  •  Call to order: The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in attendance for the call to order, except David Baker who was absent

  •   Accounts : John Smuck requested that the invoice from Davies-Howe be held for payment until next meeting.

Council requested that Nancy Michie prepare a report of Schooley Mitchell reconciliation regarding Bell Canada and Bell Mobility billings,   with a summary of costs to be presented at the next meeting. Jason Breckenridge suggested the Mayor will only vote in a tie breaker.

  • Fire Chief’s Report:                                                                           7:40 pm

            3.   James Marshall – Community Fire Safety Officer

  • Chief Marty Bedard presented the Fire Chief’s report for Morris-Turnberry, from the Municipality of Huron East Fire Department.
  • There were 107 calls in total for the Huron East Fire Department in 2013. There were no calls in Morris-Turnberry in the year 2013, in the Huron East response area.   
  • A major concern is that the Nursing Homes are vulnerable occupancy facilities. Sprinklers in the Nursing homes will be mandatory in a few years. 
  • Chief Dave Sparling presented the Fire Chief’s report for Morris-Turnberry, from the Township of North Huron Fire Department.
  • In 2013, there were 25 incidents in Morris-Turnberry.
  • 2014 has been extremely busy, with 16 calls in Morris-Turnberry as of March 31, 2014.
  • Dave Sparling thanked employers for assisting with the volunteer fire fighters.
  • Statistics show that Door to Door smoke alarm campaigns will reduce deaths by 50%.
  • Dave Sparling is pleased to work with James Marshall, for public education.
  • North Huron Fire Department is now on Twitter @ FDNH alerts.
  • Community Fire Safety Officer James Marshall presented a report for the Municipality of Morris-Turnberry.
  • Prevention is most important and to follow best practices.  It is proven that fire prevention does reduce fires.
  • Huron Perth Insurance Agents made a donation to the Fire Prevention Association. They have purchased 30 commercials per month for advertisement.
  • In 2013,   there was 1 call responded to, by Howick Fire Department.
  • James Marshall wants to see more Carbon Monoxide alarms.
  • Paul Gowing thanked everyone from the fire departments involved in the Mock Disaster in 2013, it was great training.
  • Paul Gowing thanked the Fire Chiefs for attending the meeting.
  • Chief Marty Bedard, Chief Dave Sparling and Community Fire Safety Officer James Marshall left the meeting at 8:15pm

  • Belgrave Water Reports                                                                    8:20 pm

  Veolia Water Canada Inc. – John Graham                         

  1.  Annual Report                                                                                

John Graham, from Veolia Water presented the Annual Report for the Belgrave Water system.

Veolia Water will scour the Jane Street Well this year.

There will be two more fluoride treatments in 2014.

  • Annual Compliance Summary

John Graham presented the Annual Compliance Summary for the Belgrave Water System.There will be a management review for DWQMS.

John Graham appreciated the tour of the Belgrave Well.Council questioned the cost to pull the pumps, to scour the Jane Street Well.

Belgrave Water Annual Report and 2013 Compliance Summary, for the Belgrave Water System.”

  3.  Review the MOE Inspection Report, received December 18, 2013       

  John Graham reviewed the MOE inspection report. 

The inspection noted thata form is required to be filed,   for a replacement of the pump. The cost for a new stenner pump is $600.00- $700.00. A new pump has been ordered. The best practices,  include cleaning the well.

Steve Fortier – Chief Building Official, was in attendance to review the proposed plumbing permit fees. 

9.1   Plumbing Service Fees:                         

A Waiver from the County of Huron,   for the Municipality of Morris-Turnberry to perform the
plumbing service,   was received.

1. Public Presentation:  A power point presentation was provided on the fee proposal.   

There have been no comments received from the public.

2. Consideration of  By-law:

"That By-Law No. 19-2014 be adopted as given first, second, third and final readings being a by-law to authorize the Municipality of Morris-Turnberry to include the plumbing permit fees in  the schedule for the building permit fees, in the Municipality of Morris-Turnberry.”

John Smuck questioned what would happen during holidays, who would cover.  An agreement would be required and Steve Fortier is working towards finding a person to fill in for vacation time.Steve Fortier left the meeting at 8:40pm

10.1     Financial Indicator Review   The 2012 Financial Indicator report was reviewed by Council. 

10.2     G2G Trail - Guelph to Goderich                                       

This item on the agenda was requested by Jason Breckenridge. A Report from the County of Huron dated January 28, 2014 was reviewed.

The County of Huron will cover the bulk of the costs.

Council requested that a letter be reformatted, for the County of Huron and advise that there should be written policy for:    a fence or sound barrier policy, and also an Accessibility Policy setting out the AODA standards.Paul Gowing stated the County of Huron received the report in principle.

Jason Breckenridge believes it is a bias report.

John Smuck believes the G2G trail is a bad idea.  People would walk through landowner’sback yards and if a farmer is spraying,   it could be harmful to the trail user’s health.

Jamie Heffer stated the taxpayer will be maintaining the trails.

