  • Call to order:The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in attendance for the call to order, except Neil Warwick, who was late due to attending a drainage meeting.

  8.1  Bridge Tenders:

  A listing from BM Ross Engineering was reviewed.

“That the bridge tender submitted by AJN Builders Incorporated for the Jamestown Road Bridge
Repairs – Structure M220 for parts 1, 2, and 3 be accepted at the quoted price of $255,082.81”

8.2  2014 Rural Summer Jobs

  “That the Council of the Municipality of Morris-Turnberry advertise for two summer  
students for 2014 and apply for a grant from the Rural Summer Jobs Service.”

 A report regarding the summer students for hire will be brought to Council.

  8.3 Browntown Bridge

Council asked if the Contractor would be coming back to complete work on the bridge.

Gary Pipe stated the Contractor would not be coming back, Gary will look at the bridge and grade it if needed.

                                    “That the following resolution be supported and endorsed:

                                    1. Town of Aurora – Introduction of Municipal Recall Election Legislation.”                                                             Disposition      Carried

  9.2  Wingham & Area Health Professionals Recruitment Committee: Report by John Smuck.                                                                      

Council had requested a report. There is a possibility to phase out this program in the future.

  9.3  Bluevale Homecoming

                        “That the Council of the Municipality of Morris-Turnberry support the 2014 Bluevale Homecoming celebration.”

                        “That the Council of the Municipality of Morris-Turnberry hereby declare the Bluevale                               
                            Homecoming as a ‘Community Event’.”

 Jason Breckenridge reported the Bluevale Homecoming will continue to move forward.The Committee will be coming back to Council to request parade route detour.The Committee will be coming back to Council to request an interest free loan.Bev Haggins arrived at the meeting.

 9.4 OPP Costing Comparison Report                                            

  Council reviewed the OPP costing comparison report, for information. 

9.5 Huron Manufacturing Association                                         

An Invitation was received to become an Associate Member.

“That the Council of the Municipality of Morris-Turnberry become an associate member with
the Huron Manufacturing Association in the amount of $125.00.”

  John Smuck requested the membership be paid from the Economic Development budget.

  9.6 Huron County Municipal’s Officers’ Annual Meeting           

  April 11, 2014, Blyth Arena and Community Centre

 Motion:  137-2014      Moved by John Smuck                                    Seconded by David Baker

“That the Council of the Municipality of Morris-Turnberry authorize the payment to the Huron
County Municipal Officers’ Association, of the 2014 membership fee of $50.00   and registration
fee of $30.00 per person, for two Councillors attending the meeting .”   Disposition            Carried

Paul Gowing and Jamie McCallum will attend the Huron County Municipal’s Officers’ Annual Meeting.

9.7 Provincial Policy Statement                                      

Council reviewed the Provincial Policy Statement, for their information.

  • Drainage:Glen Warwick, Kalvin Fischer, Bev  Haggins, Wayne Fear and Lloyd Michie arrived at the meeting.

10.1     Rozendaal Municipal Drain Report – 2014                                       8:15 pm

             Reading of the Report  Chris Dietrich of Dietrich Engineering Limited presented the report for the Rozendaal Municipal Drain.

1.  Presentation of Report- under Section 4 of the Drainage Act.

Under Section 4 of the Drainage Act,   the person who signed the request under Section 4 of the Drainage Act may withdraw their name from the petition at this time. Therefore, Hendrik, Geertje  and Geurt Rozendaal may withdraw their name, in regards to the Section 4 portion of the drainage works Hendrik and Geurt Rozendaal arrived at the Meeting.

Hendrik and Geurt Rozendaal stated they are not withdrawing their names, as they wish to proceed with the drain

2.  Consideration of By-law:

"That By-Law No. 22-2014 be adopted as given first and second readings, being a

by-law to provisionally adopt the Rozendaal Municipal Drain Report – 2014.”

3. Date of Court of Revision and Instruction to tender:

"That the Court of Revision for the Rozendaal  Municipal Drain   be set for

April 15th, 2014 and the project be tendered for results to be presented on the same date.”

4. Members for the Court of Revision:

"That the Members for the Court of Revision for the Rozendaal Municipal Drain be:   
3 members consisting of Jamie McCallum, Neil Warwick and John Smuck.”

Disposition      Carried

Neil Warwick arrived to the meeting at 8:35pm.

 5. Comments from other landowners:

The landowners in attendance were given the opportunity to comment.

Glen Warwick and Kalvin Fischer were in attendance and question their assessment. They feel that the drain is designed for the Rozendaal property and that they shouldn’t be assessed for the work on the Rozendaal property .  The engineer stated that he feels that the drain is fairly assessed. 
The Court of Revision is the meeting to discuss assessments.

Neil Warwick will not be available to attend on April 15, 2014, as he will be at a drain meeting in Huron East.

“That the Motion No.  140-2014,  regarding the members of the Court of Revision for the Rozendaal Municipal Drain be rescinded and revised to remove Neil Warwick from the members for the Court of Revision and replace with Paul Gowing;   therefore the Court of Revision members will be Jamie McCallum ,  Paul Gowing  and John Smuck.”

Clerk Nancy Michie vacated her seat at the table for the next item No. 1-2, due to being a property owner affected by the Coultes Municipal Drain.

 Kim Johnston recorded the minutes.

10.2     Coultes Municipal Drain Report – 2014                                            8:45pm                       

            Reading of the Report

1. Presentation of Report- under Section 78 of the Drainage Act.

Chris Dietrich of Dietrich Engineering Limited presented the report for the Coultes Municipal Drain                                                                      

Kalvin Fischer and Glen Warwick left the meeting at this time.Hendrik and Geurt Rozendaal left the meeting at 8:50pm

The landowners in attendance were given the opportunity to comment.

Wayne Fear asked for a quote to close the open portion in lieu of cleaning it.  A quote will be prepared by the engineer. This will not effect the tendering process.Bev  Haggins asked the status of the old tile and the engineer stated it would be destroyed.

"That By-Law No. 21-2014 be adopted as given first and second readings, being a

by-law to provisionally adopt the Coultes Municipal Drain Report – 2014.”

Gary Pipe, Chris Dietrich and all remaining landowners left the meeting at 9:05pm

11.1.  By-law to Authorize Borrowing from OILC 

 Motion:  145-2014      Moved by  Neil Warwick                     Seconded by David Baker

"That By-Law No. 20-2014 be adopted as given first, second, third and final readings being a
by-law to authorize borrowing from OILC to meet expenditures in connection with ‘The Former
Turnberry School purchase and demolition, for the Municipality of Morris-Turnberry.”

  11.2  By-law for an Agreement    

 Motion:  146-2014      Moved by Jamie Heffer                                   Seconded by John Smuck

"That By-Law No. 23-2014 be adopted as given first, second, third and final readings being a by-law to authorize the Mayor and Clerk to execute and affix the Corporate Seal to an Agreement between the Corporation of the Municipality of Morris-Turnberry and Her Majesty the Queen-In Right of Ontario as represented by the Minister of Rural Affairs, for the Municipality of Morris-Turnberry.”

11.3     Interim Tax Levy for 2014

by-law to provide for interim tax levies for the year 2014 for the Municipality of Morris-Turnberry.”

Jason Breckenridge: 

Bluevale Homecoming Committee

He will be attending MVCA tomorrow, the Budget should be on the agenda, and will know if it is passed.

Jamie McCallum:He attended the CHIP meeting – Distracted driving fine has increased.  CHIP is making a presentation to County Council.

Jamie Heffer:He attended Belmore Community Centre on March 17, 2014.  They will be holding a public meeting on April 16, 2014 to discuss the future options. 

David Baker:  No report.

John Smuck:  No report.

Neil Warwick:  No report.

Paul Gowing:

On March 21, 2014 he is attending Huron County Clean water.
