Minutes of the Meeting

1)  Call to order: The meeting was called to order by Mayor Paul Gowing at 7:30 pm with all members in attendance for the call to order.

2) Agenda:
A listing from the Clerk was added to the agenda for consideration, as the items were
of an urgent nature and two items of an Identifiable Individual for Closed Session.

3) Declaration of Pecuniary Interest:
Jason Breckenridge declared a pecuniary interest for Item No. 12.3.2 Breckenridge Municipal Drain, since he is related to a landowner.
Paul Gowing declared a pecuniary interest for Item No. 14.3 Mustard Municipal Drain since he is a landowner.
No other member declared a pecuniary interest, at this time.

4)  Minutes:

5)  Business from the Minutes
John Smuck has a gravel question. This will be discussed during the Road Report.
There was no other business from the minutes to be discussed.

6)  Accounts

"That the Accounts dated March 20, 2012 be approved for payment in the amount of $ 694,598.35.”

Steve Fortier arrived at 7:40 pm.

7) Salem Road and Stone School Road:

Owen Curtis               Condition of Salem Road                               7:40 pm

Owen Curtis gave an update on the condition of Salem Road.  He asked if there could be a load of calcium applied to the road.  He has spoken to the Ministry of Health and Ministry of Environment regarding the dust issues.
Paul Gowing said the priorities change and the council must weigh the priorities with the funds the Municipality has.
Gary Pipe said that now is not a good time for the calcium to be applied since gravel will be going on Salem Road.  It is best to wait for a rain first.
Dave Baker suggested that people can use their own funds to put on calcium.
Owen Curtis asked if there will be any tar and chip on Salem Road.
Paul Gowing said they will have to look at the long term planning.

Owen Curtis left the meeting at 7:55 pm.

8) Budget Public Meeting:

8.2  Public Meeting to present the 2012 Proposed Budget:

1. Presentation of the proposed budget:
A Power Point was presented by Nancy Michie on the proposed budget.

Bob Trick arrived at the meeting at 8:05 pm.

2. Questions from the floor:
There were no questions from the floor.

3. Council comments:
Jason Breckenridge asked if the Police Reserves were being moved to Road Reserves.
Neil Warwick questioned the cost of road repairs on B-Line.  Gary Pipe said something must be done on B-Line in the swamp areas.
Neil Warwick asked if the $25,000.00 truck repair is accounted for in the budget.  Nancy Michie said equipment repair is budgeted at $180,000.00.

8.3    Reenter Regular Council Session:

9)  Bob Trick - Animal Control Officer:                                                            8:30 pm
1.  2011 Animal Control Report
Bob Trick advised the council of his role and presented his 2011 report.

“That the 2011 Annual report be accepted, as submitted by Bob Trick- Animal Control Officer.”

Bob Trick requested a Closed Session to discuss an Identifiable Individual.

“That the Council adjourn the Public Session of Council and enter into a Closed to the Public Session for a matter pursuant to the Municipal Act, Section 239 (2)   (b),  
confidential matter concerning an identifiable individual; and that Nancy Michie and Bob Trick be authorized to remain at the meeting.”

Council discussed an issue of an Identifiable Individual.

10)  Deputation
Jennifer Wick             was not in attendance.
She hasconcerns on the issue of dogs only being allowed, where a residence is located. Jennifer Wick will attend on April 3, 2012.

11) Building Report:
Steve Fortier presented the January and February monthly report.
The Confidential Report was handed out at the meeting.

The Municipality received 33 % off the repair invoice.

3.  Municipal Drain Tenders:

3.1. Evans Municipal Drain

“That the tender submitted by Marquardt Farm Drainage Ltd for the Evans Municipal   Drain 2011  be accepted at the tender price of $ 47,146.00 plus $6,129.00 HST =  $53,275.00.”

Jason Breckenridge declared a pecuniary interest and pushed back from the Council table.

3.2  Breckenridge Municipal Drain

“That the tender submitted by A G Hayter Contracting Ltd for the Breckenridge  Municipal Drain 2011  be accepted at the tender price of $ 59,290.00 plus $7,707.70 HST  = $66,997.70.”

4.  Letter from Maitland Valley Conservation Authority
Maitland Valley Conservation Authority requested support for grass cutting at the Bluevale Park and Dam and assistance with the removal of the boards from the dam.

