Minutes of the Meeting

1)      Call to order:     The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in attendance.

The Clerk added a listing to the agenda for consideration, as the items were of an urgent nature.

3) Declaration of Pecuniary Interest:                                                   

Paul Gowing declared a pecuniary interest for Item # 6 Accounts since his daughter is on the payroll.

No other member declared a pecuniary interest, at this time. 

Pat Bolen and Sandy Fair joined the meeting, at this time.

5) Business from the Minutes

      There was no business from the minutes to be discussed.

"That the Accounts dated June 7th, 2011 be approved for payment in the amount of  $ 213,931.11 less $37,233.74 Payroll.”

APlanning Report was presented by Carol Leeming – Planner,  recommending denial,  due to the Minimum Distance Separation.

“That the Council of the Municipality of Morris-Turnberry  support the County of Huron  recommendation ‘to deny” the  consent application  File B7-11, Rastorfer Farms Inc & Esben Anderson .”

7.2       Proposed Consent Application – Sandy Fair                                     7:50 pm

Spt Lot 26, 27 Concession 1, Turnberry

Carol Leeming and Sandy Fair presented information to the Council.

Carol Leeming presented a diagram of the property and a verbal report, that the department cannot support the application, due to the previous severance from the property in 1977.  Ttherefore,   there are no policies to support the application.

8) Public Works Report/Drainage Superintendent:      Gary Pipe       8:35 pm          

1.  Road Report:  Verbal Road Report:

Placing shoulder gravel on paved roads

Working on ditch cleanup

Calcium is completed

Construction gravel is coming from the Stute pit

The Jamestown Road and Belgrave paving will be between June 8th and June 22nd.

2.  Hopper Drain Branch B

A letter ofrequest for a maintenance schedule on the Hopper Drain, Branch B, was submitted.

“  That the Council of the Municipality of Morris-Turnberry engage Dietrich Engineering,  to prepare a maintenance schedule for the Hopper Branch B Drain, pursuant to Section  76 of the Drainage Act.”

3.  Tile Drain Loan Application:                                                        8:55 pm

The Clerk vacated her chair for this item and willingly left the council room.

Gary Pipe recorded the minutes for this item.

Gary Pipe explained the process of the Provincial tile drain loan program , to the council.

“That the Council of the Municipality of Morris-Turnberry approve the tile drain      loan application in the amount of  $ 27,150.00   for S1/2 Lot 7 Concession 5, Morris, subject to the availability of funds under the Tile Drainage Loan Program.”

Disposition      Carried

The Clerk returned to the table.

4.  MTO Funding Extension for Municipal Bridge Repair

A letter was presented to the council for information under the Municipal Bridge Repair program.Gary Pipe will look into this program and report back to the council.

5.  AORS Municipal Trade Show

Kitchener Memorial Auditorium Complex 8:30 – 3:00 Wed, June 8 & 9

The Road Department will be attending the trade show.

6.  Tender for Supply and Apply of Surface Treatment 2011

Motion:  243-2011      Moved by Jamie Heffer                       Seconded by Neil Warwick

“That the Council of the Municipality of Morris-Turnberry accepts the tender of Norjohn Contracting Ltd for Part B of Municipality of South Bruce Contract #2011-02-SST for single surface treatment in the amount of $0.83 per litre for emulsion and $23.23 for aggregate, for a total of $160,355.84 plus HST.”

7.  Report of Annual Road Tour May 14, 2011

A report of the road tour was presented.   Gary Pipe was happy with the Road Tour, as was the council.

8.  Belgrave Kinsmen Park:

A quote from Huron Landscaping for plant replacement at the Belgrave Park,  was submitted.

Motion:  244-2011      Moved by David Baker                       Seconded by Jamie McCallum

“That the Council of the Municipality of Morris-Turnberry authorize that the road department may proceed to replace plants in the Belgrave Kinsmen Park, pursuant to a quote for plants and installation, in the amount of $ 3,908.43 from Huron Landscaping.”

Disposition      Carried

The expenditure is within the 2011 Budget; there will be a 1 year guarantee for the plants.

The Public Works will also work on the Patton/  Bluevale Park , as well.

Gary Pipe left the meeting at 9:15 pm.

9.    Other Business:

9.1  Gary Pipe mentioned the workshop that was held for the Reflexivity of Signs.Morris-Turnberry and North Huron plan to share the purchase of a detector for the signs.

