Minutes of the Meeting

1)      Call to order:     The meeting was called to order by Mayor Paul Gowing at 6:10 pm with all members in attendance, except Jamie Heffer and John Smuck- who
were late arriving and Neil Warwick- who was absent.

5)  Business from the Minutes

6) Issues with Township of North Huron                                               6:10 pm

The following persons were in attendance for the discussion with the Township of North Huron:

            1.  Water Meters in Belgrave –        

                  Don Nicholson- Water Operation and Gary Pipe- Director of Public Works

A report was presented to the Council on the Water Meters and OSWAP 3 application for the Belgrave Water System. 

The Council previously directed that Back Flow Preventors  be added to the application for funding. Gary Pipe and Don Nicholson do not recommend including the Back Flow Preventors,  as stated in the report.  The benefits of the Back Flow Preventors is that they stop the water from backflow. There is a high fail rate of 8%.  The preventors must be tested to make sure they are working.            

John Smuck questioned why the meters for the duplexes and apartments are more expensive.  Gary Pipe advised that back flow preventors will be added at those locations   and a larger type of the Back Flow Preventor is required.    

The additional  meters have a shelf  life.

The annual maintenance  cost for the reader,  would be $2,400.00. 

Gary Pipe said that water meters improve water conservation and indentify water leaks.  

John Smuck asked if the system would be set up to read the North Huron side of Belgrave, as well.

“That the Council of the Municipality of Morris-Turnberry,  give direction to prepare the OSWAP 3 application for submission,   to install water meters for the Hamlet of Belgrave Water System and include all required expenses  and that the application demonstrate how the installation of the water meters will improve water conservation and the efficiency of the Belgrave Water System, eliminating the Back flow Preventors.”

2.  North Huron Road Construction  2011 and 2012:  

Ralph Campbell- Director of Public Works, Neil Vincent, Bernie Bailey, Gary Long and Darren Alexander- BM Ross were in attendance.

Ralph Campbell made a presentation on detours that will be required to filter the traffic around Wingham, during the reconstruction of Josephine Street in Wingham.

Huron County has approved the Road detour. 

Detours will be required on Helena St, Royal Road, Arthur Street and North Street.

Work is also required for North Street which is a boundary Road, for  Morris-Turnberry and North Huron.

North Huron would like approval to use the streets as detours. 

North Huron will look after the signage.

North Street can be used now and repair it after the Josephine Street work  or there can be  a coat of pavement on first. 

Start Date would be mid May or June, 2011  until shut down in October. 

This is a two year project.  1) Hwy 86 to Fire Hall  in 2011 and 2) Fire Hall to North Street in 2012.

            There might be twice the traffic than now on the noted detour streets.  

            Gary Pipe said Helena Street has been rebuilt however, North Street is not in good shape. 

            Maybe some soil samples should be taken on North Street.

            Morris-Turnberry should look at North Street.

            Council Questions:

            Jamie McCallum:  said we should approve this,   as they are  neighbours.

            Paul Gowing asked the gallery:  There was no response from the gallery.

The Red section on the map,  from  Pine Street to Josephine Street requires work for improved Sanitary Sewers and Water Service. 

The properties on North Street are serviced with Sanitary Sewers. There are five properties on North Street using the sanitary sewer at that location.

The current Sanitary Sewer is too shallow.

The sewer for the first house west of Sales arena in North Huron,   has access to that area. 

Darren Alexander from B M Ross explained mapping of the proposed project. 

The proposal is to rebuild road and storm sewer work on  Josephine Street,  will be  a 2012 project and be included as part of the Build Canada Project.  

The Net cost of that work would be  $70,000.00.  Morris-Turnberry share is $35,000.00.

The rest of North Street could be done at the same time.

The Sewage area also includes the Braemar  Nursing and Retirement Home, (with similar useage as the Hospital) There are five properties on North Street using the santitary sewer at that location.

Paul Gowing questioned where the detour would be when North Street is being reconstructed. Ralph Campbell advised he is unsure, at this time.           

The council will give consideration to the proposal and advise North Huron  of the decision.

“That the Council of the Municipality of Morris-Turnberry grant approval for the Township of North Huron to access Helena Street, Royal Road, Arthur Street and North Street for the detours as requested by North Huron, during the reconstruction of Josephine Street in 2011 and 2012,  with the condition that North Huron will maintain signs and potholes and if required for the detour,  to place a top coat of pavement on North Street.”

The Council will discuss the sanitary sewer project inMarch, 2011 and advise North Huron of the decision.

7) Public Works Report:                                    Gary Pipe- Director of Public Works           

1. Road Report

The education that is set out in the Road Report will be included in the Draft Budget for February 8,2011. 

 2. Belgrave Water Inspection                                                          

The Council received a copy of the MOE inspection report, dated November 9, 2010 of the Belgrave Water System,  the recommendations and the Non Compliance issues. 

The Veolia  ( Water Operators)  response was reviewed. 

The recommendation for the  down hole video will be included in the Draft Budget.

“That the Council of the Municipality of Morris-Turnberry receive the MOE  inspection report for the Belgrave Water System and approve the recommended action plan for the non-compliance and recommended actions, outlined in the report dated December 17, 2010.”

 3. Letter from BM Ross-      concerning the Turnberry Landfill               

A copy of a letter to the MOE,  was received from BM Ross explaining work at the Turnberry Landfill Site. There are a few small issues.  Further hydrogeological work is proposed.   Five new wells were completed in November, 2010.

The MOE did an inspection January 18, 2011 and said the landfill is in good shape. Further  monitoring will be done.

Jamie Heffer asked about the old wells.  Gary Pipe advised that the old wells are not deep enough. There was evidence of nitrates, which required the deeper wells.  

A  bi-annual report will be submitted in April, 2011 for Council review

4.  1.   Letter from R J Burnside -   concerning the Morris Landfill   

The Council reviewed a copy of the  letter that R J Bunside sent to the MOE concerning the Stage 1/11 Hydrogeological Assessment.

2.  Status Report  from R J Burnside -  January 11,2011

The Council was given a copy of the R J Burnside presentation from January 11,2011.

The council want to know what money has been spent on the Stage 1 and 2.  This will be information during the budget process.  

The Council feel that maybe a 25 year plan should be in place.  The Council could do a Strategy Plan.

Jamie Heffer said that the Council  should go and see the Elma Township site in North Perth,  maybe in February.  

 5. Curbside Pickup Quotes:                                                             

                        Current contract expires   April 30,2011.

10) Fire Report by Jared Cayley - Community Fire Safety Officer                  8:00  pm

Jared Cayley presented a fire report, explaining his duties and the report of the responses to the fires in the Municipality   

He is working on response time reports.

11) Wingham Golf  and Curling Club/ Mary Henry/ Karen Burke application:

    11.1 Huron County Planning Report                                                       8:20 pm

            Carol Leeming - Huron County Planner

Subject Lands:  Part of Lots 5-7 Con 1, RP 22R5679 Part 1, and Part of Lots 5-8, Con. 1, Morris Ward, Municipality of Morris-Turnberry.  

A Public meeting was held on November 16, 2010 and deferred for further information. 

 

      PURPOSE AND EFFECT

 

The purpose of the application is to change the zoning on Part of Lots 5-7 Con 1, RP 22R5679 Part 1, and Part of Lots 5-8, Con. 1, Morris Ward, Municipality of Morris-Turnberry from ‘Natural Environment (NE1)’ to ‘Natural Environment (NE4)’; and from ‘AG5 (Rural Golf Course)’ to   ‘AG5-1 (Rural Golf Course-Special)’.

The 2 lots were created via a legal transfer (as the Maitland River at this location has been determined to be a navigable river); the 9.76 acre lands were transferred from the Wingham Golf and Curling Inc. property as a separately deeded lot (with a portion to be rezoned to NE4), leaving the remaining Golf Course property of 92.49 acres (with a portion to be rezoned to AG5-1).

An Environmental Impact Study has been completed for the lands to be zoned NE4; the study identified this NE4 zone building envelope. The NE4 zone permits: one single family residential use, a home industry, a home occupation, conservation use, private park, uses accessory to the permitted uses; and building or structures for the permitted uses and accessory to the permitted uses. Permitted structure shall only be established in accordance with the Maitland Valley Conservation Authority. For a residence to be permitted, it must comply with the Minimum Distance Separation (MDS) Formulae.

