Minutes of the Meeting

 

1) Call to order:    The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in attendance for the call to order.

6) Accounts

"That the Accounts dated November 20th, 2012 be approved for payment in the amount of  $ 134,679.57.”

John Smuck asked about reconciling the Royal Road paving.

Steve Fortier joined the meeting at 7:40 pm.

7) Deputations:

1.  Ausable Bayfield Conservation Authority - Jenna Allain                        7:40 pm
Clean Water Act Proposal
Jenna Allain presented the Ausable Bayfield CA - Clean Water Act Proposal. The process was explained and alternatives for cost sharing.

Joyce Johnston and Gord Kaster joined the meeting at 7:55 pm.

“That the Council of the Municipality of Morris-Turnberry receive the Ausable Bayfield            
            proposal for the implementation of Part IV of the Clean Water Act and take under            
            consideration .”

Amendment to Motion:
Motion:  472-2012      Moved by Jason Breckenridge             Seconded by John Smuck
“That the Council of the Municipality of Morris-Turnberry hereby engage the Ausable Bayfield Conservation Authority for discussion of the proposal,  for the implementation of Part IV of the Clean Water Act.”

The original motion was not voted on as the amendment passed.

2.  North Huron Community Food Share                                         8:10 pm
Gord Kaster – Chairman and Joyce Johnston – Operations Manager
Joyce Johnston and Gord Kaster made a presentation to the Council and explained the work of the North Huron Food Share.

Joyce Johnston and Gord Kaster left the meeting at 8:30 pm.

8) Business:

8.1       Resolution:

“That the following resolution be supported and endorsed: Municipality of South Huron – Moratorium on Wind Turbines.”

8.2 Emergency Program for 2012:
Statement of Completion, Annual Maintenance Checklist and November 13, 2012 Minutes were reviewed by Council.

8.3  Ministry of the Environment
Permit to Take Water - Jane Street and McCrea Street Wells

“That the Council of the Municipality of Morris-Turnberry is in receipt of  the Permit to Take Water, for the Belgrave Water System.”

8.4  2013 Conferences
ROMA/OGRA – Toronto   February 24-27, 2013
Paul Gowing will go with the County.
Jamie Heffer and Gary Pipe will attend.
5-6 rooms will be booked and the council will confirm attendance in January.

AMO Conference – Ottawa   August 18-21, 2013
Paul Gowing and Neil Warwick will attend.
2 rooms will be booked.

8.5 Saugeen Valley Conservation Authority Draft Budget
5.88 % increase

“That the Council of the Municipality of Morris-Turnberry approves the draft budget of the Saugeen Valley Conservation Authority,  with the 2013 proposed levy being $2,771.00.”

8.6  Budget Meeting Date
A budget meeting for Roads and Landfill will be held on January 15, 2013      7:00  pm.

8.7       2013 Appointment Listing
The Appointment listing for 2013 was reviewed by Council.  A draft listing will be presented to
the council on  December 18th .

Break:   The Council took a short break at 9:00 pm and returned to the table at 9:05 pm.

9) By-laws:

9.1 By-law for Dissolution of the ‘Ward System’

Motion:  477-2012      Moved by Jason Breckenridge             Seconded by Neil Warwick
"That By-Law No. 73-2012 be adopted as given first, second, third and final readings being a by-law for the Dissolution of the ‘Ward System of the Electoral Representation’  for the Corporation of the Municipality of Morris-Turnberry, and Institute an ‘At-large System’ of Electoral Representation, for the Municipality of Morris-Turnberry.”

9.2 By-law for to Establish the Composition of the Council

Jason Breckenridge:  No report

Jamie McCallum:
He attended the Pioneer Opening on November 8th.
He attended a CHIP meeting on November 14th  and explained the Speed sign data.
He attended the Western Conference on November 16th. He sat in on  Economic Development,
Cross Border transit system presentations, which are available on the website.

Jamie Heffer:
He attended the Huron Manufacturing Awards.  It was well represented by Morris-Turnberry.Britespan received 3 awards:  overall manufacturer of the year, employer of the year and manufacturer of the year.  He was happy with Morris-Turnberry and pleased with the support.
He attended a Belmore Community Centre meeting on November 19th.

David Baker:
He attended the Brussels Remembrance Day Ceremony on November 11th.

John Smuck:
He attended the North Huron Strategic Plan meeting on November 13th and will be attending future meetings.

Neil Warwick:  No report

Paul Gowing:
He attended the Pioneer Opening on  November 8th.
He attended the Wingham Remembrance Day Ceremony and Banquet on November 11th.
He attended the Emergency Planning Meeting on November 13th.
He attended the Diamond Jubilee Awards on November 14th.
He attended the Huron Manufacturing Awards on November 14th.  Morris Turnberry were Silver Sponsors.
He is on the County Committee for hiring the CAO.

14) Additions to the agenda for the next meeting:
1. Municipal Infrastructure Investment Initiative Capital Program
Nancy Michie gave a report to the Council on the M111 program.  Possible projects are the Bluevale
Storm Sewers and the Clyde Line Paving.   A report will be presented to the council at the December 4th meeting.

2. Ralph Campbell- North Huron
An invitation to a  Retirement Party for Ralph Campbell,  will be held on November 30th .

3.Jamie McCallum wished to discuss the Food Share  and would like a listing of 2012 grants to see if there are funds for a grant in 2012  or in 2013.

4. Jason Breckenridge  - BR+E  -   The tentative date for the next meeting is November 29th, 2012.

5. Jason Breckenridge would like to discuss a By-law for levy fees for Wind Turbine projects, for December 18th

6. There was no other business to add to the agenda for the next or any following meeting.