9)    Business Cont’d:

9.3  Parking By-law

A complaint has been submitted to the County of Huron for vehicles parking on the side of London Road, at Belgrave.  The existing Parking By-law only prohibits commercial trucks and vehicles obstructing snow plowing.

Following a discussion, the following motion was passed.

“That the Council of the Municipality of Morris-Turnberry will not extend the parking by-laws to include all vehicles.”

9.4    Pioneer Hi-Bred Production Facility Open House

Pioneer Hi-Bred is holding an information meeting and tour onFriday, June 17, 2011  9:00 am – 11:00 am   at the Wingham Knights of Columbus Centre.

Paul Gowing, Jamie Heffer and John Smuck are planning to attend. Mayor Paul Gowing will give an address.

9.5       RFP’s for Fire Suppression:

“That the Council of the Municipality of Morris-Turnberry request a draft RFP for Fire Suppression for Council  to review.”

9.6   2011 AMO Annual Conference

Conference Update:  keynote speakers

Mayor Gowing will be going to the Conference,  with the County.  John Smuck will attend and Nancy Michie may go.

Pat Bolen left the meeting at 9:40 pm.

9.7   2011 AMO Annual Conference Delegates

Jamie McCallum thought the Municipality should speak to the Minister at the AMO Conference in regards to the new school.

This item will be considered further.

9.8  Public School Transition Committee

The first meeting will be Monday, June 13th at the Wingham Public School

9.9  Municipal Night Blyth Festival

Thursday, June 23rd 8 pm

Paul Gowing will attend and wishes to order,  two (2) regular tickets.

9.10 Paperless Agenda

ATraining meeting is planned for June 16th at 7:30 pm, for the council to pick up their lap top and train
on the paperless agenda.

9.11  Summer Meetings:

The Regular summer meetings will be:    July 5, 2011        July 19,2011

August 2,2011    and August 16,2011, unless amended.

The council wish to leave meetings as scheduled  or if possible,  only have one in August. The Clerk should advise the council of the possibility of any change.

9.12 Emergency Planning Meeting

A meeting will be held July 12, 2011 at 7:30 pm, for

Paul Gowing, Jason Breckenridge and Neil Warwick, who  are on the committee.

10)  By-laws:

10.1  By-law to provide for the final levying of Capital Costs for the Belgrave   Water  System

The auditor has advised that if interest is not charged to the potential users,  the amount will have to be set up as a grant in the 2010 FIR.   The council felt that the interest should be charged to the potential users.

" That By-Law No. 31-2011 be adopted as given first, second, third and final readings   being a by-law to provide for the final levying of Capital Costs for the Belgrave Water   System for the Municipality of Morris-Turnberry.”

10.2  By-law to Amend the Tipping Fee Schedule for the Municipality of Morris-Turnberry at the Landfill Site

" That By-Law No. 30-2011 be adopted as given first, second, third and final readings   being a by-law to
Amend the Tipping Fee Schedule for the Municipality of Morris-     Turnberry at the Landfill Sitefor the
Municipality of Morris-Turnberry.”

The Council took a 5 minute break.

Keith Roulston left the meeting.

The Council reconvened the meeting at 10:40 pm.

11)       Council Reports:

Jason Breckenridge:

He attended a History Book meeting and will discuss it in the closed session.

Jamie McCallum:

He attended an Avon Maitland School Board Meeting.  They are going to use rain water to flush the toilets and they will run full buses.  The funding could be revoked, depending on the outcome of the Provincial election. MTO pays for the buses. OMB Hearing will be in July or August for the new school.

He attended an Economic Development Meeting two weeks ago.  They are going to do an Art Tour and visit the Birdhouse dealer,  in Belgrave, and Mark Breckenridge’s Metal Works  (Hac’n  Wac).

Jamie Heffer:             No report.

David Baker:  No report.

John Smuck:

He attended a municipal drain meeting, for a  Court of Revision.  The drain will        proceed.

A Physician Recruitment Meeting is coming up.  Dr. Stephen and Maria VanderKlippe decided to set up a practice in Wingham.

John  has Golf Ball Drop Tickets, to hand in.

Neil Warwick:  No report.

Paul Gowing:

He attended an Innovative Excellence Premiers Award on May 26th.  Edgar Goat farm received an  award.

He attended an Avon Maitland School Board Meeting on May 30th. The reps questioned the new school.

He attended Accessibility Update on June 1st with Nancy Michie, Steve Fortier, and Jamie McCallum.

He presented  a greeting at the Howick Farmers Market on June 4th.

He attended a 100th Anniversary of the Women’s Institute in Belgrave on June 7th.
