1) Call to order:  The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in attendance for the call to order.

9) Building Report:
Steve Fortier presented the March and April monthly report.
The Confidential Report was handed out at the meeting for the council’s information.

7)  7.1    Zoning Amendments:                                                                7:40 pm
Carol Leeming – Huron County Planner submitted a Report.
Carol Leeming was not in attendance.

2.  Purpose of the Public Meeting –   Mayor Gowing


The purpose of the application is to change the zoning on Part of Lot 8, Concession 6, Morris Ward, Municipality of Morris-Turnberry ‘General Agriculture (AG1)’ to ‘General Agriculture- Special Provisions (AG1-16)’; and from ‘General Agriculture (AG1)’ to ‘Agricultural Small Holding –
Special Provisions (AG4-37); The rezoning is required as a condition of surplus residential consent application File B 59/11. 
The land to be zoned AG4-37 has an existing residence, sheds, barn (to be removed) and is approximately 1.4 hectares (3.5 acres).  The Ag4-37 zone recognizes a reduced Minimum
Distance Separation between the residence and the neighbouring sheep barn to the north.
A new residence is prohibited on the farmlands to be zoned AG1-16.  This is a requirement of the Provincial Policy Statement.  There is an existing manure storage that is to be removed as a condition of consent approval.  The subject lands are located at 40825 Morris Road/County Road #16.

3. County Planning Department –  Carol Leeming was not in attendance.  The Planning Report recommended that the zoning by-law amendment application be approved pursuant to the planning report, dated May 9, 2012.

4. Comments Received – Nancy Michie advised that she received the Planning  Report and that no other comments were received.

5. Applicants comments – The applicant had no comments.

6. Public comments – The public had no comments.

7. Council comments and questions – The Council had no comments.

8.  Explanation of the Process following the Public Meeting by Mayor Gowing
If the By-law is passed, the Clerk is required to send Notice of Passing of the By-law , to all persons and agencies notified of this Public Meeting.  There is a 20 day objection  period from the time Notice of Passing of the by-law has been mailed by  first class mail, wherein submissions/letters of objections or support in respect to the  passing of the by-law, will be received by the Clerk.

8) Annual Fire Reports                                                                           7:50 pm

Bill Doig, Marty Bedard, Keith Hodgkinson and James Marshall – Community Fire Safety Officer were in attendance

Marty Bedard – Huron East Fire Department reported 32 calls in Morris-Turnberry in  2011.  They may put up a higher tower for the pagers.
Mayor Paul Gowing thanked Marty Bedard. The Council asked what Brussels Compliancy level is.  It is minimum level.

Keith Hodgkinson – North Huron Fire Department reported 46 calls in Morris-Turnberry in 2011.  They are setting up a special agreement for Braemar Nursing Home.  911 will call the Fire Department to the Nursing Home.
Mayor Paul Gowing thanked Keith Hodgkinson.
Bill Doig – Howick Fire Department reported 3 calls in Morris-Turnberry in 2011.
Mayor Paul Gowing thanked Bill Doig.  Bill Doig has been a firefighter for 28 years.
The Council asked if Howick Fire Department is compliant.  They are at minimum.                                     
Training is ongoing.  They have 3 crews and 1 is on call at all times.
They do not do a lot of medical calls.  The rescue truck goes to the medical calls.

James Marshall - Fire Safety Officer said the Ambulance calls the fire department out to assist.
James Marshall said the fire departments are all great.  John Black brought trucks to the schools for public education.

Bill Doig, Marty Bedard, Keith Hodgkinson and James Marshall left the meeting at 8:20pm.

Gary Pipe reported the grass cutting will be starting soon.  The Fence to fence cutting will start June, 2012 and two passes will be done in the fall.

Gary Pipe left the meeting at 8:40 pm.

Dave Baker will decide if he wishes to attend the conference.
This will be brought back to another meeting.
Nancy Michie advised the Council that she is attending the AMCTO Clerk’s Conference.

Jason Breckenridge:
He will be attending a MVCA meeting on May 16th.

Jamie McCallum:
He will be attending a transition meeting on May 17, 2012.

Jamie Heffer:
He attended a site meeting for the Drudge Municipal Drainage.  Dietrich Engineering was in attendance.  The neighbours are all okay with it.

David Baker:
He missed the BMG meeting.

John Smuck:
He attended a Farm & Home Safety meeting.  Some safety signs in the county went missing from the county roads.  Farm & Home will be replacing them.  They want them tracked.  There is no inventory on them.
He attended a Physician Recruitment meeting on May 14th, getting ready for the Graduation to the medical field.  There will be some big meetings coming up.

Neil Warwick:   No report.

Paul Gowing:
He attended a Stantec meeting on May 9th  at the Bluevale Hall.  It was the final public meeting for the project.

“That the Council of the Municipality of Morris-Turnberry approve the  request from the Howick Lions for a Voluntary Road Toll on Friday May 18, 2012 and  August 31, 2012 from 3:00 pm to 8:00 pm and shall be responsible for all costs, including County related costs,   if necessary and responsibilities and liabilities associated with the voluntary road toll, including maintenance and restoration of the detour roads if applicable;  a copy of a Certificate of Insurance is required and the County of Huron letter be signed and submitted to the County of Huron.”
