Minutes of the Meeting

1)  Call to order:     The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all
members in attendance.

2)  Agenda:

The Clerk added a listing to the agenda for consideration, as the items were of an urgent nature.

Jamie Heffer wishes to discuss the Turnberry Park.

Jason Breckenridge wishes to discuss the computer issues.

3) Declaration of Pecuniary Interest:

No member declared a pecuniary interest, at this time.

4) Minutes:

Motion:  304-2011      Moved by Jason Breckenridge Seconded by Jamie McCallum

“That the minutes of the July 5th, 2011 Council Meeting, be adopted as amended and the Clerk amend  Page 4- Terry Matz deputation , to state:  … for the opposition of the report,  and the spelling on Item # 9 Page 5 ( Gary Pipe- 4th paragraph).”

5)  Business from the Minutes

1.  Jason Breckenridge commented on Item # 7 Schooley Mitchell-Telecom Communications report- He is requesting a report to demonstrate the savings, after a 1 year period.

2.  Jason Breckenridge commented on Item # 10.1 Fred Friendorf,  that he is not moving forward with building project.

3.  John Smuck received a call from Fred Friendorf regarding trees.  He told him to call the office.

4.  There was no other business from the minutes to be discussed.

6)  Accounts

"That the Accounts dated July 19th, 2011 be approved for payment in the amount of $ 399,182.04.”

7)  Building  Report:                    Steve Fortier                                       7:40 pm

1. Building Report

Motion:  306-2011      Moved by Jason Breckenridge            Seconded by Jamie McCallum

“That the Council of the Municipality of Morris-Turnberry receive the Building Report for May and June, 2011, as submitted July 19, 2011    .”

Disposition      Carried

Discussion:

Mileage was discussed and reviewed.  Neil Warwick asked where the meetings were, that Steve Fortier had attended.

John Smuck asked about the temporary permit for 1 year.

Neil Warwick asked at a previous meeting, regarding fallen down barns.

Steve Fortier said that if it is a property standard issue he must have a complaint in writing, and then he can approach the property owners about it.  Paul Gowing said there is no policy in place to clean up stone foundations.

Steve Fortier reported an item in Bluevale.  He issued a permit and received a complaint from the neighbours regarding a water issue.  The building will compound the water problem that the property currently has.  The house will create a bigger problem because there is no ditch to take the water away.

Neil Warwick thought maybe roads can correct the issue.  Steve Fortier said the road department does review copies of the drainage plans.

Steve Fortier left the meeting at 8:00 pm.

8 ) Business:

8.1  Resolutions

“That the following resolutions be supported and endorsed:

1.  Lupus foundation of Ontario – October Lupus Awareness Month

and the following resolution be filed:

2.  Township of Carling – Donation to Slave Lake.”

8.2 Colour Photocopier:

Request for Proposal

Motion:  308-2010      Moved by Jamie Heffer                       Seconded by David Baker

“That the Municipality of Morris-Turnberry approve the ‘Request for Proposal’ from

MicroAge Basics in the amount of $ 7,542.00 taxes extra, for the Colour Photocopier, pursuant to the RFP dated July 15,2011,   and with no ‘Trade-in’ for the current photocopier; without a maintenance contract; the maintenance contract will be reviewed with further information.”

8.3  Request from Fred Friendorf to purchase the former CPR Rail land that                         
abuts his property- Lot 23 and 24 Concession 8, Turnberry

“That the Council of the Municipality of Morris-Turnberry maintain the former CPR Rail land that abuts Fred Friendorf’s property and proceed with a plan to plant trees (Green Zone).”

8.4         Seaforth Community Hospital Foundation

Motion:  310-2011      Moved by Neil Warwick          Seconded by Jason Breckenridge

“That the Council of the Municipality of Morris-Turnberry file the request for a donation  to the Seaforth Community Hospital.”

8.5  Auditor for 2011, 2012, 2013

Motion:  311-2011      Moved by Neil Warwick          Seconded by John Smuck

“That the Council of the Municipality of Morris-Turnberry appoint the current auditor Vodden, Bender & Seebach for 2011, 2012, 2013 at the quote of $ 12,000  for 2011;  $12,500 for 2012;  and $13,000 for 2013;   plus a charge of  $2,000.00 per year  for the unaudited Financial Information Return.”

8.6 Statement of Revenues and Expenses, to date

The report was available to be reviewed by Council.

