Minutes of the Meeting

 1)        Call to order:    The meeting was called to order by Mayor Paul Gowing at 7:30 pm with
 all members in attendance for the call to order, except Dave Baker who was late.

2)     Agenda:

An addendum from the Clerk was added to the agenda for consideration, as the items were of a time sensitive nature. 

Jason Breckenridge requested to discuss the Web Page.

Dave Baker joined the meeting at 7:33 pm. 

 

3)      Declaration of Pecuniary Interest:

Neil Warwick declared a Pecuniary Interest since an account for his business is listed in the accounts. 
Jason Breckenridge declared a Pecuniary Interest for Item # 15.9 since he is on the MVCA board and the Bluevale Recreation and the Morris-Turnberry Council. 

No other member declared a pecuniary interest, at this time.

5)        Business from the Minutes

       There was no business from the minutes to be discussed.

7)       Presentation to James Marshall by Mayor Gowing was moved to Item # 22.

8)       Planning – Wingham Area Industrial Land Strategy              7:40 pm 

Sally McMullen – Huron County Planner was in attendance.

“That the Council of the Municipality of Morris-Turnberry direct that the staff review the proposal and  report  back  to council with a proposal within the budget;  and if not within the budget, then the Council is  not interested in proceeding with  the study.”

Jonathan VanCamp arrived at the meeting at 7:50 pm.

Gary Pipe arrived at the meeting at 8:05 pm. 

Aart DeVos, Don Ross and Alan Willits arrived at the meeting at 8:25 pm. 

 Sally McMullen left the meeting at 8:30 pm. 

  

9)       Belgrave Community Centre Financial Report                        8:35 pm

  Jonathan Van Camp was in attendance and presented a report.                     
The expenses are up and there was a drop in revenue. 
The Board is in a good financial position.
There have been concerns with the Arena Floor and the Playground Equipment. 
He thanked the Council for their donation and is happy with a $20,000.00 donation.

 10)    Deputation:     Property Owner:   Alan Willits                        8:50 pm

Concern:       Guide Rail on Salem Road
  A Municipal Report was presented by Gary Pipe.            
Alan Willits made a presentation.   He said the guide rail makes it unsafe when large agricultural equipment is on the road. 
The road is not wide enough. 

 Action:  Gary Pipe will look at this and bring a report back to the Council in September. 

 Aart DeVos, Don Ross and Alan Willits left the meeting at 9:10 pm. 

 11)    Petition Moncrieff Road                                                                       9:10 pm

A petition was received from Dylan VanDenAssem in regards to dust and wash boarding on Moncrieff Road. 

 Gary Pipe presented a report and will give consideration to this request.

12)      Deputation – Mary Street, Lower Town                                9:12 pm

Mary Schuit was in attendance, concerning the Traffic Speed on Mary Street,   Lower Town
 Gary Pipe presented his Municipal report.                                                               
 Action:  To erect a stop sign at the corner of Mary Street and Royal Street.

“That the Council of the Municipality of Morris-Turnberry prepare a by-law to erect a stop sign at the corner of Mary Street and Royal Street.”

  Gary Pipe- Director of Public Works will be in attendance.   

   13.1    Snow Plow Contract Extension           

Motion:  314-2014         Moved by Jamie Heffer           Seconded by Jamie McCallum
 “That the Council of the Municipality of Morris-Turnberry approve a 3 year extension to        
 the Snow Plow Contract with Ryan Construction.”
 Disposition      Carried

The contract will be $98.00 per hour for snowplowing and $75.00 per day for standby. 

 13.2     County of Huron proposed Lining of Structure 4-33.4  /Blackhall Drain                                                                                              Motion:  315-2014        Moved by Jason Breckenridge  Seconded by Jamie McCallum
 “That the Council of the Municipality of Morris-Turnberry receive the letter  and drawings from the  County of Huron regarding the Lining of Structure 4-33.4, South of Wingham, as part of the Blackhall Municipal Drain,   as    submitted July 22, 2014 and file the letter.”                                                 Disposition      Carried

 Other Business:    1.  Jamie Heffer said he has heard good comments on the grass cutting on the roadside. 

 2.  Jason Breckenridge thanked all the staff for their work at the Bluevale Homecoming Weekend.

 15.2     Morris-Turnberry Financial Report                                         

 The report was presented for Council’s information.

 

15.3      Active Transportation Support-   Interest in a partnership.

15.4      Bluevale Homecoming Ad

“That the Council of the Municipality of Morris-Turnberry sponsor the Bluevale Homecoming Ad in the amount of $100.00.”

 15.5      Huron County Food Bank                                                        

The Huron County Food Bank has requested a donation, with the suggested amount being $.50 for every resident, totaling    $1,701.50.

 15.6      Invitation to the Wingham Homecoming         July 31 – August 4, 2014

An invitation was received to the Homecoming events.            

The Parade will be on August 2, 2014 at 11 am.  A map of the route was attached. 

 15.7      Alice Munro Proposed Signage

“That the Council of the Municipality of Morris-Turnberry approve the addition of the sign on London Road, at the north end of Wingham, located in Morris-Turnberry   to recognize Alice Munro.”

15.8      Candidate Information Session                                                 

A session will be held on Thursday, July 24 at 7:00 pm, in Clinton for potential nominees for the Municipal election.

 Jason Breckenridgedeclared a pecuniary interest for the next item 15.9   and pushed back from the table.

 15.9      Pioneer Conservation Authority Lease Agreement                    

This draft lease agreement was reviewed by the Council.

This will be brought back to a later meeting for consideration for adoption.   

 Jason Breckenridge returned to the table. 

 15.10    Update on the Union Gas Request for Walton area

Nancy Michie reported to the Council on the meeting date for the proposed Natural Gas line from Blyth to Walton.

  

16)   By-Laws

 16.1       Appoint Fire Chief and Deputy Fire Chiefs

" That By-Law No. 50-2014 be adopted as given first, second, third and final readings being a by-law to appoint a Fire Chief   and   (2) Deputy Fire Chiefs for the Fire Department of the Township of North Huron, for the Municipality of Morris-Turnberry.”

 Jason Breckenridge:

The Bluevale Homecoming went well. 

 Jamie McCallum:

He attended a CHIP meeting on July 9th

 Jamie Heffer:

He attended a Belmore Community Centre meeting on July 21st.  The artificial ice will be in Belmore for the 2014 – 2015 season and they will review it again next year. 

 David Baker:   No report.

 John Smuck:  No report.

 Neil Warwick:  No report.

 Paul Gowing:

The Wescast meeting was delayed. 
He attended a Human Resource meeting but the meeting was adjourned since the third party was not in attendance. He encourages everyone to attend the Candidate meeting on July 24th.
