Minutes of the Meeting 

1) Call to order:  The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in attendance for the call to order, except Neil Warwick.

9) Business:

9.1  Huron County Mandatory Septic System Maintenance Program
Motion:  410-2012    Moved by Jamie Heffer                       Seconded by Jason Breckenridge
“That the Council of the Municipality of Morris-Turnberry approve the draft letter in opposition to the Huron County Mandatory Septic System Maintenance Program
proposal and send the resolution to all the Municipalities in Huron County.”

Steve Fortier arrived at the meeting at 7:45 pm.

9.2  Public Comment Letter for Fire Options:

Motion:  411-2012    Moved by Jason Breckenridge Seconded by Dave Baker
“That the Council of the Municipality of Morris-Turnberry approve the draft letter, as amended, for mailing,  which is for ‘Public Comments’ in regards to Options for Fire Service in the
Municipality of Morris-Turnberry.”

Gary Pipe arrived at the meeting at 7:50 pm.

8) Deputation:                                                                                         7:55 pm
Doug Gollan was in attendance and wants to buy three pieces of property from the municipality.
The properties would have to be declared a surplus.
A letter of finding and description of process will be available for the October 16, 2012   meeting.

Doug Gollan left the meeting at 8:05 pm.

7) Building Report:                                                                                 8:05 pm
Steve Fortier presented the August and September monthly report.

The Confidential Report was handed out at the meeting for the council’s information.

7.1  Building Report:

“That the Council of the Municipality of Morris-Turnberry receive the Building Report for August and September, 2012, as submitted October 2, 2012.”

7.2  Update on Walton Property
Steve Fortier presented an updated report.  A contract for the demolition has been signed.

Steve Fortier left the meeting at 8:10 pm.

14) Other Business:

“That the Council of the Municipality of Morris-Turnberry authorize the haulage of the fill for the Morris Landfill future cover.”

9) Business continued:

9.3  Expression of Interest for the Development of Asset Management Plan
Motion:  414-2012      Moved by Jamie McCallum     Seconded by Jason Breckenridge
That the Council of the Municipality of Morris-Turnberry wish to submit an Expression of Interest for the Municipal Infrastructure Investment Initiative funding for Asset Management;
And that the Expression of Interest is factually accurate and that the development of an asset management plan will include all of the information and analysis described in the Building Together:  Guide of Municipal Asset Management Plans; And that this funding for the development of an Asset Management Plan is a priority of the Municipality of Morris-Turnberry to ensure a sustainable asset management planning policy.”

9.4  Drainage Agreement for Fear Family Farms Consent

" That the Drainage Agreement for the Grasby Municipal Drain – 1908, Grasby Municipal Drain – 1947, Walsh Municipal Drain – 1917, to comply with the conditions for Consent File B28/12,   be approved.”

9.5  Crime Stoppers Jail & Bail
Donation Request

“That the Council of the Municipality of Morris-Turnberry file the request for a donation to the Crime Stoppers Jail & Bail.”

9.6  Huron East Landfill Report
A Report was submitted for Council’s information. The Council would like to record the amount of Morris-Turnberry and Brussels waste  being brought to  the landfill and track the waste from Brussels, with the possibility of adding the tonnage  to the useage percentage.

9.7  Employee Benefit Plan
A Report was submitted for Council’s information.

9.8  BMG 2012 Budget
A Budget review was submitted for Council’s information.

“That the Council of the Municipality of Morris-Turnberry approve the donation of $12,860.00 for the Morris-Turnberry share of the BMG Community Centre capital expenditures.”

9.9  Bluevale Hall Water Expenses
The Financial Report of water testing expenses as of September 25, 2012 was presented for Council’s information.

9.10  Council Composition Report
1.  A report was presented for the Council’s review, from Huron East.
2.  A Draft By-law to Change the Composition of Council was reviewed:

A report was presented for the Council’s review.

9.13     2012 Ontario West Municipal Conference
Friday, November 16, 2012, London
Jamie McCallum will attend the conference.    The information for the other members will be brought back to a later meeting.

10) By-laws:

10.1 By-law for Development Agreement

"That By-Law No. 66-2012 be adopted as given first, second, third and final readings being a by-law to adopt a Development Agreement with “Malcolm and Donna Anderson”,
for the Municipality of Morris-Turnberry.”

He attended a MVCA meeting.  The minutes were attached to the agenda.

He went on the road tour on September 29th and was impressed with the work.

He enjoyed the road tour on September 29th.

Neil Warwick:  Absent

Paul Gowing:
He said the Brussels Fair was successful.
He attended a Landfill meeting held in Morris-Turnberry.
He attended a Treistal Team meeting at the MVCA.
He went on the road tour and said it was very good.
He went to Rombouts Pit open house.
