Minutes of the Meeting

 

 

1)        Call to order:    The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in attendance for the call to order.

5)        Business from the Minutes

John Smuck asked about the Guard Rails on the Jamestown Bridge.  They should only  be for highly used areas.  Mayor Gowing noted that the projects are engineered to MTO standards.  Is that the proper standard?  Paul Gowing will bring the matter up at the County. 

       There was no other  business from the minutes to be discussed.

 

 

Jamie McCallum declared a pecuniary interest since a gift  for his baby is listed on the accounts.

            6.1   Account  List:

"That the Accounts dated September 2nd, 2014 be approved for payment in the amount of             
$420,950.41 less Jamie McCallum account in the amount of $25.00.”
            Disposition       Carried

 

                        Jamie McCallum declared a pecuniary interest and left the table.

7)      2013    Financial Statement                                                      7:40 pm

“That the Council of the Municipality of Morris-Turnberry  receive the 2013 Financial Statement as presented by Nancy Bridge-  Vodden, Bender and Seebach Chartered Accountants.”

Nancy Bridge left the meeting at 8:15 pm. 

 

Henry VanHeesch and Marilyn VanHeesch arrived at the meeting at 8:15 pm. 

 

  

8)       Draft Zoning By-law                                                                          

A hard copy was given to the Council.  A copy was emailed to all council members.   
A listing of the changes to the draft was distributed to the Council.

 

The Planner- Susanna Reid will be presenting the document on September 16th, 2014.

 

Gary Pipe arrived at the meeting at 8:20 pm. 

 

9)      By-Laws                                                                                  

 

9.1          Repair and Maintenance of the Victoria Street Bridge            

                                                 

            Motion:  336-2014        Moved by Jamie Heffer                         Seconded by Jamie McCallum

" That By-Law No. 54 -2014 be adopted as given first, second, third and final readings being a by-law to authorize the  By-law for Maintenance and Repair of the Victoria Street Bridge , for the Municipality of Morris-Turnberry and North Huron .”

                                    9.2       Servicing Agreement By-law                                                   

                                    This is an update from the current agreement.

" That By-Law No. 55 -2014 be adopted as given first, second, third and final readings being a by-law to authorize the Servicing Agreement with North Huron , for the properties in the Municipality of Morris-Turnberry.”

9.2.1     Cross Border Servicing Policy from North Huron

 

Motion:  338-2014        Moved by Neil Warwick            Seconded by John Smuck

“That the Council of the Municipality of Morris-Turnberry prepare a letter and a Press Release to be sent to the North Huron Council explaining that the North Huron Cross Border Policy  is not being Progressive  for the Economic Development, and that the staff is to prepare and send the letter and Press Release to the Council for approval.”

9.3             By-law -  Election Compliance Audit Committee and Terms of Reference

“That By-Law No. 56 -2014 be adopted as given first, second, third and final readings being a by-law to appoint a Joint Compliance Audit Committee and adopt the terms of reference  , for the Municipality of Morris-Turnberry.”

                                    9.4    By-law Final Property Tax billing  and Newsletter

“That By-Law No. 57 -2014 be adopted as given first, second, third and final readings being a by-law to authorize the 2014 final tax billing , for the Municipality of Morris-Turnberry.”

Copies had been emailed to the Council on August 22, 2014,  with no comment received.

“That the Council of the Municipality of Morris-Turnberry receive the newsletters for the final tax billings, for the Municipality of Morris-Turnberry.”

            9.5   By-law Site Plan agreement – VanHeesch                                    8:50 pm 

            Henry VanHeesch and Marilyn VanHeesch were in attendance.

“That By-Law No. 59 -2014 be adopted as given first, second, third and final readings being a by-law to authorize a site plan agreement for the South Part of Lot 9 Concession 1, Turnberry.”

  10.1    Brussels Legion Army Cadet Corps                                        

  Request for a donation.

 “That the Council of the Municipality of  Morris-Turnberry file the request for a donation to the Brussels Legion Army Cadet Corps .”

 10.2     E-Deposit                                                                                 

 A report of the e-deposit cost and savings was presented to the Council.

 

 

10.3      O.P.P. Costing Formula                                                           

Council reviewed the  OPP Costing Formula report for their information. 

Also a letter from the Township of Baldwin was distributed for information.

 

 

10.4      Huron Bruce MP Ben Lobb Municipal Night               

September 4, Social 6:30 pm, Knights of Columbus Centre, Wingham

Paul Gowing , Jamie McCallum, Jamie Heffer and Neil Warwick have confirmed attendance.

                                                           

 

10.5      Brussels Fall Fair                                                                   

 September 16th  & 17th

 Paul Gowing is invited for greetings on September 16th 

 

 

10.6      2014 Council and Staff Christmas Party                                 

The Council has no objections to the possible dates November 21st or November 28th

 

 

 

10.7      Ontario Community Infrastructure Fund (OCIF) and

Building Canada Fund – Small Community Fund (BCF-SCF)

Gary Pipe was in attendance for the report.

“That the Council of the Municipality of  Morris-Turnberry approve the submission of an application for the OCIF  program  for the Bluevale Storm Sewer at 90% funding;    and the submission of an BCF-SCF application for the Clyde Line Road Resurfacing at 50% funding    and that the expressions of interest be prepared for final approval by council on September 16, 2014. ”
