Minutes of the Meeting
1) Call to order: The meeting was called to order by Deputy Mayor Jason Breckenridge at7:30 pm with all members in attendance for the call to order, except Mayor Paul Gowing, Dave Baker and Neil Warwick who were absent.

2) Agenda:
An addendum from the Clerk was added to the agenda for consideration, as the items were of a time sensitive nature.
Jamie McCallum requested to add an item regarding Election Results.
Jason Breckenridge requested to add an item regarding the date of the next meeting.

7.1 CIBC Credit Agreement
The agreement is the same as the current agreement, with the updated borrowing limit, based on the 2014 borrowing by-law.

7.2 Recreation Grants
The 2014 recreation grant to North Huron and Belgrave Community Centre has been requested.

7.3 Alice Munro Project Report
A status report was presentedfor Council’s information, which included a financial report.
7.4 Santa Claus Parades
Wingham Parade November 29th at 11 am. Jason Breckenridge and Jamie McCallum will attend.
Brussels Parade November 29th at 5 pm. Jason Breckenridge, Jamie McCallum and John Smuck will attend.
7.5 Remembrance Day Service Wingham
Jamie Heffer will attend the Wingham Service and Dinner, in place of Mayor Paul Gowing..
7.6 Huron Manufacturing Excellence Awards
The event will be held on Thursday, November 13th, at the Hensall & District Community Centre
Jason Breckenridge will attend, as a council representative. Dave Baker will be asked if he wishes to attend.
If he can not Nancy Michie may attend.
7.7 Hydro Lands-. Clean up of right of ways
A member of Council requested this item be added to the agenda and was to have information on the matter, including Clean up of right of ways.
John Smuck said Hydro One does not want rent and the farmers will keep the land clean. Some of the land is owned and some is an easement.
The Council will monitor this matter. At this time no letter will be sent.
7.8 Emergency Exercise is Thursday November 13th 8:30 am
The current and New Council members are invited to attend the exercise.
8) By-laws
8.1 Agreement with MVCA and Bluevale Recreation

"That By-Law No. 73 -2014 be adopted as given first, second, third and final readings being a by-law to enter into an Agreement between the Corporation of the Municipaliyt of Morris-Turnberry and the Maitland Valley Conservation Authority and the Bluevale Recreation Association, for the operation and maintenance of the Pioneer Conservation Area, located in the Village of Bluevale, for the Municipality of Morris-Turnberry.”

A notice was received that the Township of North Huron will not be appealing the MT Zoning By-law and is not prepared to sign the Airport agreement, at this time.

the LeVan Airport..”

The By-law No. 70-2104 – Agreement for the LeVan Airport, will need to be repealed, as North Huron is not entering into the agreement.
Jason Breckenridge will not be able to attend the November 18th meeting.

2015 Building Permit Fees – Public Meeting

"That the Council adjourn the regular session and enter into a Public meeting to review the proposed 2015 Building Permit Fees.”

14.2 Public Meeting to present the 2015 Proposed Building Fees:
A Power Point presentation was presented to the council by Steve Fortier , outlining the process and fees.
There were no questions from the floor.
There were no comments from the Council.
