Minutes of the Meeting

  • Call to order: The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in attendance for the call to order.  Mayor Paul Gowing welcomed the press and Bob Trick.

  •   Agenda:  The Clerk added the Draft Presentation to the Ministry of Finance at the OGRA/ROMA  Conference.

  • Declaration of Pecuniary Interest:Neil Warwick declared a pecuniary interest for Item # 6) 6.2 Accounts since an account for his business is listed. 

          Dave Baker declared a pecuniary interest for Item # 14 Nichol Drain since he is a property owner. 

         No other member declared a pecuniary interest, at this time.

  • Business from the Minutes: There was no other business from the minutes to be discussed.

"That the Accounts dated February 18th, 2014 be approved for payment in the amount of  $ 157,559.03.”

Disposition     Carried

Neil Warwick declared a pecuniary interest and left the table.

  6.2 Account for Neil’s Repair Service

"That the Road Account payable to Neil’s Repair Service dated February 18, 2014 be approved for payment in the amount of $1,131.11.”

Neil Warwick returned to the table

  • Bob Trick - Animal Control Officer:                                                            7:40 pm          

  Bob Trick presented the 2013 Animal Control Report. Mayor Paul Gowing thanked Bob Trick for the work done on the By-law.

“That the 2013 Annual report be accepted, as submitted by Bob Trick- Animal Control   Officer.”

Bob Trick left the meeting.

  •   Property Standards By-Law:                                                                         7:47 pm

  James Marshall – Community Fire Safety Officer was in attendance and presented the Property Standards By-Law. 

  1.  Property Standards By-Law 15-2014 

Motion:  85-2014        Moved by Jason Breckenrdige Seconded by Jamie McCallum

"That By-Law No. 15-2014 be adopted as given first, second, third and final readings being a by-law to provide for Property Maintenance and Occupancy Standards, for the Municipality of Morris-Turnberry.”                  

            Disposition      Carried

Susanna Reid arrived at the meeting at 8:00 pm.

James Marshall left the meeting at 8:05 pm.

  • RFP’s for D-6 Study and NPC 300 Study:                                         8:05 pm

Susanna Reid- Huron County Planner was in attendance and presented the report for the RFP’s for D-6 Study and NPC 300 Study.

  “That the Council of the Municipality of Morris-Turnberry approve RFP report for the D- 6 Study and the NPC -300 Study, to engage Conestoga Rovers and Associates for the    report,  at the quote of $6,900.00.”

Susanna Reid left the meeting at 8:15 pm.

  • Website RFP: A report of the RFP’s for the Website Design was reviewed.

“That the Council of the Municipality of Morris-Turnberry approve the RFP for Website Design and Implementation and engage ‘Supra ITS’   for the project in the amount of $18,200.00.”

            10.1 Grant Allocation Request Form- Fiscal year 2014/15

                   Grants for the Cost for Employing a Drainage Superintendent

  “That the Council of the Municipality of Morris-Turnberry approve the Grant Allocation Request Form- Fiscal year 2014/15, Grants for the Cost of Employing a Drainage Superintendent, in the amount of $7,768.70.”

  10.2 Stop Signs on Clyde Line

  This is for Council’s information.  A by-law will be required when the council wish to implement the sign changes.  

  10.3Sanitary Sewer on Turnberry Street-Brussels 

Motion:  89-2014        Moved by Jamie Heffer                       Seconded by John Smuck

  “That the Council of the Municipality of Morris-Turnberry approve to move forward with the Turnberry Street project that affects Morris-Turnberry and meet with all parties involved and report back to the Council.” 

  Disposition      Carried. 

  10.4 Call before you dig services :A by-law to adopt the agreement will be prepared for the next meeting.

  10.5Gravel Tenders:

“That the Council of the Municipality of Morris-Turnberry approve the advertisement and tender call  to supply, crush , load and haul  Granular ‘M’ Gravel,  prior to the approval of   the budget.”

10.6 Other Business

Mayor Gowing reported that the Road Dept. has done a great job. 

Jason Breckenridge sent a budget price on a generator for the Bluevale Hall.

Gary Pipe left the meeting at 9:00 pm.

  • Joint Council Meeting  - Mediator’s Report             - Cross Border Servicing Agreement

         Motion:  91-2014        Moved by Jason Breckenridge             Seconded by John Smuck

“That the Council of the Municipality of Morris-Turnberry direct the clerk  to contact Bruce Potter of  BM Ross, and request that he prepare a report to clarify the current usage and capacity, for water and sewer service from the Township of North Huron,   for the serviced land in Morris-
Turnberry;    

 And that further to the November 26, 2013 letter, in connection with the Cross Border Servicing Agreement Proposal,    request the firm numbers from  the Township of North Huron for the actual percentages of tax dollars that are being requested and  the area and properties  included
in the request;    

And that a report be prepared outlining the tax dollar value, based on the percentage requested by North Huron and the taxes for the properties that are involved.”

Legal Opinion:   The Council was advised that a legal opinion has been received that the Municipality has the right to charge applicable property owners for additional tax, if an agreement is worked out with North Huron.

           “That the Council of the Municipality of Morris-Turnberry approve: 

            13.1     Annual Maitland Conservation Foundation Dinner and Auction 

            April 11, 2014 Brussels, Morris & Grey Community Centre Paul Gowing will be attending.  A  Morris-Turnberry History Book will be donated for the event.           

            13.2 Resolution That the following resolution be supported and endorsed:

                        1.  Municipality of Greenstone - Opposing the requalification of Municipal Building Officials

            13.3 North Huron Fire Reconciliation:That the Council receive the 2013 reconciliation for the North Huron Fire Department in the amount of $10,036.36.”

            13.4 Meetings and Events

1. Huron Federation of Agriculture                                           

  Politician Meeting on Friday, March 21st at the Clinton Legion at 10:00 am – 2:00 pm  Paul Gowing and John Smuck will attend.

  2. RJ Burnside Annual Client Appreciation Night                     

  Wednesday, March 26th Curling and Dinner, Wingham Golf & Curling Club Paul Gowing, Jamie Heffer, Dave Baker and John Smuck will attend. 

  Jamie McCallum and Neil Warwick are unsure at this time. Jason Breckenridge will not be attending.

             13.5 Five Year Review of the Provincial Policy Statement: Information was given out for Council’s information.

             13.6     Integrated Accessibility Standards Regulation Training     

The Acknowledgement pages for Accessibility training were previously given out and are to be returned to the Municipal Office by March 4, 2014. 

 Dave Bakerdeclared a pecuniary interest and pushed back from the table.

"That By-Law No. 14-2014 be adopted as given first, second, third and final readings  being a by-law to amend By-Law No. 5-2013 to provide for a lesser amount for the Nichol Municipal Drain – 2012, for the Municipality of Morris-Turnberry.”

Jason Breckenridge: 

No report.

Jamie McCallum:

He attended a drainage meeting for the Rosendale Drain. The report will be reassessed for the cost. 

Jamie Heffer:

He attended a Belmore Community Centre meeting on February 17th.  They are looking at the direction of the arena and will be going to a public meeting in April.  They don’t ask for grants except for insurance.  The Maple Syrup festival doesn’t cover the costs now.

David Baker: 

No report.

John Smuck:

No report.

Neil Warwick:

 No report.

Paul Gowing:

He attended a Brussels Agricultural Society meeting on February 7th

On February 10th he attended the North Huron Services meeting. 

On February 13th he attended a Budget meeting.

He will be attending a MVCA meeting on February 19th with Jason Breckenridge.
