Minutes of the Meeting
1)
Call to order:
The meeting was called to order by Mayor Dorothy Kelly at
7:30 pm with all members in attendance, except Mark Beaven who was absent.

for 18.1 Closed Session since the applicants

7) Minor Variance Request David Eadie 7:40 pm
Carol Leeming, Steve Fortier, David Eadie and Don Eadie were in attendance to
review the proposed
minor variance application for Part of Lot 14 Concession 10, Turnberry. The
distance and capacity
of the neighbouring barn was discussed. The matter was deferred until later in
the meeting, allowing
time to redo the calculations for the MDS with reduced capacity in the barn.

Subject Lands: Part of Lot 20 , Concession 6, Morris Ward

2. Purpose of the Public Meeting – Mayor Kelly
The purpose of the application is to change the
zoning on the South Part of Lot 20, Concession 6, Morris
Ward, Municipality of Morris-Turnberry from Extractive Resource - Special
(ER1-1) to Agricultural
Small Holding - Special (AG4-33) Zone.
The special AG4-33 zone will allow a new home to
be built on the subject property and allows an
accessory structure (storage shed) to be built in the front yard at a minimum
setback of 11.9 metres
(39 feet) from the front lot line. The front lot line is on Cranbrook Road. A
mobile home has been on
this property since 1976. A storage shed is being established in the location of
the existing modular
home (modular home to be removed). The owners of the property wish to build a
new house to the
north of the existing modular home.
The land proposed to be rezoned AG4-33 is 0.4496
hectares (1.1 acres) in size with a lot frontage onto
Cranbrook Road of 66.98 metres (219.78 feet) and a lot depth of 67.05 metres
(220 feet). The
property is located at 41840 Cranbrook Road at the corner of Button Line.
3. County Planning Department –
Carol Leeming presented the Huron County Planning report,
which
recommended approval.
4. Comments Received – Nancy Michie advised that no further comments were received.
5. Applicants comments – No comments.
6. Public comments – There were no public comments.
7. Council comments and questions –
Paul questioned if they need a new
septic
system or well. They will live in the mobile home while constructing the new
residence.
8. Explanation of the Process following the Public Meeting by Mayor Kelly
If the By-law is passed, the Clerk is required
to send Notice of Passing of the By-law , to all
persons and agencies notified of this Public Meeting. There is a 20 day
objection period from the time
Notice of Passing of the by-law has been mailed by first class mail,
wherein submissions/letters of
objections or support in respect to the passing of the by-law, will be received
by the Clerk.

9) Physician Recruitment Presentation: 8:15 pm
Jana McKague- Recruitment Officer made a presentation from the Wingham and Area
Health Professionals
Recruitment Committee.
· The Recruitment Committee is hoping for larger incentives for prospective doctors.
·
The current Provincial incentive
is $25,000, a membership to the Complex, membership to the Wingham
Golf Course, Dentistry, 1 year hockey registration.
· The Committee is looking for more members
· Jana McKague says the Province should change policy on International Grads
·
Carol Leeming said that Huron
County is starting an Immigration Partnership Program that welcomes
business people in the health field
· Most doctors are working 80 hours a week at the Wingham Hospital.
· A new surgeon will be starting July 1st in Listowel and Wingham

1. Boundary Bridge:
The County of Huron has advised that three bridges will be repaired and downloaded to the two municipalities
1. The bridge between North Huron and Morris-Turnberry at the west end of Victoria Street.
2. Ramsay Bridge
3. Bridge at the Bluevale Dam.

on the Urban
Unopened road allowances and make an inventory and will send out requests to a
logging contractor;

required.”

1. Property at the Lot 16 Concession 1 Morris
The Council discussed the road access at the South Part Lot 16 Concession 1, due
to a request for a
building permit at Lot 16 Concession 1, Morris. A MDS calculation will be
processed, to determine
which access will be best for the proposal. This will be brought back to a later meeting.
2. Building Report: Steve Fortier presented a Building Report to the Council.

The draft plan for improvement of the Belgrave Heritage Park was reviewed.
The council will meet on May 18th at the Park, to view the current
status of the park.

The Council confirmed that they decided interest
will be charged. It is unfortunate that North Huron
requested that the matter be taken to arbitration.
2. A draft Development agreement will be reviewed with Bruce Potter and the planner
on Wednesday May 5th @ 9:30 am. Jim Nelemans will represent the council.
