Minutes of the Meeting
Thursday, February 24, 2011 7:00 pm
1) Call to order: Mayor Paul Gowing
The meeting was called to order by Mayor Paul Gowing at 7:00 pm with all members in attendance, except Jamie McCallum who arrived at 7:15 PM.
Purpose: The purpose of the meeting was to review the draft Budget.

2) Declaration of Pecuniary Interest:
No member declared a pecuniary interest, at this time.
3) Agenda

“That the agenda for the meeting of February 24,2011 be adopted as circulated .”

4) Budget Review:
Mayor Gowing asked Nancy Michie to review the Budget package.
1. Steve Fortier reviewed the Building Budget. He left the meeting at 7:20 pm.
2. Jared Cayley the Fire Budget. Jared Cayley left the meeting at 8 pm.
3. Gary Pipe arrived at approximately 8 pm.
4. Nancy Michie proceeded with the remainder of the package.
5. Belgrave Water Budget Option No. 2 was the Council’s preference.
6. History Book, Drainage, Emergency budgets were reviewed.
7. The Landfill Budget was reviewed. A letter of clarification was received from R J Burnside to explain the work on the Stages 1 an 11, over the past years. The council was satisfied with the report.
8. Road budget was reviewed. Gary Pipe advised that he is not planning to replace Bill Kieffer, on his retirement. They will monitor the matter over the summer and determine the need for another worker.
9. The use of the Gas Tax was reviewed. Possible uses are : Bluevale Drain EA and Closure of the Morris Landfill- Area A and the opening of Stages 1 and 11; and Salem Road.
10. The Council reviewed the options for the 2011 levy and tax rates. The Council reviewed some items in the General Budget.
11. The remainder will be reviewed on March 3rd, following the Meeting for the Proposed Road Closure and sale of Part of the untraveled streets known as:
Albert Street, Patrick Street and Stacey Street and part of a lane, Plan 410 in Lower Town, Wingham
5) Next budget meeting: Thursday March 3,2011
6) Public Meeting Tuesday April 5,2011 7:45 pm
7) Adjournment:
