Minutes of the Meeting

 

1) Call to order:     The meeting was called to order by Mayor Paul Gowing at 7:35 pm with all members in attendance, except Dave Baker who was absent.

2) Agenda:

The Clerk added a listing to the agenda for consideration, as the items were of an urgent nature.

3) Declaration of Pecuniary Interest:

No member declared a pecuniary interest, at this time.

4) Minutes:

Motion:  420-2011      Moved by Jason Breckenridge  Seconded by Neil Warwick

“That the minutes of the October 4th, 2011 Council Meeting, be adopted as circulated.”

5) Business from the Minutes

John Smuck would like to discuss at a future meeting, the possibility of the full time Deputy Clerk position being a contract position.

There was no other business from the minutes to be discussed.

6) Accounts

Motion:  421-2011      Moved by Jamie Heffer                       Seconded by Jamie McCallum

"That the Accounts dated October 18th, 2011 be approved for payment in the amount of             
$148,245.27 less Neil’s Repair Service in the amount of $532.58.”

Disposition      Carried

Neil Warwick declared a pecuniary interest and left the table.

“Thatthe account of Neil’s Repair Service in the amount of $532.58 be approved for payment.”

Disposition      Carried

Neil Warwick returned to the table.

7) Deputation:                                                                                         7:40 pm

Prism 911 David Lew - Chief Emergency Medical Service and Gary Wood – County   CEMC

David Lew and Gary Wood presented an overview of the Prism 911.

Gary Pipe arrived at the meeting.           

PRISM is a Community Notification System started in 2009, using the MPAC data.

All telephone numbers are in the system, that have been submitted.

It is a verification system.

It sends a message out in 60 seconds.

Other Counties are looking into this.

PRISM was used during the tornado.

The municipality must activate the PRISM call.

They would like each municipality to provide a data base number of the citizens.

The EMS require the County Council’s approval for PRISM to notify the residents if a storm is coming in.

Neil Warwick asked if there was a charge to use PRISM for notification for Emergency  Situations. There is no cost for a municipality.

The Capital Cost was $88,000.00 and less than $20,000.00 per year to maintain the system.

They are looking at how to get information out to the residents about the PRISM system.

David Lew and Gary Wood advised that the EMS is looking at a siren system.  Bruce County has one for Bruce Power.       

David Lew and Gary Wood left the meeting at 8:20 pm.

1.   Truck Repair

“That the Council of the Municipality of Morris-Turnberry authorize the Director of Public Works to proceed with a new reconditioned engine with warranty,  for the repair of the International Dump Truck, as directed and to waive the provisions of the Procurement Policy.”

Disposition      Carried 

Steve Fortier arrived at the meeting at 8:30 pm. 

2.Manpower for Snowplowing:  

Motion:  424-2011      Moved by Jamie Heffer                       Seconded by Neil Warwick

“That the Council of the Municipality of Morris-Turnberry give authorization to advertise, if required, for part-time snow-plow manpower.”   

Disposition      Carried 

3.  Trees for Maitland

Gary Pipe and Paul Gowing attended a meeting on October 18, 2011 for the Trees for Maitland Committee.

There is a suggestion to plant trees, shrubs and econo grass at the Municipal Office and at the Turnberry Park.

It could cut down on lawn maintenance.  The sites could be naturalized, as long as it doesn’t look like the lawn hasn’t been cut.

4.  Salem Road Construction

Jason Breckenridge asked if most of the bills are in for the construction.   Gary Pipe said yes most are in.

5.  Other Business

John Smuck said Farm & Safety want to know where the slow moving signs were erected. 
He asked Gary Pipe if he did a map location of where the signs were put.

There was no other business to discuss.

Gary Pipe left the meeting at 8:45 pm.

9) Business:

 

9.1 Surplus application Sandy Fair:

A report was presented at the meeting, that the consent was successful.

Sandy Fair extended a thank you to all those who helped.

9.2 County of Brant:

Motion:  425-2011      Moved by Jamie Heffer                       Seconded by John Smuck

“That the Council of the Municipality of Morris-Turnberry endorse and support the resolution from the County of Brant, concerning ‘commercial grain elevator operations’.”

Disposition      Carried 

9.3 Richard W. LeVan  Airport Report:

1. The report was handed out on October 4th, 2011 to the Council members.

The council would support in-kind and maybe snow removal.

“That the Council of the Municipality of Morris-Turnberry defer the following action   concerning the Richard W. LeVan Airport Report.”

Disposition      Carried  

2.Member on the Committee:

This will be deferred until other loose ends are straightened up with the Municipality.

9.4 2011 Ontario West Municipal Conference

Friday November 25, 2011    London Convention Centre

Paul Gowing and Jason Breckenridge will attend the conference.

9.5       Planning Fees:

1.  A report to amend the Planning Fees within the County of Huron.

"That Mayor Paul Gowing advise the County of Huron that the amended planning fee increases are significant and should be only 12 % increase, in line with CPI.”

2 In lieu of parkland fees:

“That the Council of the Municipality of Morris-Turnberry increase the in lieu of parkland to $300.00, which is the same as Howick Township.”

9.6 Source Water Protection:

The Council reviewed the report, for information.

Meetings will be held in December for Council members to attend.  Paul Gowing will  
attend one meeting

9.7 Fire Suppression- RFP’s:

This item will be deferred until after the Closed Session.

9.8 Tornado Donation/ Expenses:

“That the Municipality of Morris-Turnberry invoice the Town of Goderich for Morris-Turnberry expenses for manpower and equipment used for the Goderich cleanup and then donate the amount of the invoice, in the amount of $12,714.90.”

9.9 Huron Manufacturing Association:

Awards night is November 18, 2011 at the South Huron Recreation Center – 94 Victoria St. E., in Exeter.

Jamie Heffer and Jason Breckenridge will plan to attend.

9.10 Clerk’s Report:

The Council reviewed the report dated October 13, 2011, for information.

9.11 2011 Fall Yard Waste Collection:

Jamie Heffer wondered if this service should be user pay.  Deputy Mayor Breckenridge suggested that the municipality should keep track of the costs for the Green Proposal, it may offset this cost.   Mayor Gowing explained that the Urban residents can not burn refuse, as the rural residents can.

10) By-Laws:

10.1By-law to adopt a Remuneration Policy to add the Computer Expense Policy for Council

"That By-Law No. 61-2011 be adopted as given first, second, third and final readings being a by-law to approve theamendedRemuneration Policy to add the Computer Expense Policy for Council, for the Municipality of Morris-Turnberry, with paper supplies deleted.”

11) Council Reports:

Jason Breckenridge:

He did not attend the Bluevale Recreation Meeting on October 17, 2011, as he attended the Fire Meeting.

There is a Bluevale Hall Board Meeting next week.

Jamie McCallum:

He attended a CHIP Sign opening October 12th, a demonstration to the public.  A sign was put up at the bridge in Wingham.

Jamie Heffer:   No report

David Baker:   Absent

John Smuck:    No report

Neil Warwick:  No report

Paul Gowing:

He attended a Chip Sign Opening on October 12th.

He attended a North Huron Fire Meeting October 17th.

He will attend the commencement at FE Madill Secondary School, on October 21st.

"That By-Law No. 63-2011 be adopted as given first, second, third and final readings being a by-law to authorize the Mayor and Clerk to sign the agreement with Pioneer Hi-Bred Production LP, for funding under the Rural Economic Development Program.”
