Minutes of the Meeting

 

1) Call to order: The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in attendance for the call to order, except Jason Breckenridge - who was absent and Dave Baker - who was late.

The Clerk requested to delete the Closed Session, as the Fire Service should be in Open Session.

2.  Cranbrook Road Entrance           Npt Lot 19 Concession 7

Dave Baker arrived at the meeting at 7:50 pm.

“That the Council of the Municipality of Morris-Turnberry enter into an agreement with Mike Bernard for a permanent driveway entrance for 2013, for the Npt of Lot 19 Concession 7;
and that the road be improved to attain the 200 meter sight line,    with no costs assessed to the property owner.”

3.  Road Budget update as of July 4, 2012:
The Budget update was reviewed by the Council.

4.  Other Business:
Jamie Heffer said he has heard good comments regarding the Turnberry Park. Paul Gowing reported the pre-construction meeting with the Clyde Line landowners was  
handled well.

Gary Pipe left the meeting at 8:00 pm.

8.3 Construction of Sewage Works
Turnberry Estates request for the expansion of the septic tile bed

“That the Council of the Municipality of Morris-Turnberry has no objection to the  expansion of the existing septic tile bed at Turnberry Estates in Morris-Turnberry.”

8.4  Tour of Western Waste Management Facility

Motion: 297-2012       Moved by Neil Warwick          Seconded by Dave Baker
“Whereas a delegation from the Municipality of Morris-Turnberry has attended an initial information session provided by the Nuclear Waste Management Organization (NWMO)
regarding Canada’s plan for the long-term management of used nuclear fuel; and, Whereas the Municipality is not interested in learning more about the deep geological repository
project and the process to identify an informed and willing community to host the facility; Therefore be it resolved that:
The Council of the Corporation of the Municipality of Morris-Turnberry does not proceed with the NWMO and initial screening of the community (step two of the process).”

The motion was Defeated.

This will be brought back to the next meeting when there is a full Council.

8.5 Joint Fire Services Meeting with North Huron Council

  • The Council reviewed the June 27th meeting report.
  • The Council needs a different approach and need to get back to the administration process.
  • A copy of a letter was received from Central Huron, requesting a meeting with North Huron.
  • The Council discussed an agreement with North Huron for Fire Prevention. North Huron has offered Fire Prevention.
  • The Council has requested a breakdown of the actual and budget costs, line by line for 2011-2012. 
  • They wish to see clarification of wages, training centre, training hour cost.
  • The Council feel that the administration should meet on the matter, that is the proper way to do business.
  • A formula should be calculated and with some ownership.
  • It is wise to have Central Huron included in the discussion, after the new CAO starts,
  • since Morris-Turnberry and Central Huron are over 50% of the useage of the service.
  • Now there is a fee for the service. The long term agreement should have partial ownership.

Jason Breckenridge:  Absent

Jamie McCallum:
He attended a School Transition meeting.  There will be a Grade 8 Graduation and no Grade 6 Graduation.  There is a fundraising committee for new playground equipment.  Paul Gowing has someone who would like to donate.
He attended the Blyth Grade 8 Graduation on June 25th , also a Fire Meeting and Nuclear Waste meeting.

Jamie Heffer:
He attended the Grade 8 Turnberry Graduation.  Brad Pewtress and Shelby Green received the  Morris-Turnberry awards.

David Baker:   No report

John Smuck:
He attended the Grade 8 East Wawanosh Graduation.  Lisa Thompson spoke at it.

Neil Warwick:   No report

Paul Gowing:

  • He went on the bus trip to the Nuclear Site. It was very informative.
  • On June 25th he attended the Brussels Public Grade 8 Graduation. Austin Johnston received the award.
  • On June 27th he attended a North Huron Fire Meeting.
