Minutes of the Meeting

1)  Call to order:  The meeting was called to order by Mayor Paul Gowing at 7:33 pm with all members in attendance for the call to order.

2)   Agenda:
An addendum from the Clerk was added to the agenda for consideration, as the items were of a time sensitive nature; Confidential Funding Issue  Item No. 16  and D6 Request Item No. 7.5.

"That the Accounts dated January 21, 2014 be approved for payment in the amount of   $ 100,371.86 and the 2013 Accounts Payable in the amount of $ 119,997.93.”

7)  Planning Matters:
7.1  Zoning Amendment:                                                                   7:40 pm
Susanna Reid – Huron County Planner was in attendance

Subject Lands:   Lot 9 and the west part of Lot 8, Concession 4, Turnberry Ward
Owners:   Robin Brian Wormington and Elizabeth Wormington
Robin Wormington  and Ron DeBoer were  in attendance.

2.  Purpose of the Public Meeting –   Mayor Gowing

Steve Fortier joined at the meeting at 7:45pm.

PURPOSE AND EFFECT 

The purpose of the application is to change the zoning on Lot 9 and the west part of Lot 8, Concession 4, TurnberryWard, Municipality of Morris-Turnberry from:

   AG1 (General Agriculture) to AG1-15 (General Agriculture-Special)

3. County Planning Department - Susanna Reid presented the Huron County  Planning report, which recommends the zoning be approved pursuant to the  planning report, dated January 15, 2014.

4. Comments Received – Nancy Michie advised that there were no comments.

5. Applicants comments – The applicant had no comments.

6. Public comments – there were no comments.

7. Council comments and questions – Jason Breckenridge said the laneways are   residence entrances.  There has to be a farm entrance.

8. Explanation of the Process following the Public Meeting by Mayor Gowing
If the By-law is passed, the Clerk is required to send Notice of Passing of the By-law, to all persons and agencies notified of this Public Meeting.  There is a 20 day objection   period from the time Notice of Passing of the by-law has been mailed by first class mail, wherein submissions/letters of objections or support in respect to the  passing of the
by-law, will be received by the Clerk.

“That By-law No. 10 -2014  be passed as given first, second, third and final readings,  being a by-law to change the zoning from AG1 (General Agriculture) to AG1-15 (General Agriculture-Special) for  Lot 9 and the west part of Lot 8, Concession 4, TurnberryWard Municipality of Morris-Turnberry.”

Robin Wormington and Ron DeBoer left the meeting.

7.4  Site Plan Agreement                                                               8:00 pm

" That By-Law No. 11-2014 be adopted as given first, second, third and final readings being a by-law to adopt a Site Plan Agreement with Daniel Hoover Martin and David   Hoover Martin, for the Municipality of Morris-Turnberry.”

Steve Fortier had no objections.

7.5   Wingham Area Industrial Land Strategy                                   8:00 pm
Susanna Reid and Mike Pullen-Economic Development Officer were in attendance and made the presentation to the council.

“That the Council of the Municipality of Morris-Turnberry support the Wingham Area Industrial Land Strategy,   in principle.”

7.5.1 D-6 Study and NPC-300 Study for the Wingham Area Industrial Land Strategy:

Motion:  38-2014        Moved by Neil Warwick          Seconded by Jamie McCallum
“That the Council of the Municipality of Morris-Turnberry proceed with the D- 6  and the NPC-300 study at a cost recovery basis;   for the affected industrial properties in the Wingham Area.”
Disposition      Carried

Susanna Reid, Mike Pullen, Rienk Wiegersma and William Wiegersma left the meeting at 8:40pm.

“That the Drainage Superintendent reconciliation be received for the year 2013 and submitted for grant funding to OMAF in the amount of $7,398.48.”

9.3  Ontario Municipal Water Association
2014 Membership

“That the Council of the Municipality of Morris-Turnberry approve payment of the 2014 Membership for the Ontario Municipal Water Association in the amount of $ 456.52.”

9.4 Dave Mounsey Memorial Fund
Valentine’s Day Gala & Community Service Awards Dinner, February 15, 2014 and Nominations for Community Service Awards. Was reviewed and filed.

9.5  Alternatives and Innovation on Small Acreage in Northern Huron County
A report was presented to the Council for their  information, on:
1.      Alternatives and Innovation on Small Acreage in Northern Huron County project with the University of Guelph.
2.      A Planning meeting held on January 20th with the Orthodox Mennonites, which Paul Gowing and Nancy Michie attended.

“That the Council of the Municipality of Morris-Turnberry do not be involved with the Alternatives and Innovation on Small Acreage in Northern Huron County Study, in conjunction  with the University of Guelph and Huron County Planning Department;   and that Nancy Michie not act as a representative on the committee;   and that the Municipality not pay for anyone to attend meetings.”

9.6   Maitland Valley Conservation Authority
2014 Priorities, Budget and Levy

Motion:  44-2014        Moved by Neil Warwick          Seconded by John Smuck
“That the Council of the Municipality of Morris-Turnberry will not support the draft 2014 budget for the Maitland Valley Conservation Authority at $54,475.00, 
which has increased by  4.6% increase;  and the increase to Morris-Turnberry is $5,809.00.”

9.7  North Huron Moratorium on Water and Sewer
A letter was presented to Council on January 14, 2014 from North Huron advising of a moratorium on
services until a new agreement is in place.

This will be deferred until after the Closed Session.

9.8 Tribute to Alice Munro
A Report was presented to the Council to advise that the application has been submitted to the Ministry of  Colleges and Universities.
The Council also discussed the Central Huron participation.  Further information will be obtained for this item.

10)  By-laws:
10.1  Agreement with North Huron to share services
North Huron has requested that the By-law be amended.

" That By-Law No. 8-2014 be adopted as given first, second, third and final readings being a by-law to authorize the agreement with the Township of North Huron to share services for Fire Education and Fire Prevention, for the Municipality of Morris-Turnberry.”

11)  Council Reports:

Jason Breckenridge:
He will be attending a Health and Safety meeting and a Board meeting at the Bluevale Hall on January 22nd.

Jamie McCallum:  No report.

Jamie Heffer:  No report.

David Baker:
He attended a BMG Community Centre meeting on January 15th.  Minor hockey numbers are  down.

John Smuck:
He was not able to attend the Doctor Recruitment meeting.  He will bring the budget information to the Budget meeting.

Neil Warwick:  No report.

Paul Gowing:
The County budget will increase 1.5%., part of which includes the storage of record keeping.
