SPECIAL MEETING

Minutes of the Meeting

 

1) Call to order:    The meeting was called to order by Mayor Paul Gowing at 7:20 pm with all
                          members in attendance.

Staff in Attendance:

Nancy Michie                Administrator Clerk Treasurer
Gary Pipe                      Director of Public Works

Others in Attendance:    No others were in attendance. 

Purpose:   The special meeting has been called to deal with:

1.      Review Personnel Policy

2.      Review Municipal Alcohol Policy

3. Closed Session:     

 1.  Confidential Report on  Development

 2.  Confidential Report on Employee issue 

2) Agenda:                                                                                                           

 

Adoption of Agenda:

Motion:  461-2011      Moved by Jamie McCallum     Seconded by Neil Warwick

“That the agenda for the meeting of   November 8, 2011 be adopted as circulated.”

Disposition                        Carried 

3) Declaration of Pecuniary Interest:

No member declared a pecuniary interest, at this time.

4)  Closed Session:

1.  Confidential Report on Development
2.  Confidential Report on Employee issue
 

4.1.   Enter into Closed Session:                                             7:23 pm

Motion:  462-2011      Moved by Jamie Heffer                       Seconded by Jason Breckenridge

“That the Council adjourn the Public Session of Council and enter into a Closed to the Public Session for a  matter pursuant to the Municipal Act, Section 239 (2)   (a)  Security of property of the municipalityand (b)  personal matters about an identifiable individual.”

Disposition      Carried 

4. 2 Adjourn the Closed Session:                                         9:05 pm

Motion:  463-2011      Moved by John Smuck                        Seconded by Jason Breckenridge

“That the Council adjourn the Closed to the public session and re-enter regular open session of council.”

Disposition      Carried

4.3  Report to the Public from Closed Session.

Council discussed confidential issues concerning Development and Employee Issues. 

Break:

The council took a short break at 9:05 pm and returned to the meeting at 9:10 pm.

5) Business:

1.   Review of Personnel Policy

The Personnel Policy was reviewed by the Council.  A draft with changes will be                    
 brought back to the next meeting. 

Extension of the Meeting: 

Motion:  464-2011      Moved by John Smuck                        Seconded by Neil Warwick

“That the meeting be extended past the curfew of  10:30 pm.”

Disposition       Carried. 

2.  Review the Municipal Alcohol Policy   

Motion: 465-2011       Moved by Jamie McCallum     Seconded by Jason Breckenridge

“That the Council add the Alcohol Policy to another meeting to keep the meeting under               
4 hours.”

Disposition      Carried 

6) Adjournment: 

Motion:  466-2011      Moved by Jason Breckenridge             Seconded by Jamie Heffer

"That the meeting be adjourned at 10:50pm. and this is deemed to be 2 – 4 hour meeting."
