Minutes of the Meeting

  • Call to order:  The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in attendance for the call to order.

Neil Warwick declared a pecuniary interest for Item No. 6 Accounts, since an account for his business is listed on the Road Accounts.

        Presentation by Mike Alcock and Jerry Pelton , Goderich Lions Club.     

They are a requesting a donation to Camp Klahanie.  This will be considered at budget time. 

Mike Alcock and Jerry Pelton left the meeting at 7:55 pm. 

7.2  Draft Burning Bylaw                                                                   7:55 pm

            Presentation by David Keith and Ellen Keith.                                                                      

  Gary Pipe arrived at the meeting at 8:00 pm.

"That the comments from David Keith and Ellen Keith in regards to the Draft Burning By-law be received.”

 Steve Fortier and Derek MacMillan arrived at the meeting at 8:05 pm. 

  David Keith and Ellen Keith left the meeting at 8:10 pm. 

        7.3 Proposed Road Closure                                                               8:10pm

A presentation of a slide show by Nancy Michie and comments by Derek MacMillan.                 

Derek MacMillan is requesting a road closure of the untraveled road allowance between the Spt of Lots 20 and 21, Concession 4, Morris. 

The Council will get back to Derek MacMillan about this.

  “That the Council of the Municipality of Morris-Turnberry needs a report with further information about closing the untraveled road allowances in Morris-Turnberry.”

 8.1       Turnberry School Report:                     Presented by Steve Fortier/ Gary Pipe

"That the report on the demolition and cleanup of the Turnberry School be received and a revised report be prepared for the next meeting, in regards to the true cost for the disposal of the debris at the landfill site.”

8.1.1    Financing of the Turnberry School Project:

"That the Council of the Municipality of Morris-Turnberry proceed with a financial report for a proposal to borrow the funds to cover the costs for the Purchase, Demolition and cleanup of the Turnberry School, as follows:   for December 17, 2013.”

8.2       Road and Bridge and Equipment Budget                             

The Draft Road and Bridge and Equipment Budgets for 2014 were presented.

“That the Council of the Municipality of Morris-Turnberry authorize that the tendering out process for Jamestown Road bridge project be initiated and proceed with the engineering for the project.”

 Gary Pipe handed out an information sheet on a Bonding agent, which could be used for the B-Line.

8.3       Budget Forecast                                                                      

  The Council of the Municipality of Morris-Turnberry reviewed the Budget to-date    forecast for 2013.

8.4    Armstrong Municipal Drain:

"That the Council of the Municipality of Morris-Turnberry authorize that a new maintenance schedule be prepared in a drainage report for the Armstrong Municipal Drain.”

            Disposition      Carried

 8.5       Ontario Municipal Partnership Fund (OMPF)                     

The 2014 OMPF funding for Morris-Turnberry will be $1,290,000.00, which is $183,300.00 less than 2013. 

This is for Council’s information.   The Council has requested that a resolution be prepared for presentation at the ROMA/OGRA conference.

 8.5.1           ROMA/OGRA Combined Conference                          

Delegations:    Notice – The Government of Ontario Process for Ministers’ and Parliamentary Assistants’ Delegations at the ROMA/OGRA Combined Conference, to be submitted by January 17, 2014.  

Conference:    The conference is February 23-26, 2014.        6 rooms have been reserved. 

This will be brought back to the December 17, 2013 meeting.

8.8         Request for a History Book Donation

  “That the Council of the Municipality of Morris-Turnberry approves the request of a history book for the Wroxeter Community Hall, 26th Annual Christmas Party; the proceeds go to the maintenance of the hall.”

8.10      Items for Council to consider                                                           

   1.  Invitation to attend an upcoming meeting to discuss future development and servicing options in Hutton Heights, to be held on December 9th at the North Huron Wescast Complex.Paul Gowing, Neil Warwick, Jamie McCallum and Nancy Michie will attend.

   2.  Council Paysheets for December, 2013 will be submitted by December 12, 2013.

   3.  Employee Meeting and Christmas Lunch, will be held on December 19, 2013.   Paul   Gowing and Neil Warwick will attend.

He attended a MVCA meeting.  The draft Budget was reviewed and the rural assessment increased.

Jamie Heffer commented that Saugeen didn’t pass the SVCA levy and they then got it reduced.

John Smuck:

He attended a Doctor Recruitment meeting where the doctors were honoured.  Dr. Shubat was named the honorary Doctor.  Sheena Haines received a $500 Medical award.

He attended the G2G Trail meeting.  It was a good meeting.

He attended a Zoning meeting on November 26th

He attended a HR meeting on November 28th.

On November 30th he attended 2 parades.

Jason Breckenridge advised that the Hall Board has concerns about the Health and Safety Report on the Bluevale Hall.    He will attend the next inspection with the Health and Safety Committee members.

Mayor Gowing challenged the Council to donate $100.00 each for the food bank, and if no one makes a donation, the Council member has to wear a Christmas Elf Hat at the next meeting.
