Minutes of the Meeting

 

1)      Call to order:    The meeting was called to order by Mayor Paul Gowing at 7:35 pm with all members in attendance.

            2.  Purpose of the Public Meeting –   Mayor Gowing 

       PURPOSE AND EFFECT               

 The purpose of the application is to change the zoning on the north part Lot 44 and 45 Concession 1, TurnberryWard, Municipality of Morris-Turnberry from:

               AG1 (General Agriculture) to AG4 (Agriculture Small Holdings)  and AG 1-15. 

            3.         County Planning Department – Nancy Michie presented the County of Huron’s Planning report and power point,  which                 

                      recommended the application to be approved.           

             4.         Comments Received – Nancy Michie advised the Council there were no  comments received .

 

           5.         Applicants comments – There were no           applicants comments received.

 

            6.         Public comments – There were no Public comments.

            7.         Council comments and questions – A Farm entrance was questioned.   

                      The applicant explained there are 3 farm entrances.  There were no other Council comments.

             8.         Explanation of the Process following the Public Meeting by Mayor Gowing

             If the By-law is passed, the Clerk is required to send Notice of Passing of the By-law, to all persons and agencies notified of this Public 

            Meeting.  There is a 20 day objection  period from the time Notice of Passing of the by-law has been mailed by first class mail,                      
           wherein submissions/letters of objections or support in respect to the  passing of the by-law, will be received by the Clerk.

             7.2         By-law:  The council has the option to give consideration to the By-law or defer the By-law for an amendment.

                          If an amendment to the by-law is required, the council should consider a motion under Section 34 (17) no further notice is required.

 8)           Drainage Agreement

  "That the 2014 Dust Control Contract with Da Lee Dust Control for the supply and   application of 35% Calcium Chloride solution be extended for the 2015 dust control requirements, in the amount of $0.186 per litre; and, That the Director of Public Works is authorized to sign the necessary documentation ”

9.2  Petition for Drainage Works

 Peacock Municipal Drain:

 “That the Council of the Municipality of Morris-Turnberry accept the petition for improvement to the Peacock Municipal Drainage works at Concession 1 Spt Lot 52 and 53, Morris, under Section 78 of the Drainage Act; and that Dietrich Engineering Limited be appointed to prepare a report.”

Gary Pipe advised the council that he plans to erect a hidden intersection sign at the intersection.     He then left the meeting at 8:00pm.

 

10)  Business

 

 10.1     To authorize the Borrowing Funds for the year 2015

 " That By-Law No. 2-2015 be adopted as given first, second, third and final readings being a by-law to authorize the borrowing funds, for the Municipality of Morris-Turnberry, for the year 2015 .”

10.2     ROMA/OGRA Combined Conference                                             

 Delegations.         Notice – The Government of Ontario Process for Ministers’ and Parliamentary Assistants’ Delegations at the ROMA/OGRA Combined Conference, to be submitted by Friday, January 16, 2015.  

 Conference:    The Conference is February 22- 24, 2015

 It may be best to apply for a presentation- if approved, it can be withdrawn.

 The Council wish to approach the Municipality of Huron East and the Township of Howick for a  joint presentation  at the ROMA/OGRA Combined Conference.

 

 10.3           Possible dates for Budget meetings and meet with RJ Burnside

10.4     Ministry of Agriculture, food and Rural Affairs                    

 Upcoming Drainage Courses

 Day 1   April 1, 2015 in London -  is the course for Council members to attend.

 Sharen Zinn will attend the upcoming Drainage Course.

 

10.5     Standard of Care Workshop                                                               

 Blyth ESTC, Friday, January 16, 2015         9 am to noon – lunch will be provided

 This is for Jamie Heffer, Dorothy Kelly, Jim Nelemans,  John Smuck and Sharen Zinn.

   Jamie Heffer:

 

He attended the Municipal Christmas party on December 18, 2014, thought it was very good.

 

   Sharen Zinn: 

 

  She attended the Municipal Christmas party on December 18, 2014, and also thought it was very good.

 

   Jim Nelemans:

 

He attended the Municipal Christmas party on December 18, 2014, and also thought it was very good.

 

 Dorothy Kelly: 

She questioned if the cost of the Municipal Christmas party, if it was less than the cost of last years Municipal Christmas party.
She was disappointed in the  South West Conference, that it based on urban issues.  She filled out the survey from the conference and voiced her opinion.
There was a newspaper article regarding the Brussels Medical Dental Building, that she submitted.

 

John Smuck:  
The Bluevale Recreation Committee held a News Year Eve dance.  There was a good turnout with about 70 people.

 

   Mayor Paul Gowing:             

 

        He attended the Municipal Christmas Party on December 18, 2014 and also thought it was   very good. 
        He appreciated the party being backed up and it was a kick off to the Christmas season.
        The County of Huron is looking at better internet service for  the County rural areas.
