Minutes of the Meeting

 

  • Call to order: The meeting was called to order by Mayor Paul Gowing at 7:00 pm with all members in attendance for the call to order, except Dave Baker and Jamie McCallum who arrived late.

 A presentation was made by Carol Leeming and Susanna Reid - Huron County Planners. 

Carol Leeming and Susanna Reid answered the Council’s questions.

“That the Council of the Municipality of Morris-Turnberry hereby authorize the planning department to do further research and review on the Comprehensive Review and give consideration to re-designating areas for a use to reflect potential demands for the area.”

PURPOSE AND EFFECT

The purpose of the application is to change the zoning on Part of Lot 31, Concession 1, Morris Ward, Municipality of Morris-Turnberry from:

 · ‘VR1-4 (Village Residential – Special Provisions) to ‘VR1-7 (Village Residential –Special Provisions).

 ·   The street address of the property being rezoned is 187 Clyde Street, Bluevale.    

 3.  County Planning Department - Susanna Reid presented the Huron County Planning report,
which recommends the zoning be approved pursuant to the planning report, dated November 13, 2013.

 4.  Comments Received – Nancy Michie advised that there were no comments. 

5.   Applicants comments – Doug Ward said the set up is working better now. 

6.   Public comments – there were no comments. 

7. Council comments and questions – Jason Breckenridgeasked ifhe was in violation to park the truck there, prior to this application;   also comments that there is no objection,as long as it won’t affect future expansion. 

 8.  Explanation of the Process following the Public Meeting by Mayor Gowing

  If the By-law is passed, the Clerk is required to send Notice of Passing of the By-law, to all persons and agencies notified of this Public Meeting.  There is a 20 day objection period from the time Notice of Passing of the by-law has been mailed by first class mail, wherein submissions/letters of objections or support in respect to the  passing of theby-law, will be received by the Clerk.

of Morris-Turnberry.”

“That the Council of the Municipality of Morris-Turnberry instruct that the clerk prepare a site plan agreement , for  Part of Lot 10, Concession 11, Turnberry Ward, Municipality of Morris-Turnberry,  to set out a site plan for the fence, manure tank removal and the location of the
playground,  prior to Building Permit of the proposed school structure.”

He missed the North Huron meeting. 

He will be attending MVCA on November 20th.

He attended a CHIP meeting on November 13th - Driving for Seniors.

He attended a Belmore Community Centre meeting November 18th.  The Syrup Festival is the  second weekend of April.

Paul Gowing:

He attended the Remembrance Day Service on November 11th in Wingham. 

He attended an Alice Munro meeting November 12th

He attended a Servicing meeting on November 12th.  It was very positive. 

On November 14th he attended the Manufacturing Dinner Awards.  A good evening. 

He attended the AMO conference on November 15th

On November 21st at 7:30 he will be attending a Trail meeting. 

The draft zoning by-law meeting will be on November 26th.

13.1  G2G Trail:       Jason Breckenridge requested to make a presentation on the Rail Trail at this time.   Jason Breckenridge took pictures of the buildings and  made a power point presentation.

North Huron has asked that the Committee send a rep to the North Huron Economic  Development Committee meetings and North Huron will send one to Morris- Turnberry’s meetings.  This will go to the BR+E committee  meeting.
