 Minutes of the Meeting

1) Call to order:     The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in
attendance, except Neil Warwick, who was absent.

2) Agenda:

The Clerk added a listing to the agenda for consideration, as the items were of an urgent nature.

5) Business from the Minutes

There was no other business from the minutes to be discussed.

6)  Accounts

"That the Accounts dated August 2nd, 2011 be approved for payment in the amount of $ 107,793.16.”

7)   Business Added to the Agenda on July 19th:

Jamie McCallum requested that the following item be added to the agenda:

1. Review of the Pay Administration Policy:

A discussion took place regarding a cap of the CPI rate for the pay grids,  with a cap maximum of possibly 2.5%.

The Council will watch the CPI rate September to December or will give consideration to a cap with the Personnel Policy amendments  in September.

The matter will be considered in September.

8. 1 2010 Performance Measurement Program Report

“That the 2010 Municipal Performance Measurement Program report be received.”

Disposition      Carried

James Marshall arrived at the meeting at 8:05 pm.

8.2 Ontario Wildlife Damage Compensation Program:

Motion: 326-2011       Moved by John Smuck                        Seconded by Jason Breckenridge

“That the Council of the Municipality of Morris-Turnberry receive the Ontario Wildlife Damage
Compensation Program Report.”

8.3 Brussels 150th Fall Fair:

Motion:  327-2011      Moved by Jamie McCallum     Seconded by John Smuck

“That the Council of the Municipality of Morris-Turnberry  amend the Council meeting date of September 20th, 2011,  due to the Brussels 150th Fall Fair,  to September 19th, 2011 at 7:30 pm.”

8.4 Assessment Review Board Decision

A report was reviewed for information, in regards to an appeal for a Vacancy Rebate, which the
Town of Innisfil denied.

8.5 Tile Drain Loans Applications:

Motion:  328-2011      Moved by Jason Breckenridge             Seconded by Jamie McCallum

“That the Council of the Municipality of Morris-Turnberry approve the following Tile Drainage
Loan applications:

1.  Lot 1 Concession 2,  Morris;

2.  Lot 15 Concession 2, Morris,  to amend original application

3.  Lot 16 Concession 3, Morris

subject to availability of funds from the Province of Ontario.”

8.6  75th Anniversary of the OFA, August 25, 2011

Paul Gowing will attend the dinner.  John Smuck will be on vacation.  Therefore,  two tickets will be returned.

9)  By-laws:

9.1  By-law to enter into an Agreement with the Township of North Huron for the extension of the watermain on Arthur Street to supply water service and  a fire hydrant

" That By-Law No. 45-2011 be adopted as given first, second, third and final readings   being a by-law
to enter into an Agreement with the Township of North Huron for the      extension of the watermain on
Arthur Street to supply water service and  a fire hydrant.”

10)  Council Reports:

Jason Breckenridge:

He attended the Salem Road meeting on July 28th.  He said Gary Pipe did a good job explaining      
and answering questions.

Jamie McCallum:       No report

Jamie Heffer:

He attended the Salem Road meeting on July 28th.  The meeting was advantageous.  Eight    
landowners attended, it was a worthwhile meeting.

David Baker:

He had no meetings to report.  He was unable to attend the MVCA and the BMG Community Centre Meetings.

John Smuck:   No report

Neil Warwick:            Absent

Paul Gowing:

He attended a meeting to sign the site plan agreement for the new ‘Maitland River’ school.

He attended an Open House for the Saugeen Conservation Authority in Formosa on July 29, 2011.

13)  Other Business:

1. Draft Newsletter

The Council reviewed the newsletter and suggested to add the Council’s email addresses.

2. Huron County Ploughing Match   August 25th and August 26th

A flyer was reviewed for information.

 3. Consent hearing for Rastorfer Farms Inc

The hearing will be held at the County Council committee of the whole on August 3rd, 2011.

4. Transportation routes Seminar   August 30th    9 am to noon

Gary Pipe will be attending.

 

5. MVCA 60th anniversary

Dave Baker will attend on August 25th.

6. Aggregate Study

Jamie Heffer asked the status of the Aggregate Study review, at the County.

The Council will question the planner on August 16th.

 

7. Septic Reinspection:

Jason Breckenridge asked the status of the Septic Reinspection program.

The Council will check with  Howick Township on how they are  viewing the septic reinspection program.

The Council would like a presentation from the County soon.

The clerk will email Susanna Reid to check on dates.

8. Other Business:  Mayor Paul Gowing spoke to the Council regarding the council’s discussion,
in regards to the RFP for the photocopier.  Any questions concerning the report,   should have been
brought to the Department Head, prior to the meeting.   These matters should not be micro-managed.

9. There was no other business.

14)  Additions to the agenda for the next meeting:

1.  Jason Breckenridge wishes to add:

1)  In closed session:  CBO regarding a drainage issue that Steve Fortier mentioned at the previous meeting.

2)  Council obligations- occupancy permits

3)  Dissolve the ward system

2.  There were no other additions for the next agenda.

15) Community Fire Safety Officer:                  8:30 pm

1.   Introduction to Council.

James Marshall was introduced to the council.   He is the new ‘Community Fire Safety Officer’ 
for the Municipality.

 

2. By-law:

" That By-Law No. 44-2011 be adopted as given first, second, third and final readings  
being a by-law to appoint a Community Fire Safety Officer.”

Disposition      Carried

3.Declaration of Appointed Office –James Marshall recited the Declaration of Appointed Office,  administered by the Clerk .

The council took a short break at 8:30 pm.

James Marshall left the meeting at 8:40 pm.

16.4   Turnberry Estates Request-      Direction of Council:

Motion:  333-2011      Moved by Jamie Heffer                       Seconded by John Smuck

“That the Council of the Municipality of Morris-Turnberry prepare a notice to the MOE to confirm that the Council of the Municipality of Morris-Turnberry does not wish to enter into a Municipality Responsibility Agreement (MRA)  with Turnberry Estates.”

17) By-law   46 - 2011    Confirming by-law

Motion:  334-2011      Moved by Jamie Heffer                       Seconded by Jamie McCallum

"That By-law No. 46 -2011 be passed as given first, second, third and final readings, being a by-law to Confirm the actions of  the Municipality of Morris-Turnberry for the meeting August 2,  2011."
