 Minutes of the Meeting 

 

1) Call to order:     The meeting was called to order by Mayor Paul Gowing at 9:00 pm with all members in attendance, except David Baker who was absent.   The council members in attendance, attended a fire demonstration at 44589 Harriston Road at 7:30 pm.

4) Minutes:

5)  Business from the Minutes

There was no other business from the minutes to be discussed.

6) Accounts

"That the Accounts dated September 19th, 2011 be approved for payment in the amount of $ 817,140.09.”

Disposition      Carried

Neil Warwick would like to see a report of theHistory Book expenses.  He stated that the  History Book expenses should be charged to the History Book account.

“That the Council of the Municipality of Morris-Turnberry receive the Road Report, as   submitted September 19, 2011.”

“That the Council of the Municipality of Morris-Turnberry do not renew the contract for the Woolcock Pit, with David and Donald Woolcock.”

“That the Council of the Municipality of Morris-Turnberry  accept the proposal of B.M. Ross for extensions to the culvert on  Clyde Line M010 and proceed with an engineer for the drawings, in 2012.”

2.  Financial Report as of September, 2011

The Council reviewed the financial report, for information.

3.  MVCA 2012 Roadside/Windbreak Planting Program

Motion:  385-2011      Moved by Jamie Heffer                       Seconded by John Smuck

“That the Municipality of Morris-Turnberry order 200 trees from the Maitland

Conservation Authority for the 2012 Roadside/Windbreak Planting Program.”

8)  Public Services Health & Safety Association

Action Plan Report

Motion:  386-2011      Moved by Neil Warwick          Seconded by Jamie McCallum

“That the Council of the Municipality of Morris-Turnberry  received the report for the Municipality to be part of 2011 Road to Zero Health and Safety Improvement Program and investigate the costs to implement the report.”

Disposition      Carried

Gary Pipe left the meeting at 10:00 pm.

9) Business:

9.1 Resolutions:

“That the following resolution be supported and endorsed:

1.  Southwest Economic Alliance – Economic Development Fund.”

9.2 Meeting September 22, 2011:

“That the Municipality of Morris-Turnberry hold a Special Council Meeting on

September 22, 2011at 7:00 pm, to deal with Landfill and Fire issues.”

Disposition      Carried

9.3 Page for County Council:

John Smuck asked his son but he has declined.

The Council said they should go to a local school and see if there is a student interested in        
social studies.  This will be left to the discretion of the Mayor.

9.4 Financial Report as of September, 2011:

The Council received and reviewed the report, for information.

9.5 2011 Christmas Party

“That the Council of the Municipality of Morris-Turnberry hold a 2011 Christmas party within the same budget as in previous years.”

10) Council Reports:

Jason Breckenridge:  No report

Jamie McCallum:

He attended a CHIP meeting on September 14th.  Chief Poole is going to each council to explain the different initiative that the organization is taking.  The road sign has been purchased by the CHIP organization and is being stored at the Huron County Highways in Auburn.

Jamie Heffer:

He drove the float at the Threshers Reunion September 10th.  They did a super job of the float. With the ladies dressed up, it was a good advertisement of the history book, and a good promotion for the Municipality.

David Baker:  Absent

John Smuck:

He attended a Health Professional meeting on September 19th .   He mentioned the Fish for Cancer on October 8th.

They are holding a Bonspiel on February 25, 2012.  There is a need for more   doctors, since they need to go outside of the area to find a doctor to fill in.  59.9% of the shifts are covered by active medical staff.

Neil Warwick:  No report

Paul Gowing:

He attended a North Huron Emergency Training Centre September 9th, Belgrave School Fair September 14th, he had an inquiry on how to keep the fair going.  It should go to the Maitland River Transition Committee.  He attended the MVCA 50th Anniversary on September 15th, since Dave Baker couldn’t attend.  He attended the Royal Homes 40th Anniversary September 19th.  He will be attending the Brussels Fall Fair on September 20th and 21st.

14) Additions to the agenda for the next meeting:

1.  History Book reconciliation, for the October 4, 2011 meeting.

2.  Discussion in closed session about mileage, meetings, overtime.  Who gets paid for what meetings (council and staff)?

3.  Paperless Agenda – want something better or improved.

4.  There were no other additions for the next agenda.

15)  By-law   56 - 2011    Confirming by-law

"That By-law No. 56 -2011 be passed as given first, second, third and final readings, being a by-law to Confirm the actions of  the Municipality of Morris-Turnberry for the meeting September 19,  2011."
