Minutes of the Meeting

 

1)     Call to order:    The meeting was called to order by Mayor Paul Gowing at                
          7:30 pm with all members in attendance.

7)       Planning                                                                                  7:40 pm

Susanna Reid - Huron County Planner was in attendance and presented a report.

  1. 1.      Archaeological Study of the Industrial Land Strategy                   

 

Motion:  463-2014        Moved by John Smuck             Seconded by Jamie Heffer

“That the Council of the Municipality of Morris-Turnberry receive the Planning Report approving  the following recommendations:

  1. That the Council receive the Stage 1 Archaeological Assessment  of the Industrial Land Strategy prepared by Golder Associates;
  2. That the Council direct staff to meet with owners of property included in the Stage 1 Archaeological Assessment to review the results of the study, and ask the property owners if they would like to continue with a Stage 2 Archaeological Assessment for their properties;
  3. That the Council direct staff to receive quotes for a  Stage 2 Archaeological Assessment for the properties where the owners of those lots would like to continue with a Stage 2 Archaeological Assessment;
  4. That the Council request that the Ministry of  Tourism Culture and Sport expedite the review of the Stage 1 Archaeological Assessment.”

            Disposition       Carried.

 

Susanna Reid left the meeting. 

 Dylan VandenAssem , Josef Studhalter and Jeff Kuepfer arrived at the meeting at 7:55 pm. 

Gary Pipe was in attendance. 

 

8)     Deputation:                                                                               8:00 pm

Gary Pipe presented an overview of the situation of the stop sign at the corner of Moncrieff Road and Clyde Line.

Dylan VanDenAssem , presented  concerns of the stop sign at the corner of Moncrieff Road and Clyde Line.     
Josef Studhalter and Jeff Kuepfer accompanied him for the presentation.   Various options were presented.  

Mayor Gowing advised that the Council had previously asked Gary Pipe to monitor the stop sign and bring a report back to the council.

Dylan VanDenAssem presented a petition from ratepayers to install stop signs on Clyde Line where it intersects with Moncrieff Road.

“That the Council of the Municipality of Morris-Turnberry receive the petition, with 37 names, submitted by  Dylan VanDenAssem , Josef Studhalter and Jeff Kuepfer ,    to install stop signs on Clyde Line where it intersects with Moncrieff Road.”

Disposition        Carried

 Dylan VanDenAssem , Josef Studhalter and Jeff Kuepfer left the meeting at 8:30 pm. 

    

9)     Business

“That the following resolutions be support and endorsed:
County of Huron – Reconsider Decision to Eliminate Home Postal Delivery

 9.2       Municipal Insurance Program                                                  

2015-2016 Effective January 1, 2015

“That the Council of the Municipality of Morris-Turnberry approve the insurance  premium from JLT- Jardine Lloyd Thompson Canada Inc for 2015-2016 in the amount of $41,928.00 + ORST and   include Volunteer Accident coverage at $750.00.”

 9.3       Ontario Community Infrastructure Fund                               

Formula-Based Funding Contribution Agreement

"That By-Law No. 83 -2014 be adopted as given first, second, third and final readings being a by-law to authorize the Mayor and Clerk to execute and affix the Corporate Seal to an Agreement between the Corporation of the Municipality of Morris-Turnberry and Her Majesty the Queen-In Right of Ontario as represented by the Minister of Agriculture, Food and Rural Affairs, for the Municipality of Morris-Turnberry.”

9.4       2015 Appointments                                                                   

The Council reviewed the draft appointment list for the following:

  1. 1.       Saugeen Valley Conservation Authority – Robert Buckle

“That the Council of the Municipality of Morris-Turnberry approve that Robert Buckle be the Morris-Turnberry Representative  for the Saugeen Valley Conservation Authority Board of Directors.”

  1. 2.      Council Appointment and concerns.  

John Smuck wished to discuss the appointment process with the council. 

His recommendation is that the Council be given a list of appointments to check the 1st five choices of each member,  prior to the Mayor recommendation. 

Mayor Gowing stated that the appointments are for a one year term, only. 

A policy will be considered by Council, to this effect.

“That the Council of the Municipality of Morris-Turnberry amend the Membership for the Bluevale Recreation representation on the Bluevale Hall Board to be 3 members, including  Rob Warwick, Darren Tanner and Jason Breckenridge.”

9.7       Dates for 2015 Budget Meetings

 Possible dates for budget meetings in 2015 were reviewed.   Possible dates are:  January 13th, February 11th and  a date in March, 2015.  

     

9.8       WSIB Premium Rate for 2015                                                  

A report was presented advising the Council of  a 24.68% increase in the premium for 2015.

 

9.9       ROMA/OGRA Combined Conference                                    

Delegations.         Notice – The Government of Ontario Process for Ministers’ and Parliamentary Assistants’ Delegations at the ROMA/OGRA Combined Conference must  be submitted by Friday, January 16, 2015.  

Conference:    The Conference is February 22- 24, 2015

This will be deferred until the next meeting. 

 

9.10      Remuneration – deemed expenses for Council                                      

                                    The existing resolution is in place unless revoked.

"That  the Council of the Municipality of Morris-Turnberry has reviewed the 2002 and 2004 resolutions in regards to the 1/3 of Council remuneration to be tax exempt and choose to leave the resolution in place.”

9.11      Standard of Care Workshop                                                     

Blyth ESTC, Friday, January 16, 2015, 9 am to noon. The applicable Council  members were advised of the date of the workshop.

 

10)   By-laws

 

9.1       By-law to Authorize the Acquisition of Land                         

The By-law is a requirement as a condition of consent to allow lands to merge on title with an existing lot.

"That By-Law No. 84 -2014 be adopted as given first, second, third and final readings being a by-law to authorize the acquisition of lands described as Part Lot 3, Concession 7, being Part 1 on Plan 2R-6202, Morris Ward, being part of PIN 41328-0062, as shown on the attached reference plan, as set out as Schedule “A” to this by-law, for the Municipality of Morris-Turnberry.”

11)  Council Reports:

  Jamie Heffer:

On December 10th he attended the Inaugural Session for the Warden.  He reiterates the support of the Council. 

   Sharen Zinn: 

  She attended the Warden Session on December 10th.  She congratulated Paul Gowing. 

On December 12th she attended the Municipal Conference.  She attended the New Council Orientation. 

She missed the CHIP meeting on December 10th

 Jim Nelemans:

He attended the AMO Municipal Conference.  He attended Team Norfolk, Economic Development promoted Norfolk County.  Norfolk has had a problem with builders.  They had a 1 day meeting and invited all the builders and CBO’s to solve the problem. 

He attended a Belmore Arena board meeting.  ‘Save the Ice’ are trying to come up with a solution.  There will be another meeting on Thursday night. 

 Dorothy Kelly: 

She attended the AMO Day on December 12th.  There is too much urban at Conferences.

She attended the Brussels Morris and Grey Community Centre meeting.  They discussed the budget.

She attended a meeting at the Medical Building and they are planning some changes. 

           

John Smuck:  No report. 

 

Mayor Paul Gowing: 

       He was chosen as the County Warden on December 10th

       He attended a Health & Safety meeting on December 8th

Break:  The Council took a short break at 9:40 pm and reconvened at 9:45 pm.

  

Jackie Riggs and Denny Scott left the meeting at 9:40 pm.
