Minutes of the Meeting

1)      Call to order:

The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in attendance.

Marty Bedard- Huron East Fire Chief was in attendance for the commencement of the meeting.

2)  Agenda:

The Clerk added a listing to the agenda for consideration, as the items were of an urgent nature.

Adoption of Agenda:

“That the agenda for the meeting of May 17th, 2011 be adopted as amended.”

Disposition                  Carried

John Smuck said he asked for Salem Road to be added to the Road Report on this agenda, however this was addressed on the Road Tour.

3)   Declaration of Pecuniary Interest:

Neil Warwick declared a pecuniary interest for Item #6 Road Accounts since there is a payment for his business.

No other member declared a pecuniary interest, at this time.

4)  Minutes:

“That the minutes of the May 3rd, 2011 Council Meeting, be adopted as circulated.”

5) Business from the Minutes

There was no business from the minutes to be discussed.

Dale Edgar arrived at the meeting, at this time.

6) Accounts

Motion:  211-2011                  Moved by Jason Breckenridge             Seconded by John Smuck

"That the Accounts dated May 17th, 2011 be approved for payment in the amount of   $ 131,000.24,   less Neil’s Repair Service in the amount of $1,050.39.”

Disposition      Carried

Neil Warwick declared a pecuniary interest and left the table.

“That the account of Neil’s Repair Service in the amount of $1,050.39 be approved for payment.”

7)  Fire Chief Reports:                                                                                                    7:45 pm

The following were in attendance:

Marty Bedard, Fire Chief - Huron East Fire Department

John Black, Fire Chief - North Huron Fire Department

Dale Edgar, Deputy Fire Chief - Howick Fire Department 

Jared Cayley thanked the Fire Chiefs for their cooperation.  

The following Fire Chief Reports, were presented. 

1.  Marty Bedard,    Fire Chief - Huron East Fire Department, presented his report, dated April, 2011. 

John Black arrived at the meeting at 7:40 pm, during the Huron East presentation.                                               

2.  Dale Edgar,   Deputy Fire Chief -   Howick Fire Department, presented the Howick report for Chief Bill Doig, who was unable to attend.   The Howick Report was titled' Fire Report for Morris-Turnberry 2010’.                                                

3.  John Black, Fire Chief- North Huron Fire Department, presented the North Huron 2010 Annual Report.  

It was mentioned that the false alarms in Morris-Turnberry are high and Jared Cayley advised council, that he is hopeful that, that is being addressed.

“That the Council of the Municipality of Morris-Turnberry  receive the Fire Chief annual 2010 reports, as submitted on May 17th , 2011,  by the following:

1.  John Black-  Fire Chief,  North Huron Fire Department

2.  Marty Bedard   - Fire Chief,  Huron East Fire Department

3.  Dale Edgar -   Deputy Fire Chief,  Howick Fire Department.”

Disposition      Carried

Mayor Paul Gowing thanked the Fire Chiefs and Jared Cayley. 

Jared Cayley, John Black, Marty Bedard and Dale Edgar left the meeting at 8:08 pm.  

8) Business: 

8.1 Resolutions

“That the following resolutions be supported and endorsed:

1.  County of Bruce / Municipality of Brockton – Walkerton Jail closure and the following resolution be filed:

2.  Town of Amherstburg – shipment of radioactive materials from the Canadian Nuclear Safety Commission.”

8.2  North Huron Community Food Share                                 

Open House  Sunday May 29th.

MayorPaul Gowing will attend if he is available.  Any others can attend if they wish. 

8.3  Consent application:

Pt Lot 17 & 18 Concession 1, Morris  

Motion:  215-2011      Moved by Neil Warwick          Seconded by John Smuck

“That the Council of the Municipality of Morris-Turnberry comment as follows on consent application File B7-11:  

That the planner be advised of the council’s concerns: 

1.     The lot should be squared to the road;

2.     The trailer is to be removed; why is it so deep;

3.     The frontage is only 28 feet and doesn’t conform to the zoning by-law;

4.     The retained parcel is to be in the same name as other owned property;

5.     That there only be one septic bed and well on the property;

6.     That there be an entrance for the farm.”

8.4        Avon Maitland School Board Invitation  -  May 31,2011    3 pm

Mayor Gowing and Councillor McCallum wish to attend the meeting on May 31,2011.

Comments for the meeting:   

Paul Gowing questions the development at the proposed new school and timelines. 

OMB hearing?

Neil Warwick asked what they are doing to make the school ‘green’?

Jamie McCallum asked about the operating budget and the effect on taxes?  What is the effect of the new school for the tax rate?

