Minutes of the Meeting

 

  • Call to order: The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in attendance for the call to order.

  • Agenda: An email from John Schwartzentruber regarding the Fire By-law was added to the agenda.

Declaration of Pecuniary Interest:

Neil Warwick declared a pecuniary interest for Item No. 6 Accounts, since an account for Neil’s Auto Repair is listed on the Accounts. 

Jason Breckenridge declared a pecuniary interest for Item No. 6 Accounts, A G Hayter Contracting Ltd. since a family member is on the Breckenridge Drain.   

No other member declared a pecuniary interest, at this time.

 6.2       Account for A G Hayter Contracting Ltd

"That the Drainage Account payable to A G Hayter Contracting Ltd. dated December 17, 2013 be approved for payment in the amount of $2,097.65.”

Jason Breckenridge returned to the table. 

Neil Warwick declared a pecuniary interest and left the table.

6.3       Account for Neil’s Repair Service

"That the Road Account payable to Neil’s Repair Service dated December 17, 2013 be approved for payment in the amount of $1,001.43.”

 7.2       Year End Reconciliation, Tax-in-lieu, Supplementary, Tax Adjustments and Refunds for 2013:

  “That the Council of the Municipality of Morris-Turnberry receive the 2013 Year End Reconciliation and Tax-in-lieu reports and approve the Supplementary, Tax Adjustments  and Refundsfor the Municipality of Morris-Turnberry.”

 7.3       Draft Alice Munro LMP Concept Paper and Budget

"That the Council of the Municipality of Morris-Turnberry approve the draft Alice Munro LMP Concept Paper and Budget       and that the Municipality of Morris-Turnberry support a donation of $15,000.00.”

7.4       Revisions to Drinking Water Source Protection Plan                      

                                    Revisions attached for Council’s Review and Comments.

7.5       Tax Registration/Sale Process                                                          

  The County has discontinued tax sale service. 

  Quotes were received from 2 companies.

"That the Council of the Municipality of Morris-Turnberry engage the Real Tax Recovery Specialists to perform the tax sale service for the Municipality of Morris-Turnberry; and transfer the 3 current files from the County of Huron to the Real Tax Recovery        Specialists.”

7.6       Turnberry School Purchase and Demolition Reconciliation  

                                    A Report was presented for Council’s review.

7.6 .1   Tipping Fees:

"That the Council of the Municipality of Morris-Turnberry approve that the tipping fees for the debris from the Turnberry School be $42.50 per tonne.”

7.6 .2   Financing:

 "That the Council of the Municipality of Morris-Turnberry process a 2 year loan with Infrastructure Ontario at a fixed rate of 1.7%, in the amount of $280,000.00 and setup $95,453.30 tipping fee as Accounts Receivable when the property is sold.”

7.7     Budget Forecast                                                                  

Municipality of Morris-Turnberry Budget forecast for 2013.

 7.8   Asset Management Plan                                                          

Municipalities must have received their Asset Management Plan completed by Dec 31/13. A presentation will be made to council on January 7, 2014. 

 7.9       Resolutions

                                    “That the following resolutions be support and endorsed:

                                    1.  Municipality of McDougall – Abolish the OPP new billing Model 

                                    2.  Tay Valley Township – OPP Billing Reform.”

 7.10     Delegation to the ROMA/OGRA Conference                                    

  A further report will be brought back to the Council on January 7th.

 7.11     Rural, Economic Development Program                               

RED Application Proposal – Report was attached

“That the Council of the Municipality of Morris-Turnberry do hereby approve the  RED – Rural Economic Development Program application,   for submission under the  ‘Research Category’ and  ‘Other Category’ for an Industrial Land Strategy Study, which will  include ,  1.  D6 /NPC-300 study;   2.  Archaeological assessment;   3.  Servicing Option Strategy,  and   4. Environmental Impact Study,      for the Lower Town Wingham  and North Wingham area.”

"That By-Law No. 82-2013 be adopted as given first, second, third and final readings being a by-law to authorize the Mayor and Clerk to execute and affix the Corporate Seal  to an Agreement between the Corporation of the Municipality of Morris-Turnberry and Her Majesty the Queen-In Right of Ontario for the Small, Rural and Northern Municipal Infrastructure Fund – Capacity Funding Program, for the Municipality of Morris-    Turnberry.”  Disposition      Carried

8.2       By-law to Authorize an Agreement with North Huron

  "That By-Law No. 76-2013 be adopted as given first, second, third and final readings being a by-law to authorize the Mayor and Clerk to execute and affix the Corporate Seal to authorize the Agreement with the Township of North Huron to share services for Fire             
Education and Fire Prevention.”

 An Email from John Schwartzentruber was presented.  The Council felt it was outside of the issue and it will be presented at another time. 

 8.3        By-law to Authorize the Submission of an Application

"That By-Law No. 84-2013 be adopted as given first, second, third and final readings being a by-law to authorize the submission of an application to the Infrastructure Ontario Corporation to authorize long term borrowing for Infrastructure Works- Purchase and Demolition of the
Turnberry School,   through the issue of Debentures by the Municipality of Morris-Turnberry to Infrastructure Ontario, for the Municipality of Morris-Turnberry.”

1.  2014 Calcium Tender Extension

            "That the 2013 Dust Control Contract with Da Lee Dust Control for the supply and application of 35% Calcium Chloride solution be extended for the 2014 dust control requirements, in the amount of $0.176 per litre; and, that the Director of Public Works is authorized to sign the necessary documentation.”

 2.  Snow Removal on Chestnut Street

  Motion:  525-2013      Moved by Jason Breckenridge Seconded by Neil Warwick

  "That the Municipality of Morris-Turnberry authorize the Municipality of Huron East to provide snow removal on Chestnut Street Plan 100.”

            Disposition      Carried

 3.  Other Business:

John Smuck questioned Gary Pipe about the cost of bringing in natural gas for the Office and Works Garage. . 

Gary Pipe said the cost was $4,042.43 and Union Gas is giving a grant of $1,500.00. 

  • Council Reports:

  Jason Breckenridge:

He had a Bluevale Hall Board report from December 10th.  He will be attending an inspection with the Health & Safety Committee on December 18th.  

He will be attending a MVCA meeting on December 18th.

Jamie McCallum:

He will attend a CHIP meeting on December 18th.

Jamie Heffer:

He attended a Belmore Community  Centre meeting on Dec 16th.  They are setting up a subcommittee to look at next year’s ice time.  The curling is growing.  They will look at the cost of running the arena. 

David Baker: 

He attended a BMG Community Centre meeting.  There is nothing to report. 

 John Smuck:  No report.

  Neil Warwick:

He attended a meeting on December 9th regarding Hutton Heights south of Wingham. 
The North Huron presentation  was not received well.  No residents from Morris-Turnberry attended. 

Paul Gowing:

He attended the Inaugural meeting at the County on December 4th

On December 6th he attended the Christmas Party. 

On December 8th he attended the Alice Munro-Nobel Prize winner ,   Champagne & Chocolate event.  A video was made for Alice and she was given a History book.

On December 9th he attended the Hutton Height meeting.
