Minutes of the Meeting

 

 

1)        Call to order:    The meeting was called to order by Mayor Paul Gowing at 7:30 pm with
           all members in attendance for the call to order.

 2)      Agenda:                                                                                              

An addendum from the Clerk was added to the agenda for consideration, as the items were of a time sensitive nature. 

Mayor Paul Gowing requested to add to the Closed Session - Email to Council- Identifiable Individual.

3)     Declaration of Pecuniary Interest:

John Smuck declared a Pecuniary Interest for Item #7.1, 7.2, 7.3 Zoning By-law since  his property is within the Airport Height Restriction. 

No other member declared a pecuniary interest, at this time.

       There was no business from the minutes to be discussed.

                         John Smuck declared a pecuniary interest and left the table.

   

7)       Planning  Issues: 

Draft Zoning By-law and Airport Height Restrictions             7:40 pm

Susanna Reid – Huron County Planner was in attendance.

Pat Newson – North Huron was in attendance.

 

Susanna Reid- Planner - presented the planning report, dated October 2, 2014 at the   meeting and a power point presentation. 

Pat Newson from North Huron explained the North Huron position that the current east west runway has strong cross winds and a north south runway is proposed.

 Steve Fortier was in attendance. 

 7.1    Airport Height Restriction

“That the Council of the Municipality of Morris-Turnberry  is not in favour of  the recommendation that the east and west runway height restrictions being included in the Morris-Turnberry Zoning By-law as a zone.”

“That the Council of the Municipality of Morris-Turnberry is not in favour of a North and South runway height restriction being included in the Morris-Turnberry Zoning By-law for information purposes.”

“That the Council of the Municipality of Morris-Turnberry support that the side yard setback for the Airport Lands ( AL) zone,   be changed from 10 meters to 5 meters.”

“That the Council of the Municipality of Morris-Turnberry hereby approve that the east and west runway height restriction only,  be set up in the Morris-Turnberry Zoning By-law as information, for  notification only,   and not a zone.”

That the Council of the Municipality of Morris-Turnberry has held a public meeting pursuant to section 34 (12) of the Planning Act, R.S.O. 1990, as amended,   with respect to the proposed Zoning By-law for the Municipality of Morris-Turnberry;  

And that certain changes have been made to the proposed by-law after the holding of the public meeting;

Now therefore, the Council of the Municipality of Morris-Turnberry hereby resolves that pursuant to Section 34 (17) of the Planning Act, 1990, no further notice is to be given with respect to the proposed by-law.”

“ That pursuant to the Council Procedural By-law,  members who oppose a resolution may propose to reconsider the motion ;

 And that the Motion No. 385-2014 be reconsidered by Council;  

AND That the Council of the Municipality of Morris-Turnberry has held a public meeting pursuant to section 34 (12) of the Planning Act, R.S.O. 1990, as amended with respect to the proposed Zoning By-law for the Municipality of Morris-Turnberry;

And that certain changes have been made to the proposed by-law after the holding of the public meeting;

Now therefore, the Council of the Municipality of Morris-Turnberry hereby resolves that pursuant to Section 34 (17) of the Planning Act, 1990, no further notice is to be given with respect to the proposed by-law;

and bring Motion: 385-2014 back with no further motion.”

7.2    Agreement with North Huron for Airport Zoning                       

The proposed agreement with North Huron concerning North Huron’s responsibility should an appeal be lodged against the airport property was reviewed.     The agreement will be reconsidered at the October 21st, 2014 meeting. 

 

7.3    Recommendation of Direction-Zoning By-law:

“That the Council of the Municipality of Morris-Turnberry approve and give  recommendation of Direction for staff to prepare the Final Zoning By-law for Consideration by Council on October 21, 2014.”

John Smuck returned to the table.

 

Susanna Reid, Pat Newson and Steve Fortier left the meeting at 8:45pm. 

 

8)     Business  

8.1       Resolution

                        “That the following resolution be support and endorsed:
                         Township of Greater Madawaska – Protection of Public Participation Act.”

8.2       Turnberry Street Water & Sewer Rates                                 

A copy of the letter presented to Huron East Council from the Morris-Turnberry landowners.   

This was for Council’s information, only. 

                                    The Municipality of Huron East has a plan to review the rates by next spring.

 

8.3       2015 Draft Budget of Saugeen Conservation                            

An increase of 1.9% over the 2014 levy in the amount of $30,107.

 8.4      2015   Policing Costs                                                                  

A report was reviewed for Council’s information. 

The 2015 Policing costs for Morris-Turnberry will increase by $36,133.00 or 12.6%.

 

9)       By-laws                                                                                              

 9.1       Appoint an Auditor

" That By-Law No. 65 -2014 be adopted as given first, second, third and final readings being a by-law to appoint the firm of Vodden, Bender & Seebach of Clinton as the Auditor for the year 2014, for the Municipality of Morris-Turnberry.”

9.2   Armstrong Municipal Drain

           "That By-Law No. 63-2014 be adopted as given first, second, third and final readings being a by-law to amend By-Law No. 1-2014 to                     provide for a lesser amount for the Armstrong Municipal Drain Branch A – 2013, for the Municipality of Morris-Turnberry.”

9.3  Doerr Municipal Drain

            "That By-Law No. 64-2014 be adopted as given first, second, third and final readings being a by-law to amend By-Law No. 46-2013 to                  provide for a lesser amount for the Doerr Municipal Drain – 2013, for the Municipality of Morris-Turnberry.”

 Jason Breckenridge:

He attended a Bluevale Rec meeting.  They are looking at licensing the hall.  There will be a New Year’s Eve Dance and maybe a Halloween Dance. 

He attended the all Candidates meeting.

 Jamie Heffer:  No report. 

 David Baker:   No report.

 John Smuck:  No report.

 Neil Warwick:  No report. 

 Paul Gowing:

He attended the Howick-Turnberry Fair.  He participated in the cake decorating competition and won the contest.