Paul Gowing stated the bridge near Milverton was paid by the trail group.

John Smuck asked if all Council voted at the County of Huron, or only the members affected by the trail. 

Paul Gowing stated,they all voted. 

Jason Breckenridge questioned as to how Mayor, Paul Gowing voted.

                                    “That the Council of the Municipality of Morris-Turnberry allow 10 minutes for the                                                
                                    public in the gallery to speak towards the G2G Trail.”

Public Comments:

Neil Mitchell said there are numerous issues that need to be dealt with.  They have livestock, they have a dog, and what if it bites and believes it will be his fault if the dog bites someone on the trail.  Neil Mitchell has horses and they can get into the barn in the winter.  What about garbage on the trail?                      

Paul Gowing said that it is items like this that they are looking into, there are 200 adjoining owners and each one will be approached.

Neil Mitchell said that no one has talked to the property owners yet.

Paul Gowing said there are answers to come.

Neil Mitchell questioned who picks up the lease.

Paul Gowing said the County of Huron picks up the lease  cost of $2500.00. 

Marcel Egli has land on both sides.  He is concerned with the unknowns. His barn is 50 feet from the trail.  His house is further away but does not want to listen to snowmobiles.

Paul Gowing suggested that a buffer be placed.                      

Ken Glanville has land on both sides of the trail.  He is concerned with people with four wheelers and believes he is losing privacy.

Paul Gowing said the Association will patrol.

Betty Glanville questioned if they would be notified of meetings. She is concerned with garbage on the trail and who will keep it clean.  Someone used leaves to cover up  chimney debris.Paul Gowing said notification will come from the County.

Jason Breckenridge said that landowners will be contacted for the meetings.

John Smuck asked the gallery who was not in favour of the G2G trail. 

Neil Warwick said that the Council has had very little involvement. He would like to see the Council try and help the people get information.

“That the Council of the Municipality of Morris-Turnberry request a letter be drafted to send to the
County of Huron and all lower tier municipalities requesting support that the landowners adjacent to
the proposed G2G Trail be contacted during the process;   and also   request answers to multiple the
 questions on the G2G Trail process.”

The Council wish to review the draft letter on April 15th and hold an information meeting for the adjacent property owners on May 20th .  Paul Vandermolen from the Trail Association and Cindy Fischer and Rebecca Rathwell will be asked to attend the May 20th meeting. 

Neil Warwick questioned if a water line is on the corridor will it require an Environment Assessment? What about other uses? This question should be addressed in the letter to the County of Huron.

Betty Glanville questioned the issue of coyotes or fox’s dens on the trail.

Jason Breckenridge stated that if there is a lease in Morris Turnberry it should be added to he list of questions.  

John Smuck questioned the lease fee of $2,500.00.

11.1.     Ontario One Call Service Agreement

authorize an Agreement between the Municipality of Morris-Turnberry and Ontario One Call, for the
Municipality of Morris-Turnberry.”

  11.2     By-law to Assume Bridges

"That By-Law No. 30-2014 be adopted as given first, second, third and final readings being a
by-law to assume the three County bridges, as part of the Municipality of Morris-Turnberry
Bridge structures.”

                                    This will be added to the Asset Management Plan.

 11.3 Capacity Funding: Small, Rural and Northern Infrastructure fund:

Capacity Funding, for 2014 to be used for the following items:

11.4    Road Issues:       John Smuck has two issues with roads being built up. Mailboxes  
    have been built up and water is moving back into the buildings. 

                                    Gary Pipe will look into this.

Jason Breckenridge:
Heattended the  MVCA annual meeting.  There was a vote on budget and it was passed.  There was a vote on levy and it was passed.  The MVCA is creating job descriptions focused on flood and erosion.

Jamie McCallum:

He attended the R J Burnside Client Appreciation night on March 26, 2014.He will be attending the County Council on Wednesday April 2, 2014

Jamie Heffer:He attended the Huron County Federation of Agriculture on March 21, 2014

David Baker:  Absent

John Smuck:

He attended the Huron County Federation of Agriculture on March 21, 2014.

He attended the Physician Recruitment last week and they discussed fundraisers including the golf drop
and meal at Fireside Café with supper theatre.  They have hired a Nurse Practitioner.

The Farm and Home Safety Association,   will be receiving the HST back for the signs that were purchased.

There has been discussion of CHIP and Farm and Home Safety joining.

He attended the  RJ Burnside Client Appreciation night on March 26, 2014 and won a turkey.

Neil Warwick: No report.

Paul Gowing:

He attended a meeting in Brussels on March 31, 2014 regarding the Turnberry Street Reconstruction.He also attended an open house tonight – on April 1, 2014, regarding the Turnberry Street Reconstruction.

“That the Council of the Municipality of Morris-Turnberry proceed with the Morris-Turnberry
sewage extension on Turnberry Street in Brussels;     with the proposal of a 15 year debenture
until the year  2030, and a connection within 15 years;   this will be presented to the andowners
at a meeting tentatively set  for May 6, 2014.”.
