Minutes of the Meeting 

 

1)        Call to order:    The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in attendance for the call to order,                    except Dave Baker who was absent.

2)       Agenda:                                 

An addendum from the Clerk was added to the agenda for consideration, as the item was of a time sensitive nature.

5)        Business from the Minutes

       There was no business from the minutes to be discussed.

7.1       Resolutions

                                    “That the following resolutions be supported and endorsed:
                                        Town of Collingwood – Reconsider Decision to Eliminate Home Postal Delivery
                                        Town of Bancroft – New OPP Billing Model
                                        Township of McKellar – New Municipal Policing Cost-recovery billing.”

7.2       Election Results                                                                        

The election procedure will be receommended to be amended so that notification to Candidates will only be by email. 

 

7.3       Year End Reconciliation, Tax-in-lieu, Supplementary, Tax Adjustments and Refunds for 2014:

“That the Council of the Municipality of Morris-Turnberry receive the 2014 Year End          
Reconciliation and Tax-in-lieu reports and approve the Supplementary, Tax Adjustments          
and Refundsfor the Municipality of Morris-Turnberry.”

7.4       Ontario Municipal Partnership Fund (OMPF)           

A report was presented to the Council that the 2015 OMPF funding for Morris-Turnberry will be $1,048,200, which is $239,500 less than 2014. 

  

7.5       Ontario Community Infrastructure Fund (OCIF)                   

A report was presented to the Council that Morris-Turnberry is not eligible to move to the next stage for the OCIF funding. 

  

7.6       Building Canada Fund – Small Communities Fund                

A report was presented to the Council that Morris-Turnberry is not eleigible to move to the next stage for the BCF funding. 

  

7.7       Emergency Program for 2014:

“That the Council of the Municipality of Morris-Turnberry approve the 2014 Emergency Management Program Annual Maintenance Report.”

8)     By-laws

 

8.1       By-law to Adopt an Agreement                                                

 

Motion:  439-2014        Moved by Jason Breckenridge   Seconded by John Smuck

"That By-Law No. 76 -2014 be adopted as given first, second, third and final readings being a by-law to rescind and repeal an agreement between the Corporation of the Municipality of Morris-Turnberry and the Corporation of the Township of North Huron, regarding zoning provisions and guidelines for the lands surrounding the Richard W. LeVan Airport, for the Municipality of Morris-Turnberry.”

9)     Council Reports:

 

Jason Breckenridge:

He chaired the Emergency Exercise on November 13th. The Exercise was a flooding with 2” of rain.   The Exercise went well. 
He attended the Huron Manufacturing Awards Banquet.  The new directory is out.  R R Welding received the Chairman’s Choice award and Pioneer won the Safety Award. 

 

Gary Pipe arrived at the meeting at 8:00 pm. 

 

Jamie McCallum:

He attended the Remembrance Day Service in Brussels on November 11th
He attended a CHIP meeting on November 12th.
He attended the Emergency Exercise on November 13th

  

Jamie Heffer:

On November 11th he attended the Remembrance Day service in Wingham. 
He attended 2 drain meetings on November 14th for the McNichol/Douglas Drain and Hulpher Drain. 
He attended a Belmore Community Centre on November 17th.  Due to the sustainability of the arena there has been resignations from the board.   There is a Save the Ice Group.  It has been a privilege to work with this group. 

 

David Baker:   Absent

 

John Smuck:   

He watched the Emergency Exercise on November 13th
He attended the Bryce Drain meeting on November 14th where an owner tied into the drain without notifying anyone. 
On November 25th  he attended the Physician Recruitment meeting.  Doctor appreciation is on November 27th.
They received a $10,000.00 grant from Music in the Fields.   

 Steve Fortier arrived at the meeting. 

 

Neil Warwick:

He had triple heart bypass surgery.  He thanked the Municipality, Council and staff for the flowers. 
He congratulated the new Council.  It has been a privilege working with this group. 

 

Paul Gowing:

It’s great to be back following surgery.  He congratulated the new Council.  He thanked the staff for their support and thanked the Municipality for the flowers.  He thanked Jason Breckenridge for chairing the Council meeting and the Emergency Exercise. 

The Huron Manufacturing Association is great for business support. 

He thanked Jamie for attending the Remembrance Day Services and attending the drain meetings.

  1. 1.      Notice from Pulles/Alpine Tree Service – re: Zoning By-law

Notice has been received that the Morris-Turnberry Zoning By-law is being appealed by Pulles/Alpine Tree Service. 
This matter will be discussed in closed Session.

14.1      Road Budget Review                                                              

  Gary Pipe- Director of Public Works was in attendance.  

 The up to date, Road Financial Statement was reviewed.

Gary Pipe thanked the Council for the past 4 years and wished them luck. 

 

14.2     General Budget Review                                                           

The up to date,  General Budget statement was reviewed. 

 Gary Pipe left the meeting at 8:30 pm.

The Council discussed matters concerning Identifiable Individuals; Report on Legal issues for the Building Department; Vacancy Rebate; Appeal Notice re:  Zoning by-law. 

 

Nancy Michie thanked the council for their cooperation over the last 4 years and wished   everyone well.
Mayor Paul Gowing, and Jamie McCallum thanked everyone and wished them well. 

 

17)      By-law 75- 2014    Confirming by-law

            "That By-law No. 75 -2014 be passed as given first, second, third and final readings,          
            being  a by-law to Confirm the actions of the Municipality of Morris-Turnberry for the meeting November 25,  2014."
