Minutes of the Meeting

 

 

1)        Call to order:    The meeting was called to order by Deputy Mayor Jason Breckenridge at 7:30 pm with all members in attendance for the call to order, except Dave Baker who was absent and Mayor Paul Gowing was late, as he was representing the Municipality,  at the Brussels Fall Fair.

3)      Declaration of Pecuniary Interest:

Neil Warwick declared a Pecuniary Interest since an account for his business is listed in the accounts. 

  No other member declared a pecuniary interest, at this time.

 

Mayor Paul Gowing arrived at the meeting at 7:31 pm and assumed the Chair.

$ 760,852.68 less Neil’s Repair Service.”

7)      Business

            7.1    Audit Fee Proposal

“That the Council of the Municipality of Morris-Turnberry approve the proposed fee from Vodden, Bender & Seebach Chartered Accountants for preparation and audit of the Consolidated Financial Statements for 2014 in the amount of $13,500.00 plus HST at a $500 increase for 2014 and recommend that proposals be called,   for 2015.”

            7.2    2013 Municipal Performance Measurement Program                

                        Report was reviewed for Council’s information.

“That the Council of the Municipality of Morris-Turnberry receive the 2013 Municipal Performance Measurement Program Report, as submitted September 16, 2014.”

             7.3    Report on Guard Rails as requested September 2, 2014

                        Mayor Paul Gowing will present a report from County Council in Roads Item 10.5.

 

 

            Denise Van Amersfoort arrived at the meeting at 7:55pm. 

 

 

            7.4   North Huron Policy for Cross Border Servicing:

                        The Council reviewed the letter to be mailed to North Huron and the News Release.

“That the Council of the Municipality of Morris-Turnberry approve the Letter , as amended,  to the Township of North Huron and the News Release in response to the August 5, 2014 Policy for Cross Border Servicing.”

                        Steve Fortier joined the meeting at 8:10 pm.

 

 

8)     Planning  

 

            8.1  Zoning By-law                                                                    8:10 pm

Susanna Reid – Planner presented a power point presentation of the draft Zoning Bylaw report and presented the September 11th and 12th reports to the council.                                           

Susanna Reid spoke about the  proposed AL  ( Airport Land)  Zone and height restriction.                      

 

 

John Smuck declared a pecuniary interest and left the table since his property is within the height restriction area.

“That the Council of the Municipality of Morris-Turnberry give direction to the Staff to redraw the height restriction  map based on the existing runway with topography added.”

            John Smuck returned to the table at 8:35 pm.

“That the Council of the Municipality of Morris-Turnberry request that the Draft Zoning By-law be presented to Council at the next meeting and that the wording of  the Draft Zoning By-law   Section 1.24  Airport Lands,  AL Zone, not be amended,  that it remain  a recommendation not a zone  and  add  wind turbines, towers and antennas as restrictions.”

8.2  Wingham  Industrial Land Strategy                                   8:20 pm   

Susanna Reid and Denise Van Amersfoort – Planners presented a report of the Archaeological Study, Servicing Study and EIS Study.

Servicing Study

“That the Council of the Municipality of Morris-Turnberry defer the Servicing Study until Morris-Turnberry receives feedback from the Cross Border Servicing Policy  letter sent to the Township of  North Huron.”

“That the Council of the Municipality of Morris-Turnberry approved the EIS ( Environmental Impact) Study by NRSI in the amount of $19,875.00.”

“That the Council of the Municipality of Morris-Turnberry recommend to proceed with the Final By-law and a Public Meeting for the Proposed Building Fees as proposed to freeze the Building Permit fees for 2015 and the new Council review building fees for 2016 and 2017.”

            10.1      Stop Signs on Clyde Line

“That the Council of the Municipality of Morris-Turnberry approve the report for the installation of Stop signs on Clyde Line.”

A by-law will be prepared for consideration at the October 21, 2014 meeting.

 

 

            10.2      Nichol Drain and Brussels Turnberry Street Reconstruction    

A Report was reviewed.

“That the Council of the Municipality of Morris-Turnberry accept the request from the County of Huron that an engineer inspect the Nichol Municipal Drainage works at the south end of Turnberry Street, Brussels, ON, under Section 65 (3) of the Drainage Act and that R J Burnside & Associates Engineer be appointed to prepare a report.”

            10.3      Applications for Ontario Community Infrastructure Fund (OCIF) and

Building Canada Fund – Small Community Fund (BCF-SCF)

“That the Council of the Municipality of Morris-Turnberry hereby approves the submission of the Expression of Interest for the Ontario Community Infrastructure Fund (OCIF)  and the Building Canada Fund-  Small Communities Fund  ( BCF-SCF)    and  hereby  declares:

  1.  that the information contained within the attached ‘Bluevale Stormwater Drainage Project’  Expression of Interest is factually accurate;   and that the Expression of Interest for the ‘Clyde Line Resurfacing Project is factually accurate;” 
  2. and that the Municipality will have a comprehensive asset management plan for the Municipality of Morris-Turnberry that includes all of the information and analysis described in the document Building Together: Guide for Municipal Asset Management Plans, was in place by December 31, 2013;
  3. and that the Comprehensive asset management plan was publicly available, including online on the Municipal website, by May 30,2014;
  4. and that the Bluevale Stormwater Drainage Project  and the Clyde Line Resurfacing  Project , put forward in this application will be completed by December 31, 2015.”

            10.4     Rombouts/ Ryan Drainage Agreement:

“That the Council of the Municipality of Morris-Turnberry hereby approve By-law No.  62-2014, as given first, second, third and final readings,     being a by-law to approve a drainage agreement for Pt Lot 29 and 30 Concession 7  and Pt Lot 30 Concession 8, Morris.”

10.5       Report on Guard Rails

Mayor Paul Gowingpresented a report from County Council.    Discussion followed with the Director of Public Works- Gary Pipe who will be taking a submission to the AORS Association in regards to guard rail on Municipal roads.                

 

 

Gary Pipe left the meeting at 9:50 pm. 

 

 

11)  Council Reports:

 

Jason Breckenridge:  No report

 

Jamie McCallum:

He missed the CHIP meeting due to the Lame Duck meeting. 

 

Jamie Heffer:

He attended a Belmore Community Centre meeting Sept 15th.  They are getting ready for ice. 

 

David Baker:   Absent

 

John Smuck:

He was at the Maitland Elementary Fair in the Safety Booth. 

He attended a Physician Recruitment meeting.  It’s hard to keep a Nurse Practitioner.  The Golf Ball tournament raised $7,000.  There is an event is at Fireside. The tickets are selling. 

 

Neil Warwick:  No report

 

Paul Gowing:

He attended an Economic Development meeting with Jamie McCallum and Nancy Michie on September 5th.   Five people were chosen for the committee. 

On September 11th he attended a Union Gas meeting to see if it’s feasible to bring Natural Gas to Walton.  It’s too expensive. 

He attended the Brussels Fall Fair tonight and extended greetings from Morris-Turnberry. 

Notice to Council and Public that there is Food Fare on October 4th at the Maitland River Church.  Test drives of Ford Vehicles.