The minimum lot frontage permitted in the AG5 zone is 75 metres (246 feet). The Golf  Course lot frontage is 68 metres (223 feet), a deficiency of 7 metres (22.9 feet). The special AG5-1 zone recognizes this reduced lot frontage of the lot.

Report:  Carol Leeming – Huron County planner, submitted a revised report to the Council, recommending approval of the by-law, since the issues have been addressed.

By-law 22-1989 is hereby amended by changing the zoning from ‘Natural Environment (NE1)’ to ‘Natural Environment (NE4)’, the zone symbol on the lands designated  'zone change to
NE4’;and from ‘AG5 (Rural Golf Course)’to‘AG5-1  (Rural Golf  Course-Special)’ the zone symbol on the lands designated 'zone change to AG5-1’.”

Jamie Heffer asked the length of time that this application has taken.  Carol Leeming explained the process commencing with the Natural severance process.

12) Business:

            12.1 Drinking Water Source Protection                                       

A letter was received from the Drinking Water Source Protection,   concerning funding for septic upgrades required in conjunction with the proposed mandatory septic inspection program.
The letter was filed.

            12.2 Agricultural Fair Grants:

           12.4 ROMA/OGRA – Delegation Requests                                                         

A delegation request form to make a presentation to Ministries, at the ROMA/OGRA conference was reviewed and filed.

Paul Gowing said there is a desire to have Residential lots in rural areas.  The County may take this to the conference for a delegation.   

Morris-Turnberry had supported the County’s position and had made a similar request in 1997.Jason Breckenridge requested a copy of Report on lots from 1997.

         12.5  Coalition for Huron Injury Prevention                                

Jamie McCallum gave a report from the CHIP meeting.  Huron County has dropped funding and only North Huron has approved funding.  A Delegation is going to the  County Council on
March 9, 2011, to request funding.    CHIP wants $12,000.00 for a new speed sign. 

John Smuck said the sign could be used for construction areas, or events or changed speeds.

Jamie Heffer said it could be used to count speed.

The Clerk explained to the Council the tender, submitted by the contractor- A G Hayter.  

14) Council Reports:

1.  John Smuck attended a Farm & Home Safety meeting January 13, 2011.  Clean Water Festival is an educational tool for children and adults.

       2.  John Smuck attended a Doctor Recruitment Committee meeting.  Incentive packages for doctors. Possible tax breaks for doctors.  They are having a Golf Ball Drop in the summer and a Curling Bonspiel on February 26, 2011.  Morris-Turnberry could give a prize or money to the Bonspiel. 

3.  David Baker attended a BMG Community Centre meeting. They are applying for a grant for dressing rooms.Accessibility grant for over $500,000.00 projects.

The Library may be fitting into their plans.  Morris-Turnberry may want to change the donation for  the Library to the BMG project. 

        4.  David Baker and Paul Gowing attended a Saugeen Valley Conservation Authority meeting on January 11, 2011.  They discussed Strategic Plan, New Building.   The Conservation Authority meetings will be going  to paperless agendas.  This will save $400.00.  This meeting was a prelude to budget talks. They have moved to Formosa Mutual Insurance Building.  Morris-Turnberry has a very small part of Saugeen Valley Conservation Valley.

        5.  Jamie Heffer attended a Belmore Community Centre meeting.  They did the budget. $129,000.00 Revenue and $126,000.00 Expenses.  The last two years they have had  major expenses. 

       6.  Jason Breckenridge attended a History Book meeting.  The book launch will be    September, 2011. Early bird price has been extended to  March 31, 2011.  Sponsors are low.  $70,000.00 may be outstanding for the Municipality to pay.

       7.  Jason Breckenridge said the Bluevale Recreation is having a Snow Pitch in March, 2011. 

8.  Paul Gowing attended a Saugeen Valley Conservation Meeting.  They cover 21,000 acres. The second meeting was January 18,2011.

       9.  Paul Gowing said the Annual Meeting of the Brussels Agricultural Society is on February 4, 2011.

      10.  Paul Gowing is attending  a Fire Chief’s Meeting January 19, 2011, with the North Huron Council.

     11. Paul Gowing said that the County of Huron will be  transferring  the Bluevale and Ramsay Bridges  to Morris-Turnberry  and  the Victoria Street Bridge in Lower Town to Morris-Turnberry and North Huron.  The Bridges will be brought up to standard, prior to the transfer.
