Minutes of the Meeting

  • Call to order: The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in attendance for the call to order, except David Baker who was absent.

Nancy Michie advised the council that the application for the Alice Munro memorial has been submitted and  the Municipality of Central Huron is relooking at the Alice Munro memorial proposal.

"That the Accounts dated February 4th, 2014 be approved for payment in the amount of $97,382.17 and the 2013 Accounts Payable in the amount of $ 61,813.01.”

  •   Property Standards By-Law Discussion:                                          7:40 pm

"That the clerk be authorized to amend By-law No.  50– 2013   the Property Maintenance and Occupancy Standards By-law;   the  Council would like the bylaw to be complaint driven and have the Property Standards Officer to a council meeting for a discussion..”

            Disposition      Carried

          Complaints shall be in person or telephone call.  Complaints shall be documented with name and contact information.

          The Council  does not believe that  the current bylaw is a benefit to the Municipality.

                         Council would like a copy of the 2004 Bylaw emailed to them.

8.2.2   Close the Regular Session of Council:

“That the regular meeting of council be adjourned and enter into the Court of Revision for the Armstrong Municipal Drain Branch ‘A’- 2013.”

 8.2.3   Chairperson:

                                    “That the Chairperson  for the Court of Revision be John Smuck.”

 8.2.4    Chairperson John Smuck -      Open the Court.

  John Smuck declared that the Court be opened.

8.2.5    Appeals:

      No written appeals have been received.

2.   Ask the floor if any verbal appeals

      There were no verbal appeals

3.   Engineer –Jeremy Taylor

       Jeremy Taylor was not in attendance. 

 

4.   Deliberation by the Court of Revision Members:

There were no comments from the 3 members of the Court of Revision; John Smuck, Jamie Heffer and Jason Breckenridge.

 5.  Decision of the Court: There was no decision necessary, as there were no appeals.

 

6.  Adjournment:

  8.2.6      Tender:

“That the tender submitted by D & I Wattam Construction Ltd., for the Armstrong Municipal Drain Branch ‘A’- 2013 be accepted at the tender price of  $25,215.00 + HST.”

 9.2       Canada Blooms Show                                                                       

March 14-23, 2014, Toronto

The County of Huron is asking for volunteers and support.  

Paul Gowing and Jason Breckenridge may attend the show.

If anyone attends, the Municipality will not pay the costs.

Paul Gowing has four passes to be used.                    

 9.3  Servicing Discussion with North Huron                                 

  Invoice from BM Ross.

“That the Council of the Municipality of Morris-Turnberry approve payment of half of the invoice from BM Ross and Associates Limited in the amount of $2,000.75 for the Servicing Discussion with North Huron.”

There will be further discussion in Closed Session.

9.4 Huron Plowmens Association                                                           

A Request for a donation was received.   

The Grant in 2013 was $125.00

Council would like this request for donation brought back to the February 18, 2014 Council Meeting following the budget discussions.                

9.5  Lottery Licence Wingham Firefighters

“That the Council of the Municipality of Morris-Turnberry approve a Lottery Licence Application from the Wingham Firefighters Association being held at the Royal T Gas Bar.”

 9.6 Refund from the Former Blyth Fire Area Board                 

A refund of WSIB reserve allocation balance plus interest from the Former Blyth Fire Area Board was received in the amount of $2105.85.”

9.7 Refund from Wingham and District Hospital Foundation     

A refund from 2013 from the Wingham and District Hospital Foundation was received.

9.8  Council Meetings and Extending Meetings past 10:30

This item was requested by Deputy Mayor Jason Breckenridge

Current policy is that a motion is required to extend the meeting past 10:30 pm.

This matter will be reviewed during Procedural Bylaw discussion.  The clerk will consolidate the business into one motion and the Mayor will attempt to keep the meeting moving.

9.9 Maitland Valley Conservation Authority Annual Meeting    

Annual Meeting   February 19, 2014, 7:30 pm 

Paul Gowing and Jason Breckenridge will attend the annual meeting.

9.10       Joint Council Meeting            with North Huron      

Meeting to discuss Servicing with North Huron

9.11    Congratulations to the Flaxey Team- 2014  Ontario Scotties winner    attached

“That the Council of the Municipality of Morris-Turnberry extend congratulations to Katie Cottrill,resident of Morris-Turnberry ,   for the Flaxey Team win at the 2014 Ontario Scotties  at Sault Ste. Marie and best wishes for the 2014 Scotties Tournament of Hearts in Montreal.”