What will be the effect with the provincial election on the new school?

Will there be more or less staffing:  new school versus the old schools? 

The council questioned  if the CBO has any concerns.  Steve Fortier said the building is in North Huron and he has no comments.

“That the Council of the Municipality of Morris-Turnberry receive the Building Report for March and April, 2011, as submitted May 17, 2011.”

10)       Accessibility - County of Huron Plan

3.   2011 Accessibility Plan

Steve Fortier presented a report on the Accessibility Plan.

“That the Council of the Municipality of Morris-Turnberry hereby receives and adopts the 2011 Huron County Accessibility Plan,  as a plan for the Municipality of Morris-Turnberry and Sandra Thompson be the head for the County.”

“That the Council of the Municipality of Morris-Turnberry receive the Road Report, as submitted May 17, 2011.”

2.  2010 Annual Monitoring Report - Morris Landfill Site  

The Council was presented with copies of the Conclusions and recommendations.

“That the Council of the Municipality of Morris-Turnberry receive the 2010 Annual Monitoring Report- Morris Landfill Site, as dated April, 2011.”

3.   Development of Stages 1/11 and Closure of Area A:                                                     

3.  1.  Report on the estimated costs for the Closure of Area A and Development of the
Interim Stage 1/11.

The estimated costs are $222,040.00  for the Closure and Construction  Phase and $40,090.00 for Tender Development.   

3. 2.  Date of the Closure and construction in 2011 or 2012.  

Gary Pipe recommends the preparation of the tender in January, 2012 and doing the work early in 2012.

John Smuck questioned if the Municipality should strip the top soil now and not wait until 2012. 

3. 3.  Tendering Development process:

“That the Council of the Municipality of Morris-Turnberry  authorize R J Burnside to proceed with the tender development for the Morris Landfill Site,  which is Item No. 8 in the January 25,2011 budget

estimate,  to be prepared for tender for January, 2012.”

4.  Tipping Fees:        

Motion:  221-2011      Moved by Neil Warwick          Seconded by Jason Breckendridge

“That the Council of the Municipality of Morris-Turnberry authorize the Clerk to prepare a by-law to amend the tipping fees for the Landfill Site, as follows:

1.   Weighed Waste                  $85.00 per tonne

2.   Bricks and Concrete                      $85.00 per tonne

3.   Opening of the site on ‘off days’    $100.00 per opening.”

5. Hot Mix Paving – Jamestown Road       

Motion:  222-2011      Moved by Jamie Heffer                       Seconded by John Smuck

“That the Council of the Municipality of Morris-Turnberry approve the tender submitted by Lavis Contracting Co. Ltd. for Hot Mix Paving on Jamestown Road, from London Road to Clegg Line,  at the tender price of   $ 160,913.09 Net; $178,686.90 with HST.”

6. Bluevale Stormwater Drainage:                                    

A letter was received from B M Ross and Associates answering the questions that the Council had at the last meeting. The matter was further discussed.

“That the Council of the Municipality of Morris-Turnberry authorize B M Ross & Associates to finalize the EA process for the Bluevale Stormwater Drainage project.”

7. Report on the Sub-committee for Trees for North Maitland

“That the Council of the Municipality of Morris-Turnberry file the request that Gary Pipe  attend the sub-committee meeting for the trees for North Maitland.”

8. Wingham Sales Arena

Wingham Sales Arena calledJohn Smuck and is concerned about a drain on Amberley Road. Gary Pipe will contact the County of Huron for this matter.   

Sandy Sanderson and Peter Rose left the meeting at 9:35 pm. 

Gary Pipe left the meeting at 9:40 pm. 

12) By-laws:

By-law to approve a special tax rate for Street Lighting for 2011:

" That By-Law No. 28-2011 be adopted as given first, second, third and final readings   being a by-law to approve a special tax rate for Street Lighting, for the year 2011, for the   Municipality of Morris-Turnberry.”

Paul Gowing:

May 5th:    He attended with Dave Baker and Nancy Michie, a Human Resources Meeting.

May 14th:  Road tour.  He was pleased with the tour.

May 4th and 18th:  He attended History Book meetings.

May 19th:   He will be attending with Gay Pipe and Nancy Michie, a Standard of Care Meeting. 

May 29th :  He will attend a Food Share Meeting.

Jamie Heffer:              No report

David Baker:                         

He attended a BMG meeting.  They are purchasing a new ice machine with a laser ice leveling  system. The committee had an arena tour.  New locks are going in.

Neil Warwick:           

He received a letter from OMAF regarding the Premier’s Award for Excellence on May 26th10-12.

Paul Gowing said he will attend.
