report.
Doug Culbert made a presentation on the surveying of LowerTown Wingham.

b) Comments from the Public:
Dennis Jewitt – Are the legal costs negotiable? Why does he have to pay legal costs?
Paul Gowing – It’s a major project, there is a legal liability for small parcels.
Joan Krantz – Can only have 1(one) client. You will need your own lawyer.
Dennis Jewitt – wants to represent himself, there is no opposition, so why would he need a lawyer?
Joan Krantz – it’s an electronic system to register a deed. You must have a lawyer on
each end and must have a lawyer to register the deed.
Nancy Michie – there is a chance that it would be one deed and that would only incur one legal fee.
Joan Krantz – it also depends on the names on the property.
Barb Hallman – When the survey is being completed, can a family member be present?
Doug Culbert – They don’t usually meet anyone when surveying, it tends to tie the crews up.
Barb Hallman – would like to meet someone while completing her surveying.
Doug Culbert – will try to make that work.
Barb Hallman – the cost per lot does not add up.
Nancy Michie – The cost is based on portion of area. One part can be equivalent to 3 portions.
Barb Hallman - When do you have to pay for this?
Joan Krantz – Must pay when registering the deed.
Glen MacLennan – What if no one wants the laneway? Does he have to buy it?
Paul Gowing - the lane would be left with Morris-Turnberry until a new owner is offered the lane at that time.

Bob Trick was in attendance.
Jennifer Wick suggested that the By-Law should allow over two dogs in the urban area.
She has a petition which 36 people have signed.

The Council discussed the draft Animal Control By-law.

8.6 Municipal Insurance RFP:

8.7 Plumbing Service
A motion was passed by the County of Huron – Committee of the whole, to allow Morris-Turnberry to perform its own plumbing service function. The motion has to be ratified at the November, 2013
Huron County Council Meeting.
8.8 2014 Draft Budget of Saugeen Conservation
The 2014 draft budget results in an increase of 1.5% over the 2013 levy in the amount of $2, 896.00.

The date for the meeting to present the draft zoning consolidation has been changed to November 26, 2013. The comprehensive review will be presented to the Council on Tuesday, November 19th.

On October 4th he attended the Howick-Turnberry Fair.

Paul Gowing:
The Mayor made a comment to Jason Breckenridge, the MVCA representative, that the Ausable
Bayfield leased out land for a campsite.
Dave Baker, Jamie Heffer and Paul Gowing were on site for a picture with the new Grader.
He attended an Animal Control meeting on October 8th.
On October 17th he will be attending a BR+E meeting to launch the new Business Directory. All council should attend, if possible.
He will be attending an OFA meeting on October 18th.

2. Jamie Heffer asked if Morris-Turnberry is doing anything in recognition of Alice Munro – Nobel Prize winner since she was born and raised in Turnberry. The
Municipality should contact North Huron to be a part of it.
