Minutes of the Meeting

Tuesday, January 28, 2014   7:00 pm

1) Call to order: The meeting was called to order by Mayor Paul Gowing at 7:07 pm with all members in attendance for the call to order, except David Baker who was absent and John Smuck who arrived late.

2)  Declaration of Pecuniary Interest:
 
No member declared a pecuniary interest, at this time.

3)  Agenda

“That the agenda for the meeting of January 28th, 2014 be adopted as circulated.”

4)  Budget Review:
1.    Review draft budget package
The council reviewed the draft budget package for Building, Landfill and Roads.

John Smuck joined the meeting at 7:20 pm.
Steve Fortier reviewed the Building Budget with the Council.
Steve Fortier left the meeting at 7:30 pm.
Gary Pipe reviewed the Landfill Site with the Council.  
Nancy Michie andhe had a teleconference with Kent Hunter and Joy Rutherford on January 27th, 2014.  
An Area A test  well is blocked and the results are decreasing.  A letter will be sent to MOE and Kent Hunter is hoping not to have to put in a new well.
There are 8 years of capacity left at the current  site.
Gary Pipe reviewed the Road Budget.
He suggested $270,000.00 for building up St. Michaels Road.  The Council thought that only $50,000.00 should be set up for engineering and wait until the gravel pit  proceeds and use their own gravel to build up the road. The e gravel consultant should know what is needed to set aside for the road. 
This is not on the 5 year priorities list. 
It was mentioned that a ‘Continuency’ Item should  be added to the general budget and a  reserve for  Policing.

2.Increase in Tax levy that the council wish to see in the next draft budget?
Examples of 1.5%, 2% and 3% levy increases will be available for review at the next meeting, with comparisons of certain properties.

5)  Next budget meeting:  
The next budget meeting will be on February 13, 2014 at 7 pm.


6)  Adjournment:

“That the meeting be adjourned at 8:50 pm and this is deemed to be less than 2 hour meeting.”