8.7 2011 Final Taxes News letter

The draft newsletter was reviewed by council.  The newsletter will be bought back for   final review in August.

8.8  Boundary Bridges from the County of Huron

A letter has been received from Donnelly and Murphy Law Office,  that the following bridges have been deeded to the Municipality of Morris-Turnberry from the County of Huron:

1. Boundary Bridge on Clyde Street at Bluevale.

2. Boundary Bridge on Ramsay Line.

8.9  North Huron Fire Report

A report was reviewed by Council and filed.

*Kim Johnston arrived at the meeting.

8.10  Maitland Valley Conservation Authority:

60th Anniversary  Celebration will be held on  August 25, 2011.

Dave Baker will attend for Morris-Turnberry.

8.11  Drinking Water Source Protection

Notice and Assessment Reports from the Ausauble Bayfield/ MVCA Source Water protection was given to the Council for information.

9)  By-laws:

9.1  By-law to Add a Position and a Pay Range Grid

" That By-Law No. 38-2011 be adopted as given first, second, third and final readings being a by-law to add a Position and a Pay Range Grid for a Deputy Clerk.”

9.2  By-law to Appoint a Deputy Clerk

" That By-Law No. 39-2011 be adopted as given first, second, third and final readings  
being a by-law to appoint a Deputy Clerk.”

Administrator Clerk-Treasurer vacated the chair for Item 9.3 and Kim Johnston          
was the recording secretary.

9.3 By-law to Approve a Tile Drain Debenture

Motion:  314-2011      Moved by Jamie Heffer                       Seconded by Jamie McCallum

" That By-Law No. 40-2011 be adopted as given first, second, third and final readings being a by-law to Approve a Tile Drain Debenture for South Half of Lot 7 Concession 5  Morris Ward.”

The Clerk- Nancy Michie returned to her chair.

9.4  By-law to Authorize a Landfill Agreement with Huron East

Motion:  315-2011      Moved by John Smuck                        Seconded by Jason Breckenridge

" That By-Law No. 41-2011 be adopted as given first, second, third and final readings being a by-law to authorize an agreement to provide landfill services  to the Brussels Ward of the Municipality of Huron East.”

9.5 By-law  to Authorize a Site Plan Agreement between the Municipality of Morris-Turnberry, Township of North Huron and the Avon Maitland District School Board

" That By-Law No. 42-2011 be adopted as given first, second, third and final readings being a by-law to authorize the execution of a Site Plan Agreement between the Municipality of Morris-Turnberry, Township of North Huron and the Avon Maitland District School Board.”

10)  Council Reports:

Jason Breckenridge:

He attended a Bluevale Recreation meeting.  MVCA is donating $2,500.00 for a pavilion.    They will have a work party.

He attended a History Book meeting.  Morris Ward is completed and they are working on Turnberry.

Jamie McCallum:

He attended a CHIP meeting.  They are going to offer six sessions of Senior driving.  They are looking into a Bike Rodeo.

Jamie Heffer:

He attended a Belmore Coummunity Centre meeting.  It requires the regular maintenance.  The Community Centre was chosen for the election as a Poll Station.  Accessibility was questioned  and the facility has passed review.

David Baker:  No report

John Smuck:  No report

Neil Warwick:   No report

Paul Gowing:

He attended a Human Resource meeting.

He attended an Open House in Huron East on July 7, 2011 for Jack McLaughlin’s retirement.

He attended McGavin’s Farm Equipment 75th Anniversary on July 15, 2011.

1.HCFA  August 25,2011   Celebration of Agriculture -  Belgrave Community Centre

John Smuck may attend.

2.  Jamie Heffer- Turnberry Park

He noted that there is an improvement in the grounds.  He thought the Council should consider a “Turnberry Sign”.  He thinks the stones and posts should be replaced.  Maybe plant some trees and get an estimate.  This can be discussed with Gary Pipe at the next meeting.

3.  Jason Breckenridge  - Lap Tops

He suggested that the Council be shown how to shut down their computers properly.  He thought there should be consistency in the labeling of the meetings with year-month-date     
and name.  He felt there should be passwords put on the laptops for security.

4. There was no other business.

14)  Additions to the agenda for the next meeting:

1.  Jamie McCallum requested the addition of a policy item to the next agenda.

2.  There was no other business to add to the agenda for the next or any                                   
following meeting.

9:15   pm     Break:    The council took a short break and Kim Johnston did some adjustments on the
council laptops.
