  • Call to order:  The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in attendance for the call to order, except Jamie McCallum who arrived late.

The Council discussed matters concerning Matters of a Personal Nature, in regards to  Animal Control.

Jennifer Wick, Mike Wick, Jackie Riggs and Denny Scott returned to the meeting.

The Animal Control By-law was presented to the Council.

  " That By-law No.  71 -2013 be passed as given first, second, third and final readings,being a by-law to regulate animal care and control within the Municipality of Morris-  Turnberry.”

  • Fire Issues:                                                                                         9:00 pm

James Marshall – Community Fire Safety Officer                                   

1.      Draft Open Air Burning By-law 

The draft by-law was reviewed and the revised By-law will be brought back in January.                             

2.      Smoke Alarm Campaign

“That the Council of the Municipality of Morris-Turnberry accept the North Huron Fire  Department’s offer of a Smoke Alarm Campaign in Morris-Turnberry.”

3.      Huron County Fire Chiefs Association   

It is suggested that Morris-Turnberry grant $500.00 towards the Fire Prevention Ads.

4.      North Huron September Fire Report was presented.    

An agreement with North Huron for Fire Education and Fire Prevention will be brought to Council for their consideration.

10.1     Ausable Bayfield Conservation Authority                             

Part 1V of the Clean Water Act- Source Water Protection

“That the Council of the Municipality of Morris-Turnberry  defer any decision on the quotation from the Ausable Bayfield Conservation Authority  for service delivery under Part 1V of the Clean Water Act in the amount of $ 5,960.00 for 1 year and $17,880.00 for a 3 year period ,  
for further  information.”

10.2     Website Design:                                                                       

 A report was reviewed by Council.  The matter will be deferred until the RED grant application results have been received. 

10.3     Drainage Petition                                                                  

 Motion:  442-2013      Moved by Neil Warwick          Seconded by John Smuck

 “That the Council of the Municipality of Morris-Turnberry accept the petition for improvement to the Bird Municipal Drainage works at Concession 7 Npt Lot 11, Morris, under Section 78 of the Drainage Act; and that Gamsby and Mannerow Engineering Firm,   be appointed to prepare a drainage report.”

10.4     Guelph to Goderich Trail                                                        

A notice of aPublic Meeting November 21, 2013, 7:30pm, at the Blyth Community Centre, was received.   

All members of Council are encouraged to attend.    

 10.5    CIBC Credit Agreement

 “That the Council of the Municipality of Morris-Turnberry approve the CIBC Credit agreement effective to July 31, 2014.”

10.6     Tax Sale Service/ County of Huron                                      

Correspondence was received from the County of Huron, that the County will no longer be the 3rd party for tax sales and the lower tiers will have to contract an alternate 3rd party.

Further information will be presented to the Council, in this regard.

10.7      Alice Munro                                                                          

Correspondence was presented that North Huron will have informal discussions-   Tuesday, November 12th, 10 am   for the Stake holders.   Morris-Turnberry was invited to attend.

10.8    Recreation grant                                                                    

The 2013 recreation grant to North Huron has been requested.   There has been an amount of $56, 031.00 approved in the 2013 budget, for recreation.

10.9   Donation to Baskets for Wingham & Area Health Recruitments

 “That the Council of the Municipality of Morris-Turnberry approve a donation of gift cards, for 26 gift baskets for the Wingham & Area Health Recruitment.”

10.11   Santa Claus Parades:                                                                                                                                    

Paul Gowing and Jamie McCallum will attend the Wingham Parade. 

Paul Gowing, Jamie McCallum, John Smuck and Dave Baker will attend the Brussels parade.

10.12   Huron Manufacturing Excellence Awards:  The Council reviewed the list of attendees, representing the Municipality. 

10.13   Official Opening & Community Open House                                  

At the Maitland River Elementary School 3:30 pm

John Smuck, Jamie Heffier and Dave Baker will attend.

10.14  Meeting for the Comprehensive Review       

The Comprehensive Review will be presented on November 19th, 2013.

He attended the BR+E meeting on October 17th.  It was a good meeting. 

 Jamie Heffer:

The ice is in at the Belmore arena. 

He attended a meeting at North Huron on November 5th regarding the airport.  They discussed the draft zoning By-law.  There will be further information to follow. 

David Baker:  No report

John Smuck:

He attended a Home & Farm Safety meeting on October 17th.  They purchased slow moving vehicle signs.

Neil Warwick:  No report

Paul Gowing:

The BR+E meeting went well.

He attended the OFA Annual meeting on October 18th.

He attended FE Madill Commencement on October 25th.

On November 1st he attended the Wardens Night.