“That the Council contact Maitland Valley Conservation Authority for response to concerns about the dam and grass cutting and will be given consideration after that time.”

Maitland Valley Conservation Authority will be asked to attend on April 3rd, 2012.

5.  Road Tour Date:
The Road tour date is set forApril 28th at 8:00 am.

13)  Business:
13.1   Drinking Water Source Protection

“That the Council of the Municipality of Morris-Turnberry hereby approve the comment report for the Draft Source Water Protection Plan, to submit to the Ausable Bayfield Maitland Valley Source Protection Region.”

13.2 Curbside Automated Collection

“That the Council of the Municipality of Morris-Turnberry approve the quote to upgrade the Curbside Collection Service, and implement the process for the Automated Collection service
with Bluewater Recycling at the cost of $ 149,469.49 for the term of 3 years with the option to extend the number of years and that it will be optional for the rural areas.”

13.3 2012 Interim Newsletter
A section will be added on wild animals.

13.6  Fire Services:

1.  Possibility of Meeting with North Huron -
Jamie Heffer suggested to the Council that we make an offer one more time to North Huron, with a timeline, to show that we tried to negotiate with North Huron.
John Smuck said we should have the meeting in a neutral location.
Dave Baker agrees but thinks we should send a letter instead of a meeting.
Jamie Heffer said we could do 3 proposals and send it to them.
Jason Breckenridge agreed that a letter should be sent with proposals.
Neil Warwick said we did approach them with a proposal already.
The Council will further discuss the matter in Closed Session.

2.  Set a Date for a Public Meeting for Fire Services
A date will be set after Closed Session.

4.  Haines Letter

Jason Breckenridge suggested a list be made with all complaints.
Jamie McCallum and Jamie Heffer feel the Mayor and staff should be responding to all the complaints.
Paul Gowing will work with Nancy Michie with responses to the letters.

13.7  Rural Summer Jobs Service Program
Summer Students 2012

“That the Municipality of Morris-Turnberry advertise for two summer students for 2012  for grass cutting and apply for a grant from the Rural Summer Jobs Service.”

Nancy Michie will be away March 22, 23, 26 – 30, 2012.

14.2  Interim Tax Levy for 2012

" That By-Law No. 25-2012 be adopted as given first, second, third and final readings being a by-law to provide for interim tax levies for the year 2012 for the Municipality of Morris-Turnberry.”

Paul Gowing declared a pecuniary interest and pushed back from the Council table.

Jason Breckenridge be the chairperson for the next item as Mayor Gowing has declared a pecuniary interest.

14.3  Mustard Municipal Drain By-law

Motion:  154-2012      Moved by Neil Warwick          Seconded by John Smuck
" That By-Law No. 27-2012 be adopted as given first, second, third and final readings being a by-law to amend By-Law No. 8-2011  to provide for a lesser amount for the Mustard 
Municipal Drain-2011, for the Municipality of Morris-Turnberry.”

Jason Breckenridge left the chair and Paul Gowing returned to the chair.

15) Council Reports:

Jason Breckenridge:
He will be attending a MVCA meeting tomorrow.
He is unable to attend the drain meeting next week.  Jamie McCallum will attend in his place.

Jamie McCallum:
He attended a CHIP meeting.  They had a demonstration of the data meter.

Jamie Heffer:
He attended an Airport meeting on Mar 12th.  He learned that part of the airport is federally governed and no building permit is necessary.  They want to protect the airspace around the airport because of the wind turbines.  If Morris-Turnberry is putting up any wind turbines they want to know. They also want to know what is happening with the ownership of land by the airport.

David Baker:  No report

John Smuck:
He attended a Home & Farm Safety meeting.  They are missing some of the slow moving signs.
They are starting to put commercials on the radio for 20 weeks.
He will attend the Clean Water Festival.

Neil Warwick:  No report

Paul Gowing:
He attended an Organizational Review Meeting on March 13th.
He attended the committee of the Whole on Day 1.  Low Frequency Noise committee has ended.
The Sanderson severance was approved.
He was interviewed regarding the Organizational Review and feels they are doing a good job.
A Strategic Planning meeting will be held.
