Minutes of the Meeting

 

 

1)        Call to order:    The meeting was called to order by Mayor Paul Gowing at 7:30 pm with
            all members in attendance for the call to order,  except Dave Baker and Neil Warwick who were absent.

3)      Declaration of Pecuniary Interest:

John Smuck declared a Pecuniary Interest for Item # 7.1 and 7.2 since he owns property   affected by the airport in the Zoning By-law.
No other member declared a pecuniary interest, at this time.

7.1   Zoning By-law

" That By-Law No. 45 -2014 be adopted as given first, second, third and final readings being a by-law to adopt a comprehensive Zoning by-law for the Corporation of the Municipality of Morris-Turnberry; with amended Section 27: Airport Lands (AL)  ; amended map numbering  in Bluevale; and the print on the Height Restriction Map, in larger print  ‘is not a Zone’.”

 7.2    Agreement with North Huron for Airport Zoning

" That By-Law No. 70 -2014 be adopted as given first, second, third and final readings being a by-law to adopt an agreement  with the Corporation of the Township of North Huron to adopt Zoning provisions and Guidelines  for the lands surrounding the Richard W. LeVan Airport.”

8.1       Huron Manufacturing Awards of Excellence Banquet

“That the Council of the Municipality of Morris-Turnberry approve a Bronze Sponsorship in the amount of $700.00 for the Huron Manufacturing Awards of Exellence Banquet.”

Protecting Rural Broadband

“That the Council of the Municipality of Morris-Turnberry support the Rural Ontario Municipal Association - Protecting Rural Broadband letter and forward to Industry Canada.”

 8.4      Ontario Community Infrastructure Fund                                

Formula Based Funding Allocation Notice

Information was presented to the Council thatMorris-Turnberry will receive $30,723.00 in 2015, for the Ontario Community Infrastructure Fund. 

 8.5       Remembrance Day Service:  Wingham/Brussels-Legion Services

“That the Council of the Municipality of Morris-Turnberry approve the purchase of  wreaths for the Wingham/Brussels Remembrance Day Service and the following will attend:     Brussels Legion Service – Jamie McCallum and Wingham Legion Service Dinner – Paul Gowing.”                     Disposition       Carried

 

Gary Pipe arrived at the meeting.

 

8.6       Financial Statement as of October 21, 2014                            

A year-to-date financial statement was presented for Council’s information.  

  

8.7       MVCA Agreement

"That the MVCA agreement for the Bluevale Conservation Area be approved and a by-law be prepared for the next meeting to adopt the agreement.”

8.8       Alice Munro LMP                                                                    

A report was presented for Council’s information.   The Council has requested a more detailed report including budget numbers for the studies.   

8.9       Agreement with the Ausable Bayfield Conservation Authority, for Source Water Protection:

" That By-Law No. 69 -2014 be adopted as given first, second, third and final readings being a by-law to adopt an agreement  with the  Ausable Bayfield Conservation Authority  to transfer Part IV duties to the Ausable Bayfield Conservation Authority.”

He attended a Belmore Community Centre meeting.  The Ice will be in by November 1st.   The kitchen needs upgrades.

He attended the Belgrave Community Fowl Supper.  This was the 66th year.

  1.    Hyrdo lands - A council member will obtain a sample notice recieved from Hydro One concerning right of ways.  A letter will then be prepared to send to Hydro One in regards to celan up of those areas.

  1. 2.      Moncrieff Road                                                                              

Gary Pipe presented a report on the surface treatment for Moncrieff Road and comments from property owners.    

The area will be monitored and if required, the Council will consider a 4-way stop. 

  

  1. 3.      Guiderail on Salem Road                                                                

Gary Pipe presented a report. 

There is no budget for the work, currently.  If it’s done it should be done properly. 

A ‘Watch for Farm Machinery’ sign will be posted on the road.

This matter will come before the next Council. 

           4.      2014 Fall Yard Waste Collection                                                     

Collection in the Urban areas will be October 27th and November 3rd.      

 Break:  The Council took a break at 8:28 pm and returned at 8:45 pm.
